    A Complexity-Based Approach to Intra-Organizational Team Selection

    Early studies recognized the significance of team's work capacity and suggested the selection of team members based on individual skills and performance in alignment with task characteristics. The equitable team selection method, for example, assigns people to different tasks with even skill distributions for the best overall performance. Recent advancement in organization science also identifies the importance of contextual skills. However, work teams are complex adaptive systems with interdependence between workers and social environment, and exhibit surprising, nonlinear behavior. Optimizing individual stages without taking organizational complexity into account is unlikely to yield a high performing new combination of teams. The objectives of this study can be stated as: a) Utilizing complex system theory to better understand the processes of team selection including forming teams with considering worker's interdependence and replacing the unsuitable members through a time frame; b) Comparing different team selection methods, including random selection, equity method, using knowledge of interdependence in different economic conditions through simulation; c) Comparing different policies of replacing members of teams. This study utilizes a computational model to understand the complexity of project team selection and to examine how diversity of capability and interdependence between workers to effect team performance in different economic conditions. The NK model, a widely used theory for complex systems is utilized here to illustrate the worker's interdependence and fed into an Agent-Based Model. This study uses a small design firm as a case implementation to examine the performance of a variety of team selection approaches and replacement policies. Project data, task assignment, and individual and team performance information were collected for the period of 2009-2011. The simulation results show that while the equity selection method can increase the diversity of capabilities of teams, the net performance is often worse than optimizing worker interdependencies. This study suggests that managers should protect their higher-performing workers with minimal interdependence disruption when they considered team selection. Thus taking the advantages and disadvantages of all three policies into account, transferring low contributors or least supported members are recommended to be enacted before hiring new workers to avoid this last policy's especially large additional costs

    Library websites popularity: does Facebook really matter?

    The purpose of this paper is to determine whether the utilization of social media (Facebook) is an important factor in increasing the visibility of the library site usage in Malaysian public universities. Nine top ranked Malaysian public universities involved in this research and number of Facebook followers for each library website is listed. Alexa software was used as the approach to study the issue of visibility. Alexa is able to determine web site usage, by showing the percentage of visitors of library related subdomain(s) as listed in the top subdomains for each University website (domain) over a month. It is found that Universiti Utara Malaysia library website scored the highest percentage of visitors based on the library related subdomain(s) as listed in the top subdomains for the University website in Alexa. To check such irregularities in access, this paper use EvalAccess 2.0 and it is found that Universiti Sains Malaysia’s library website scored higher irregularities. In term of number of Facebook followers, Univesity of Malaya library has the highest score. It is showed that the utilization of social media (Facebook) is not yet an important factor in increasing the visibility of the library websites. However, expectedly, top ranked universities’ library web sites, are more visible and popular. This research is limited to the situation in Malaysia where public universities are more noticeable and seldom face financial constraints rather than private universities. It is highly important for those universities’ library web sites that are not highly visible to initiate the necessary measures in improving the development of their web sites as the usage of the website is an indicator of online quality

    Presented at the 2000 USCID international conference, Challenges facing irrigation and drainage in the new millennium on June 20-24 in Fort Collins, Colorado.Irrigation scheduling has been promoted as management tool to minimize irrigation water application, however, few irrigators regularly followed any rigorous scheduling methodology. Kansas State University Research and Extension in conjunction with an irrigation association, Water PACK, began a long-term project to promote ET based irrigation scheduling and other management technology. Area irrigators serve as the focal point of the project and over time have been asked to assume responsibility of scheduling the project fields. A long-term commitment and on-farm activities such as variable water application tests and center pivot uniformity tests seems to have generated confidence and acceptance of ET-based irrigation scheduling

This paper provides a description of GIS (geographical information system) as applied to irrigation districts, its potential for improving the day-to-day management of districts, and the progress and difficulties encountered by the 8 districts in GIS mapping and implementation. Examples of how districts are using GIS are given, along with the value and use of the DMS in a regional water planning project

    Development Economics and the International Development Association

    Prevailing economic ideas -- and fashions -- about development have influenced the International Development Association (IDA) since its creation in 1960. The creation of the organization itself is the result of two contemporaneous facts: an urgent need to channel development finance to least-developed countries and an increasing pressure on World Bank management to directly address the issue of poverty in developing countries. Changing views, over time, have been a rationale -- and, at times, a justification -- for emphasizing poverty and social sectors; for providing grants to particular groups of countries; and for strategic choices and sectoral priorities. IDA has been influential in development debates and been an advocate for specific views about development policy. This paper gives an overview of these views and documents how they have shaped the activities of the organization since its creation. After a brief review of development thinking and of the organization of research at the World Bank, the paper documents the shifts that have taken place in country allocations and in sector emphasis in IDA over the past 50 years and highlights the strategic themes that have guided its development agenda: toward increasing country selectivity; from projects to programs; from conditionality to country ownership of reforms; and from input-based to results-based performance.Economic Theory&Research,Environmental Economics&Policies,Banks&Banking Reform,Achieving Shared Growth,Debt Markets

    Current Issues of Water Management

    There is an estimated 1.4 billion km3 of water in the world but only approximately three percent (39 million km3) of it is available as fresh water. Moreover, most of this fresh water is found as ice in the arctic regions, deep groundwater or atmospheric water. Since water is the source of life and essential for all life on the planet, the use of this resource is a highly important issue. "Water management" is the general term used to describe all the activities that manage the optimum use of the world's water resources. However, only a few percent of the fresh water available can be subjected to water management. It is still an enormous amount, but what's unique about water is that unlike other resources, it is irreplaceable. This book provides a general overview of various topics within water management from all over the world. The topics range from politics, current models for water resource management of rivers and reservoirs to issues related to agriculture. Water quality problems, the development of water demand and water pricing are also addressed.
