    AN ATLAS FOR NAVIGATING THE INNOVATION ECOSYSTEM: HYBRID AIRSHIPS AS A USE CASE TO ENGAGE THE COMMERCIAL SECTOR

    The Chief of Naval Operations and Commandant of the Marine Corps have stated the need to streamline innovation practices for faster adoption of emerging technologies to support force design initiatives. However, the Department of Defense (DOD) innovation ecosystem is difficult to navigate. This research develops an atlas to guide interaction and engagement for DOD personnel to navigate the innovation ecosystem while assessing commercially-developed, large-capacity transportation platforms. Using hybrid airships as the use case, the authors employed two research methods while developing the atlas: 1) technology progress and cost modeling and 2) market analysis through research and interviews with industry leaders. The results confirm that early DOD engagement with commercial partners can positively influence long-term procurement options. The authors believe that the atlas can guide timely and productive engagement with the commercial sector for the sustainable development of large-capacity platforms, but must have a framework that protects commercial intellectual property. We recommend that the DOD utilize the atlas to explore how commercial markets will affect future hybrid airship development, while creating a more complete picture of the function and utility of these versatile platforms.Outstanding ThesisCaptain, United States Marine CorpsCaptain, United States Marine CorpsApproved for public release.     ANALYSIS OF ALTERNATIVES: COST EFFECTIVENESS OF THE AIRLANDER 10 IN THE ARCTIC

    Melting ice in the Arctic Circle is opening international shipping lanes and exposing new resources. The 2022 National Strategy for the Arctic Region, Department of the Navy Strategic Blueprint for the Arctic, and U.S. Navy Arctic Roadmap 2014–2030 call for an increase in maritime presence. The region has the same operational requirements as any maritime environment, but the difficult climate makes systems less effective or incapable. A reliable system with exceptional endurance is required to patrol the vast region and conduct multiple missions. The Airlander 10, a hybrid aircraft manufactured by Hybrid Air Vehicles in the United Kingdom, is a promising platform that could meet the regional demand. This thesis utilizes Office of Management and Budget guidelines to conduct an analysis of alternatives by developing a trade space analysis and Evaluation of Alternatives for the Airlander 10. The analysis investigates multiple Department of Defense systems that are currently in use and compares them to the Airlander 10. The results confirm the utility of the Airlander 10 in the Arctic and conclude there is a cost-to-benefit ratio surpassing its alternatives.     Hybrid Airship Multi-Role (HAMR) Anti-Submarine Warfare (ASW) mission capability

    The Hybrid Airship Multi-Role (HAMR) Anti-Submarine Warfare (ASW) Mission Module project applies established systems engineering principles and processes to the design of an ASW payload module that examines the capability of the HAMR to perform persistent ASW mission support. Critical system functions and objectives are identified and are assigned appropriate quantitative metrics. Additionally, three alternative architectures are generated and evaluated using the appropriate metrics based on results from modeling using Naval Systems Simulation (NSS). Manning is considered as a key stakeholder parameter and is included as an evaluation concern. The alternatives are also compared through the examination of life cycle costs. The recommendation to the stakeholders based on the research and results is an unmanned ASW sensor platform that uses other ASW assets for prosecution.http://archive.org/details/hybridairshipmul109456935N

    Seabasing and joint expeditionary logistics

Executive Summary and Presentation.Recent conflicts such as Operation Desert Shield/Storm and Operation Iraqi Freedom highlight the logistics difficulties the United States faces by relying on foreign access and infrastructure and large supply stockpiles ashore to support expeditionary operations. The Navy's transformational vision for the future, Sea Power 21, involves Seabasing as a way to address these difficulties by projecting and sustaining joint forces globally from the sea. This study analyzes logistics flow to, within and from a Sea Base to an objective, and the architectures and systems needed to rapidly deploy and sustain a brigade-size force. Utilizing the Joint Capabilities Integration and Development System (JCIDS), this study incorporates a systems engineering framework to examine current systems, programs of record and proposed systems out to the year 2025. Several capability gaps that hamper a brigade-size force from seizing the initiative anywhere in the world within a 10-day period point to a need for dedicated lift assets, such as high-speed surface ships or lighter-than-air ships, to facilitate the rapid formation of the Sea Base. Additionally, the study identifies the need for large-payload/high-speed or load-once/direct-to- objective connector capabilities to minimize the number of at-sea transfers required to employ such a force from the Sea Base in 10 hrs. It is for your review and comment which should be returned to me by January 1, 1975. With those comments and criticisms in hand, I will make any needed revisions, add sections on background, history, etc. and print significant comments or minority views if they exist. The revised final report will be issued in the spring of 1975. With this draft report completed, I will turn my attention to the proceedings. A preliminary review indicates that there is more work to be done on the papers than expected, but I still plan to mail the papers in early 1975. I am pleased to announce that the AIAA has approved its' LTA subcommittee's plan to hold a followup conference in Snowmass-at- Aspen, Colorado, July 15-17, 1975. Details will be in the December issue of Aeronautics and Astronautics. Hope to see you there! To help us improve that program, could you take a few minutes to complete and return the questionnaire on the reverse side of this page? It would be very helpful. The major issues addressed were: 1. Should the United States Government, undertake development of a Lighter Than Air vehicle. 2. Should the United States sponsor research and technology efforts in the area of Lighter Than Air including the construction of an experimental LTA research vehicle? Due to unknown economic risks, the group concluded that it was premature to stress government development of an LTA vehicle at this time. Rather, appropriate agencies, particularly NASA, should sponsor appropriate studies in LTA to better define the technical unknowns. only after some of the general uncertainties are resolved did the group feel that it would be beneficial to construct an experimental LTA vehicle. However, the working group did feel that a positive policy statement was needed, which is set out starting on page 3 of this report

    MODELING OF INNOVATIVE LIGHTER-THAN-AIR UAV FOR LOGISTICS, SURVEILLANCE AND RESCUE OPERATIONS

    An unmanned aerial vehicle (UAV) is an aircraft that can operate without the presence of pilots, either through remote control or automated systems. The first part of the dissertation provides an overview of the various types of UAVs and their design features. The second section delves into specific experiences using UAVs as part of an automated monitoring system to identify potential problems such as pipeline leaks or equipment damage by conducting airborne surveys.Lighter-than-air UAVs, such as airships, can be used for various applications, from aerial photography, including surveying terrain, monitoring an area for security purposes and gathering information about weather patterns to surveillance. The third part reveals the applications of UAVs for assisting in search and rescue operations in disaster situations and transporting natural gas. Using PowerSim software, a model of airship behaviour was created to analyze the sprint-and-drift concept and study methods of increasing the operational time of airships while having a lower environmental impact when compared to a constantly switched-on engine. The analysis provided a reliable percentage of finding the victim during patrolling operations, although it did not account for victim behaviour. The study has also shown that airships may serve as a viable alternative to pipeline transportation for natural gas. The technology has the potential to revolutionize natural gas transportation, optimizing efficiency and reducing environmental impact. Additionally, airships have a unique advantage in accessing remote and otherwise inaccessible areas, providing significant benefits in the energy sector. The employment of this technology was studied to be effective in specific scenarios, and it will be worth continuing to study it for a positive impact on society and the environment
