This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. The Abertay Code Bar – unlocking access to university-generated computer games intellectual poperty

Progress report on a digital platform and dual licensing model developed to unlock access to a University repository of new and legacy computer games based Intellectual Property (IP) assets for educational and commercial use. The digital creative industries have been identified by a number of governments as a priority area in delivering sustainable economic growth. Code Bar is an innovation that allows digital products to be commercially successful beyond the end of the Dare competition or coursework submission. To be selected for Code Bar, game products must be well designed for both player and market; technically robust (i.e. operating consistently and reliably on a single/multiple platforms), and be free from ambiguity around 3rd party IP. We describe various technical, pedagogic and legal challenges in developing the digital platform, licensing model and packaging of computer games products for release through the platform. The model is extendable beyond computer games to other software products

Model of cybersecurity means financing with the procedure of additional data obtaining by the protection side

The article describes the model of cybersecurity means financing strategies of the information object with incomplete information about the financial resources of the attacking side. The proposed model is the core of the module of the developed decision support system in the problems of choosing rational investing variants for information protection and cybersecurity of various information objects. The model allows to find financial solutions using the tools of the theory of multistep games with several terminal surfaces. The authors proposed an approach that allows information security management to make a preliminary assessment of strategies for financing the effective cybersecurity systems. The model is distinguished by the assumption that the protection side does not have complete information, both about the financing strategies of the attacking side, and about its financial resources state aimed at overcoming cybersecurity lines of the information object. At the same time, the protection side has the opportunity to obtain additional information by the part of its financial resources. This makes it possible for the protection side to obtain a positive result for itself in the case when it can not be received without this procedure. The solution was found using a mathematical apparatus of a nonlinear multistep quality game with several terminal surfaces with alternate moves. In order to verify the adequacy of the model there was implemented a multivariate computational experiment. The results of this experiment are described in the article. © 2005 - ongoing JATIT & LL
