    Low-complexity face-assisted video coding

    [[abstract]]This paper presents a novel face-assisted video coding scheme to enhance the visual quality of the face regions in video telephony applications. A skin-color based face detection and tracking scheme is proposed to locate the face regions in real-time. After classifying the macroblocks into the face and non-face regions, we present a dynamic distortion weighting adjustment (DDWA) scheme to drop the static non-face macroblocks, and the saved bits are used to compensate the face region by adjusting the distortion weighting of the face macroblocks. The quality of face regions will thus be enhanced. Moreover, the computation originally required for the skipped macroblocks can also be saved. The experimental results show that the proposed method can significantly improve the PSNR and the subjective quality of face regions, while the degradation introduced on the non-face areas is relatively insensitive to human perception.     Visual perception of content-prioritised sign language video quality.

    Video communication systems currently provide poor quality and performance for deaf people using sign language, particularly at low bit rates. Our previous work, involving eye movement tracking experiments and analysis of visual attention mechanisms for sign language, demonstrated a consistent characteristic response which could be exploited to enable optimisation of video coding systems performance by prioritising content for deaf users. This paper describes an experiment designed to test the perceived quality of selectively prioritised video for sign language communication. A series of selectively degraded video clips was shown to individual deaf viewers. Participants subjectively rated the quality of the modified video on a Degradation Category Rating (DCR) scale adapted for sign language users. The results demonstrate the potential to develop content-prioritised coding schemes, based on viewing behaviour, which can reduce bandwidth requirements and provide best quality for the needs of the user. We propose selective quantisation to reduce compression in visually important regions of video images, which require spatial detail for small slow motion detection, and increased compression of regions regarded in peripheral vision where large rapid movements occur in sign language communication

Systems analysis techniques are used to determine functional requirements and the sensitivities of technology improvements for reducing the costs of meeting requirements. Recommended development plans and funding levels are presented, as well as the possible cost saving for communications satellites in the post 1985 era

    The main goal is to prepare the space station technical and managerial structure for likely changes in the creation, capture, transfer, and utilization of knowledge. By anticipating advances, the design of Space Station Project (SSP) information systems can be tailored to facilitate a progression of increasingly sophisticated strategies as the space station evolves. Future generations of advanced information systems will use increases in power to deliver environmentally meaningful, contextually targeted, interconnected data (knowledge). The concept of a Knowledge Base Management System is emerging when the problem is focused on how information systems can perform such a conversion of raw data. Such a system would include traditional management functions for large space databases. Added artificial intelligence features might encompass co-existing knowledge representation schemes; effective control structures for deductive, plausible, and inductive reasoning; means for knowledge acquisition, refinement, and validation; explanation facilities; and dynamic human intervention. The major areas covered include: alternative knowledge representation approaches; advanced user interface capabilities; computer-supported cooperative work; the evolution of information system hardware; standardization, compatibility, and connectivity; and organizational impacts of information intensive environments

    The AURORA Gigabit Testbed

    AURORA is one of five U.S. networking testbeds charged with exploring applications of, and technologies necessary for, networks operating at gigabit per second or higher bandwidths. The emphasis of the AURORA testbed, distinct from the other four testbeds, BLANCA, CASA, NECTAR, and VISTANET, is research into the supporting technologies for gigabit networking. Like the other testbeds, AURORA itself is an experiment in collaboration, where government initiative (in the form of the Corporation for National Research Initiatives, which is funded by DARPA and the National Science Foundation) has spurred interaction among pre-existing centers of excellence in industry, academia, and government. AURORA has been charged with research into networking technologies that will underpin future high-speed networks. This paper provides an overview of the goals and methodologies employed in AURORA, and points to some preliminary results from our first year of research, ranging from analytic results to experimental prototype hardware. This paper enunciates our targets, which include new software architectures, network abstractions, and hardware technologies, as well as applications for our work

    Advances in Spatially Faithful (3D) Telepresence

    Benefits of AR technologies have been well proven in collaborative industrial applications, for example in remote maintenance and consultancy. Benefits may also be high in telepresence applications, where virtual and mixed reality (nowadays often referred as extended reality, XR) technologies are used for sharing information or objects over network. Since the 90’s, technical enablers for advanced telepresence solutions have developed considerably. At the same time, the importance of remote technologies has grown immensely due to general disruption of work, demands for reducing travelling and CO2, and the need for preventing pandemics. An advanced 3D telepresence solution benefits from using XR technologies. Particularly interesting are solutions based on HMD or glasses type of near-eye-displays (NED). However, as AR/VR glasses supporting natural occlusions and accommodation are still missing from the market, a good alternative is to use screen displays in new ways, better supporting e.g. virtual meeting geometries and other important cues for 3D perception. In this article, researchers Seppo Valli, Mika Hakkarainen, and Pekka Siltanen from VTT Technical Research Centre of Finland describe the status, challenges, and opportunities in both glasses and screen based 3D telepresence.
