    Entrepreneurship has been a topical issue in the business administration literature, but in the past decade a wave of interest can be observed on the role of entrepreneurship in the economic growth literature. This paper aims to highlight the various contributions to the entrepreneurship literature from the perspective of regional economic development. After a broad overview, particular attention is given to the regional action space of entrepreneurs, including their social and spatial network involvement.     How large is the gap between present and efficient transport prices in Europe?

    In this paper we analyse the gap between present transport prices and efficient transport prices. Efficient transport prices are those prices that maximise economic welfare, including external costs (congestion, air pollution, accidents). The methodology is applied to six urban and interregional case studies using one common optimal pricing model. The case studies cover passenger as well as freight transport and cover all modes. We find that prices need to be raised most for peak urban passenger car transport and to a lesser extent for interregional road transport. Optimal pricing results for public transport are more mixed. We show that current external costs on congested roads are a bad guide for optimal taxes and tolls: the optimal toll that takes into account the reaction of demand is often less than one third of the present marginal external cost.transport pricing; external costs; social costs; congestion pricing

    The Internalisation of External Costs in Transport: From the Polluter Pays to the Cheapest Cost Avoider Principle

    The European Commission mandated the consulting firm CE Delft to develop a framework for the internalisation of external costs and to devise a number of potential internalisation scenarios for further analysis. The results of their preliminary research are published in a CE discussion paper, and the Commission is now formulating draft legislative proposals which will be subjected to a consultation of stakeholders.The present report offers a critical assessment of the above mentioned CE study, provides a theoretical examination of the relative strengths and weaknesses of the polluter pays principle and the cheapest cost avoider principle in relation to the problems arising in the road transport sector, demonstrates how the cheapest cost avoider principle can be applied in practice by providing examples of external costs in road transport, and puts forward recommendations for the appropriate principles that should guide the Commission's further activities in this area.Cheapest Cost Avoider, Externalities, Transport,

    Trade Facilitation in Developing Countries

    Measures to actively facilitate trade are increasingly seen as essential to assist developing countries in expanding trade and benefiting from globalisation. Although often viewed as narrowly concerned with the ease and speed of Customs procedures, even greater trade cost reductions and trade and welfare benefits may be reaped from a broader view of trade facilitation (TF) that incorporates transportation, distribution and communication issues. A number of TF reforms are particularly beneficial: improving procedures, especially Customs clearance; introducing automation and use of information technology; reducing excessive documentation requirements; addressing lack of transparency in import and export requirements; addressing lack of modernisation of and cooperation between Customs and other government agencies. The review identifies the types of TF reforms that could address these problems and deliver a return in terms of increased revenue collection efficiency, reductions in trade costs and promotion of greater regional cooperation (at least in Customs and transport, especially as many TF measures are appropriate for inclusion in regional integration agreements).Trade Facilitation, Regional Integration

    Determinants of Maritime Transport Costs. A Panel Data Analysis for Latin American Trade

    This paper analyses the determinants of transport costs for intra-Latin American trade over a period of six years (1999-2004). The data refer to yearly disaggregated (SITC 5 digit level) maritime trade flows on 277 trade routes. With this data set, a transport costs equation is estimated using linear regression analysis in a panel data framework. The first contribution to the literature is to exploit the greater variability present in our data and to control for unobservable heterogeneous effects. The second is to investigate the influence of open registries on the variability of maritime transport costs. Three groups of explanatory variables are considered. Firstly, timevarying variables: use of open registries and trade imbalance. Secondly, variables related to liner shipping network structures: number of liner services, shipping opportunities, deployed ships and deployed TEUs. Finally, product related variables such as volume of shipment, value of product and special characteristics of the cargo (i.e. refrigerated cargo). The results will allow us to quantify the effect of the explanatory variables on international maritime transport costs and to compare the obtained elasticities with previous cross-section analysis.     Economics of the Firm and Economic Growth. An hybrid theoretical framework of analysis

    The characterization of individual firms is an essential step toward the study of the behaviour of industries and other more aggregated units of economics, and so to the analysis of economic growth processes. Hence, the main goal of this study is to achieve a critical discussion around the conceptualisation of the firm and its role in the dynamical process of economic growth. The approach to the main topic starts with the construction of a theoretical matrix of the economics of the firm, opening with the two major traditions of institutionalist thought in economics, and evolving then towards some considerations around the contractual and the evolutionary approaches. Another important theoretical stream that deals with organizations in economic and sociological terms also appears, the population ecology approach. After this overview, it is developed a cross-exam of distinct theoretical perspectives and the identification of possible flaws of the neoclassical theory. This confrontation, which goes throughout many imperative and controversial issues within economics such as the nature of the firm and the cognitive capacities of economic agents, results in a systematisation about the impact of this discussion on economic growth.     Integration of inland waterway transport in the intermodal supply chain: a taxonomy of research challenges

    This paper identifies research opportunities which will enable the further integration of inland waterway transport in the intermodal supply chain. Intermodal transport may be interpreted as a chain of actors who supply a transport service. Inland navigation can play a crucial role in increasing supply chain service performance. A first group of research challenges lies in the evolving relationship between transport geography and logistics activities. The next set of research challenges has the objective to encourage efficient operations in IWT: development of a system wide model for IWT, integration of operational planning systems and analysis of bundling networks. A third group of research efforts is directed towards shippers and consignees who use the intermodal transport chain to send or receive their goods: further development of models that integrate intermodal transport decisions with supply chain decisions and creation of green supply chains. A fourth cluster of research challenges concerns the problem domain of external cost calculations. Finally detailed time series data on freight transport should be collected to support these future research tracks
