    Agricultural information dissemination using ICTs: a review and analysis of information dissemination models in China

    Open Access funded by China Agricultural UniversityOver the last three decades, China’s agriculture sector has been transformed from the traditional to modern practice through the effective deployment of Information and Communication Technologies (ICTs). Information processing and dissemination have played a critical role in this transformation process. Many studies in relation to agriculture information services have been conducted in China, but few of them have attempted to provide a comprehensive review and analysis of different information dissemination models and their applications. This paper aims to review and identify the ICT based information dissemination models in China and to share the knowledge and experience in applying emerging ICTs in disseminating agriculture information to farmers and farm communities to improve productivity and economic, social and environmental sustainability. The paper reviews and analyzes the development stages of China’s agricultural information dissemination systems and different mechanisms for agricultural information service development and operations. Seven ICT-based information dissemination models are identified and discussed. Success cases are presented. The findings provide a useful direction for researchers and practitioners in developing future ICT based information dissemination systems. It is hoped that this paper will also help other developing countries to learn from China’s experience and best practice in their endeavor of applying emerging ICTs in agriculture information dissemination and knowledge transfer

    The Digitalisation of African Agriculture Report 2018-2019

    An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains

    Impact On Small Farmers and Fishermen Through Use Of Mobiles in India

    Telecommunication and more specially mobile phones have the potential to provide solution to the existing information asymmetry in various lagging sectors like Agriculture. India’s agricultural sector suffers from low growth rates and low productivity. Issues in access to information is a week point at every stage of the agrisupply chain. For small farmers base economy like India, access to information can possible enable better incomes and productivity to the farmers. This paper through focus group discussions and in-depth interview with farmers in villages of India, has tried to find answers to the use and impact of mobile and mobile enabled services on agricultural productivity. The answers to these questions are of relevance to develop better policy environment conducive for the small and medium farmers and has implications for mobile operators, for information service providers, and for policy-makers. The results show that although, mobiles can act as catalyst to improving productivity and rural incomes, the quality of the information, the timeliness of the information and trustworthiness of the information are the three important aspects that has to be delivered to the farmers, to meet there needs and expectations.     South Sudan's infrastructure : a continental perspective

    Newly independent South Sudan faces a challenge in making its own way in infrastructure development. Despite earning 6billioninoilrevenuessince2005,SouthSudansspendinghasnotbeenproportionaltoitsincome,butratherhaslaggedbehindNorthSudansdevelopmentofinfrastructureandsocialsupport.SouthSudanbenefittedfromstrongdonorsupportduring200410,theinterimperioddefinedbytheComprehensivePeaceAgreement.Itfocusedonreestablishingregionaltransportlinksandaccesstoseaportsaswellasrehabilitatingitsports,airstrips,andsinglerailline.SouthSudanalsosuccessfullyliberalizedtheICTsector.Nonetheless,thenewcountrysinfrastructureremainsinsuchadismalstatethatitisdifficulttopinpointasinglemostpressingchallenge.Thetransportsectoraccountsforhalfofthecountrysspendingneeds,andwaterandsanitationaccountforafurtherquarterofthetotal.Butsomanyimprovementsareneededthatthenationcannotrealisticallycatchupwithitsneighborswithin10years,orevenlonger.SouthSudansannualinfrastructurefundinggapis6 billion in oil revenues since 2005, South Sudan's spending has not been proportional to its income, but rather has lagged behind North Sudan's development of infrastructure and social support. South Sudan benefitted from strong donor support during 2004-10, the interim period defined by the Comprehensive Peace Agreement. It focused on reestablishing regional transport links and access to seaports as well as rehabilitating its ports, airstrips, and single rail line. South Sudan also successfully liberalized the ICT sector. Nonetheless, the new country's infrastructure remains in such a dismal state that it is difficult to pinpoint a single most pressing challenge. The transport sector accounts for half of the country's spending needs, and water and sanitation account for a further quarter of the total. But so many improvements are needed that the nation cannot realistically catch up with its neighbors within 10 years, or even longer. South Sudan's annual infrastructure funding gap is 879 million per year. Given that the country's total needs are beyond its reach in the medium term, it must adopt firm priorities for its infrastructure spending. It also must attract international and private-sector investment and look to lower-cost technologies to begin to close its funding gap.     Nigeria's infrastructure : a continental perspective

    Infrastructure made a net contribution of around one percentage point to Nigeria's improved per capita growth performance in recent years, in spite of the fact that unreliable power supplies held growth back. Raising the country's infrastructure endowment to that of the region's middle-income countries could boost annual growth by around 4 percentage points. Among its African peers, Nigeria has relatively advanced power, road, rail, and ICT networks that cover the national territory quite extensively. Extensive reforms are ongoing in the power, ports, ICT, and domestic air transport sectors. But challenges persist. The power sector's operational efficiency and cost recovery has been among the worst in Africa, supplying about half of what is required, with subsequent social costs of about 3.7 percent of GDP. The water and sanitation sector has inefficient operations, with low and declining levels of piped water coverage. Irrigation development is also low relative to the country's substantial potential. In the transport sector, Nigeria's road networks are in poor condition from lack of maintenance, and the country has a poor record on air transport safety. Addressing Nigeria's infrastructure challenges will require sustained expenditure of almost 14.2billionperyearoverthenextdecade,orabout12percentofGDP.Nigeriaalreadyspendsabout14.2 billion per year over the next decade, or about 12 percent of GDP. Nigeria already spends about 5.9 billion.     Sierra Leone's infrastructure : a continental perspective

    Infrastructure development in Sierra Leone contributed about half a percentage point to the economy's per capita growth rate in 2003-07. But if Sierra Leone could upgrade its infrastructure to the level of the best performer in Africa, per capita growth rates could be boosted by more than three percentage points. After nine years of peace, economic activity is flourishing at every level in Sierra Leone. But the 11-year civil war destroyed the country's infrastructure, and rebuilding the road network and ports while improving the electrical, water, and telecommunications infrastructure is proving difficult. Looking ahead, expanding electrification is a top priority because current access levels, at only 1-5 percent of the urban population and 0 percent in rural areas, are impeding other development. The water and sanitation sector faces similar challenges, as only 1 percent of the rural population has access to piped water. Sierra Leone has been spending about 134millionannuallyoninfrastructureinrecentyears.About134 million annually on infrastructure in recent years. About 66 million is lost each year to inefficiencies. Comparing spending needs against existing spending and potential efficiency gains leaves an annual funding gap of 59to59 to 278 million per year. If savings from greater efficiency could be fully captured, Sierra Leone would not meet its posited infrastructure targets for another 30 years.     Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included.     Burkina Faso's infrastructure : a continental perspective

    Infrastructure contributed 1.3 percentage points to Burkina Faso's annual per capita gross domestic product (GDP) growth over the past decade, much of it due to improvements in information and communication technology (ICT). Raising the country's infrastructure endowment to that of the region's middle-income countries (MICs) could boost annual growth by more than 3 percentage points per capita. Burkina Faso has made significant progress developing its infrastructure in recent years, especially in the ICT sector. The country has also moved forward in the areas of road maintenance and water and sanitation, but still faces challenges in these sectors, as well as in the electricity sector. As of 2007, Burkina Faso faced an annual infrastructure funding gap of $165 million per year, or 4 percent of GDP. That gap could be cut in half by the adoption of more appropriate technologies to meet infrastructure targets in the transport and the water and sanitation sectors. Even if Burkina Faso were unable to increase infrastructure spending or otherwise close the infrastructure funding gap, simply by moving from a 10- to 18-year horizon the country could address its efficiency gap and meet the posited infrastructure targets.Transport Economics Policy&Planning,Infrastructure Economics,Town Water Supply and Sanitation,E-Business,Energy Production and Transportation

    This book brings together some of the world’s leading water researchers with an especially written collection of chapters on: water economics; transboundary water; water and development; water and energy; and water concepts. Introduction Freshwater governance holds a prominent position in the global policy agenda. Burgeoning water demand due to population growth and rising incomes is combining with supply-side pressures, such as environmental pollution and climate change, to create acute conditions of global water scarcity. This is a major concern because water is a primary input for agriculture, manufacturing, environmental health, human health, energy production and just about every economic sector and ecosystem. In addition to its importance, the management of freshwater resources is a complex, multidisciplinary topic. Encompassing a range of fields in the physical and social sciences, the task of sustainably meeting human and environmental water needs requires a depth and breadth of understanding unparalleled by most other policy problems. Our objective in this volume is to provide knowledge and insights into major issues and concepts related to freshwater governance. The book is divided into five themed parts: Economics, Transboundary governance, Development, Energy and Water Concepts. A part addresses each theme and opens with an introduction that provides an overview of key topics. For example, the introduction to the economics section presents two main foci: measuring the value of water and managing trade-offs between different water uses. The thematic case studies discuss issues such as water pricing in Organisation for Economic Co-operation and Development (OECD) countries, finance of water supply and irrigation infrastructure and improving agricultural production with enhanced water management. The aim of the volume is to accessibly communicate academic research from the many fields of freshwater governance. Too often, academic research is paywalled and/or written in a style that caters to colleagues in the same field, rather than a broader audience from other disciplines, the policy-making community and the general public. This open-access book presents the research of a range of global experts on freshwater governance in brief, insightful chapters that do not presume a high level of pre-existing knowledge of their respective subjects. This format is intended to present knowledge on the key problems of and solutions to global freshwater challenges. The final part presents research from several United Nations Educational, Social, and Cultural Organisation (UNESCO) supported water research Chairs and Centres. Support and coordination of the insititutions highlighted in this part of the book is provided by UNESCO. One water research Chair is The Australian National University – UNESCO Chair in Water Economics and Transboundary Governance, which was established in April 2010 and works with partners in southern Africa, UNESCO, the Global Water Partnership and other organisations to: (1) increase the skills, capacity, networks and potential of leaders and prospective water managers and policy-makers; (2) sustain and strengthen institutional capacity (especially in southern Africa) by providing a platform for collaboration and institutional development; and, (3) develop innovative research, tools, case-studies, and insights on water economics, water governance and equity. Established by the ANU–UNESCO Chair, the Global Water Forum (GWF) seeks to disseminate knowledge regarding freshwater governance and build the capacity of students, policy-makers and the general public to respond to local and global water issues. The GWF publishes accessible, subscription-free articles highlighing the latest research and practice concerning freshwater governance. A broad range of water-related topics are discussed in a non-technical manner, including water security, development, agriculture, energy and environment.
