    The role of non-state actors in regime formation: Case study on Internet governance.

    Many scholars argue that the Internet is a symbol of globalization and avoidance of state control. The Internet governance negotiations, which aims to establish an international regime for the Internet, is conducted through a multi-stakeholder setting associated with extensive involvement of non-state actors. This has been viewed as an indicator for a \u27diminishing state role\u27 in international relations; particularly, formation of international regimes. This study indicates that the role of states does not diminish in regime formation. States, especially great powers, are the main actors that set international principles, norms, rules and decision-making procedures. They create regimes in order to regulate international behavior as to global sectors, including the Internet. States deliberately enable certain non-state actors to participate in regime formation and governance of some global sectors, based on conscious perception of the utility and usefulness of such participation

    Economics and Engineering for Preserving Digital Content

    Progress towards practical long-term preservation seems to be stalled. Preservationists cannot afford specially developed technology, but must exploit what is created for the marketplace. Economic and technical facts suggest that most preservation ork should be shifted from repository institutions to information producers and consumers. Prior publications describe solutions for all known conceptual challenges of preserving a single digital object, but do not deal with software development or scaling to large collections. Much of the document handling software needed is available. It has, however, not yet been selected, adapted, integrated, or deployed for digital preservation. The daily tools of both information producers and information consumers can be extended to embed preservation packaging without much burdening these users. We describe a practical strategy for detailed design and implementation. Document handling is intrinsically complicated because of human sensitivity to communication nuances. Our engineering section therefore starts by discussing how project managers can master the many pertinent details.

    Towards an E-Government Enterprise Architecture Framework for Developing Economies

    The growth and uptake of e-government in developing economies are still affected by the interoperability challenge, which can be perceived as an orchestration of several issues that imply the existence of gaps in methods used for e-government planning and implementation. To a great extent, various counterparts in developed economies have succeeded in addressing the method-related gaps by developing e-government enterprise architectures, as blueprints for guiding e-government initiatives in a holistic and manageable way. However, existing e-government enterprise architectures are country-specific to appropriately serve their intended purpose, while enterprise architecture frameworks or methods are generic to accommodate several enterprise contexts. The latter do not directly accommodate the unique peculiarities of e-government efforts. Thus, a detailed method is lacking that can be adapted by developing economies to develop e-government enterprise architectures that fit their contexts. To address the gap, this article presents research that adopted a Design Science approach to develop an e-Government Enterprise Architecture Framework (EGEAF), as an explicit method for guiding the design of e-government enterprise architectures in a developing economy. EGEAF was designed by extending the Architecture Development Method of The Open Group Architecture Framework (TOGAF ADM) to address requirements for developing interoperable e-government solutions in a developing economy. EGEAF was evaluated using two scenarios in the Ugandan context, and findings indicate that it is feasible; its design is understandable to enable its adoption and extension to accommodate requirements for developing interoperable e-government solutions in other developing economies

    Domain Architectures as an Instrument to Refine Enterprise Architecture

    Enterprise architecture is concerned with the fundamental organization of the operating environment of an enterprise. The enterprise architecture is used to plan and control the construction of the systems that populate the operating environment. As the scope covered can be considerable in large enterprises, introducing domain architectures to partition and detail the enterprise architecture is a plausible approach. We formulate prescriptive criteria that consistent domain architectures must meet. By integrating the creation of domain architectures into an extended strategic alignment model we develop a theory that accounts for both the creation, scope-setting and detailing. Based on the creation viewpoint we derive a multi-level classification taxonomy. The primary differentiator is that between domains that are created from business usage viewpoints and those that are created from solution construction viewpoints. Four cases of domain architectures from actual practice are described that illustrate the variety encountered. Domain classifications in all cases conform to the theoretical model. The criteria, the developed theory and the cases have both academic relevance as well as significance for practitioners

    Automating School Fees Transactions in Nigerian Universities and Tertiary Institutions: A Systems Engineering and System Management Approach

    This project uses system engineering and system management principles to analyze the problem of transactions in Nigerian universities and tertiary institutions. System management principles shall be used to highlight the imperfections in the transaction method currently in use especially the disconnect between the bank and the institutions using their services. It will explore other payment systems available in the country. This project will provide a recommendation of how to implement a better payment option through automating the process of school payments by using a system with a cloud-based educational software at the school bursary office and through the online payment processing on the school website. The system software will enable cashiering and payment management: centralized data, automated reports, and inventory controls. It will generate automatic invoices and receipts. This system will bridge the disconnect between the bank and the school since students would not need to deposit cash directly into the school account but into their accounts and then pay with their debit cards. The system will provide debit card encryption and protection using the Secure Socket Layer technology

    Human-Centered Design Using System Modeling Language

    The human user is important to consider during system design. However, common system design models, such as the system modeling language, typically represent human users and operators as external actors, rather than as internal to the system. This research presents a method for integrating human considerations into system models through human-centered design. A specific system is selected to serve as the case study for demonstrating the methodology. The sample system is analyzed to identify the task and information flow. Then, both system- and human-centered diagrams are separately created to represent different viewpoints of the system. These diagrams are compared and analyzed, and new diagrams are created that incorporate both system and human considerations into one concordant representation of the system model. These new views allow systems engineers and human factors engineers to effectively communicate the role of the user during early system design trades

    The Diffusion of ICT for Corruption Detection in Open Government Data

    Corruption occurs in many places within the government. To tackle the issue, open data can be used as one of the tools in creating more insight into the government. The premise of this paper is to support the notion that data opening can bring up new ways of fighting corruption. The current paper aimed at investigating how open data can be employed to detect corruption. This open data is trivial due to challenges like information asymmetry among stakeholders, data might only be opened partly, different sources of data need to be combined, and data might not be easy to use, might be biased or even manipulated. The study was conducted using a literature review approach. The reviews implied that corruption can be detected using Open Government Data, Thus, by conducting the open data technique within the government, the public could monitor the activities of the governments. The practical contribution of this paper is expected to assist the government in detecting corruption by using a data-driven approach. Furthermore, the scientific contribution will originate from the development of a framework reference architecture to uncover corruption cases

    The Digital Transformation of Automotive Businesses: THREE ARTEFACTS TO SUPPORT DIGITAL SERVICE PROVISION AND INNOVATION

    Digitalisation and increasing competitive pressure drive original equipment manufacturers (OEMs) to switch their focus towards the provision of digital services and open-up towards increased collaboration and customer integration. This shift implies a significant transformational change from product to product-service providers, where OEMs realign themselves within strategic, business and procedural dimensions. Thus, OEMs must manage digital transformation (DT) processes in order to stay competitive and remain adaptable to changing customer demands. However, OEMs aspiring to become participants or leaders in their domain, struggle to initiate activities as there is a lack of applicable instruments that can guide and support them during this process. Compared to the practical importance of DT, empirical studies are not comprehensive. This study proposes three artefacts, validated within case companies that intend to support automotive OEMs in digital service provisioning. Artefact one, a layered conceptual model for a digital automotive ecosystem, was developed by means of 26 expert interviews. It can serve as a useful instrument for decision makers to strategically plan and outline digital ecosystems. Artefact two is a conceptual reference framework for automotive service systems. The artefact was developed based on an extensive literature review, and the mapping of the business model canvas to the service system domain. The artefact intends to assist OEMs in the efficient conception of digital services under consideration of relevant stakeholders and the necessary infrastructures. Finally, artefact three proposes a methodology by which to transform software readiness assessment processes to fit into the agile software development approach with consideration of the existing operational infrastructure. Overall, the findings contribute to the empirical body of knowledge about the digital transformation of manufacturing industries. The results suggest value creation for digital automotive services occurs in networks among interdependent stakeholders in which customers play an integral role during the services’ life-cycle.
