    Government IS Implementation: A Framework for Stakeholder Orientation

    Information systems (IS) researchers and management practitioners have increasingly begun to use the concept of stakeholder engagement to explain diverse outcomes associated with implementing new technology, yet the IS literature largely omits this focus in the context of enterprise systems implementation. While the literature has established stakeholder engagement‘s significance, it has not done the same for organizational stakeholder orientation. As such, I develop a theoretically sound framework to analyze organizational stakeholder orientations during a multi-partner IS implementation process. Researchers have traditionally viewed stakeholder engagement as corporate responsibility in action, but, in reality, stakeholder engagement may or may not involve a moral dimension. In this grounded theory research, I introduce a stakeholder engagement framework that contains two new constructs (i.e., stakeholder engagement and stakeholder sensitivity) and eight different dimensions guided by four major motivating factors. Additionally, I conducted a case study on a IS implementation project to analyze the stakeholder engagement for the project‘s implementation phases to capture the dynamic nature of the stakeholder engagement process and stakeholder sensitivity

    A Method for Identification and Ranking of Requirements Sources

    Context: Requirements engineering (RE) literature acknowledges the importance of early stakeholder identification. The sources of requirements are many and also constantly changing as the market and business constantly change. Identifying and consulting all stakeholders on the market is impractical; thus many companies utilize indirect data sources, e.g. documents and representatives of larger groups of stakeholders. However, companies often collect irrelevant data or develop their products based on the sub-optimal information sources that may lead to missing market opportunities. Objectives: We propose a collaborative method for identification and selection of data sources. The method consists of four steps and aims to build consensus between different perspectives in an organization. Methods: We develop the method following the design science research method. We demonstrate the use of the method with three industrial case studies. Results: Our results show that the method can support the identification and selection of data sources in three ways: (1) by providing systematic steps to identify and prioritize data sources for RE, (2) by highlighting and resolving discrepancies between different perspectives in an organization, and (3) by analyzing the underlying rationale for using certain data sources. Conclusion: We conclude that our proposed method is well suited to support systematic identification of requirements sources in industry. Further work on the method include validation and adaptation for use different contexts, and developing tool support

    Exploring Knowledge Management Models on Information Technology Projects

    One way an organization manages the knowledge of its people is in information technology (IT) projects. Organizations develop IT projects for many socially responsible reasons, including improved health care services and better community services. IT projects do not always achieve the goals of the organization when the knowledge of the stakeholders is not managed for these objectives. For this study the purpose was to address the use of knowledge management (KM) in project management (PM) to improve the success of IT projects in achieving the organizational goals. The research questions were based on KM including its tools and techniques to improve the success rate for IT projects. The conceptual framework included the project knowledge management (PKM) model, which helped identify the knowledge sharing in IT software projects for a local insurance company in Baltimore, Maryland. Interview data were collected from 26 IT project stakeholders about KM in PM. Analysis revealed 4 themes of managing knowledge in the requirement process, code development process, testing process, and the helpdesk process for the success of the IT project. Each of the 4 processes used different KM repositories and face-to-face tools. Improving the rate of successful IT projects benefits organizations and society with better products and services for lower costs. This study may affect social change by providing information for managers of other organizations about achieving success of their IT projects

    Modeling stakeholders for information systems design processes

    In the software engineering area, stakeholders play a significant role in requirements elicitation and validation. Moreover, all the project management is integrally affected by stakeholders' perspectives and their participation. This effect is strengthened when projects involve several organizations. Thus, a clear and explicit representation of the stakeholders and their attributes is required in order to achieve their effective management. The integration of this representation with other models capturing the knowledge of engineering design processes can be of great utility in software development projects. In this sense, this article describes the construction of an integrated model for representing stakeholders in information systems design processes. This proposal considers diverse attributes related to stakeholders and gives information for performing quantitative calculations about their interest and influence over the project. Thus, more inclusive experiences of the information systems development can be supported, even more if contexts with the participation of several organizations are considered.Fil: Ballejos, Luciana Cristina.
