    E-Commerce and Mobile Commerce in South Africa: Regulatory Challenges

    E-commerce refers to all forms of commercial transactions that involve individuals and organizations based on the electronic processing of data. Mobile commerce (M-commerce) is the buying and selling of goods and services using mobile telephones or personal digital assistants (PDA). M-commerce is emerging in Africa and South Africa especially as either a complement or an alternative to e-commerce as originally conceived, though there are arguments that mobile telephone technology “m-commerce†will surpass “e-commerce†as the method of choice for digital commerce transactions. This paper identifies the challenges in adopting e-commerce/m-commerce practices for economic development and competition in International trade. The liberalisation of the telecommunications sector on which e-commerce and m-commerce practices depend is being given priority by the majority of African governments. Despite advances in e-commerce and m-commerce practices in Africa, the growth of e-commerce and m-commerce has been slow. Impediments include low levels of internet penetration and limited communication infrastructure. To meet this problem, the UN adopted through the UN Commission on International Trade (UNCITRAL), Model Law on E-Commerce to help in the harmonisation of e-commerce/m-commerce related laws. Challenges are identified and recommendation made on how to improve the regulatory framework and create an environment conducive to investment and economic development

    With an increasing number of vehicles with significant computing and communication, many applications such as vehicular Internet hot-spots, digital and entertainment content\u27s broadcast, Intelligent Transportation Systems applications, and highway management will become possible. This vehicular mobile commerce will actively involve vehicles and users in both extending the existing mobile commerce applications to the vehicular environment and creating many more new and suitable applications. Before vehicular mobile commerce becomes a practical reality, many technical, structural and user issues must be addressed. In this paper, we identify and discuss several vehicular mobile commerce applications as well as wireless and networking challenges. We present possible solutions for vehicular mobile commerce and define several research problems that should be undertaken

    Due to the advent of the Internet, electronic business transactions have exploded around the globe. Along with the Internet, wireless technology has exponentially developed as well. Today, new technologies that allow mobile (cellular) phones and other handheld devices to access the Internet have made wireless business transactions possible. This phenomenon is known as mobile commerce or M-Commerce. It has been predicted that the number of mobile phones connected to the mobile Internet will exceed the number of Internet-connected PCs before 2007. The mobile phone will therefore become the most prevalent device for accessing the Internet. Several industry analysts predict that Mcommerce will constitute a multibillion dollar business by 2005. However, M-Commerce brings new challenges in providing information security as information travels through multiple networks often across wireless links. What must be done to secure financial transactions via mobile commerce? Generally speaking, M-Commerce creates more security concerns than traditional E-Commerce.     In the decade since the creation of wireless handheld devices, mobile commerce (m-commerce) has become a ubiquitous channel for accessing information and conducting business. Mobile users can now access information anytime and anywhere. Mobile advertising, retailing, and gambling are popular, and gradually the competition among mobile services providers turns fierce. Hence, some services providers adopt personalization technologies to customize content for their users. This paper explores the opportunities and challenges of the use of personalization technologies in m-commerce. Although the effectiveness of personalization on the web is well-examined, there is little work on personalization in mobile services. The debates regarding the effectiveness of personalization and technological limitations and privacy concerns motivate us to conduct focus groups with mobile users, and explore the opportunities and challenges of personalized mobile services. The focus groups findings illustrate that mobile users are very concerned about their privacy and spam. We then extract a list of personal information from the focus groups findings. This list of personal information is highly related to mobile users’ privacy concerns. We conduct an online survey to gain a better understanding of which piece of information mobile users are more willing to share with services providers and we perform a multi-dimensional scale analysis

    This report examines the challenges and benefits of mobile commerce in the United States. The report is based on a survey of senior executives from the mobile payment value chain. Survey results shed light on the key barriers that have traditionally challenged the mobile payment market in the United States, including the lack of revenue-sharing agreements, a dearth of consumer knowledge, low levels of demand and competing platforms in a fragmented market. Getting ahead of the curve will require companies to develop mutually beneficial business models and take advantage of further innovations made on the mobile platform. Ultimately, mobile carriers and financial institutions must come to the table and sacrifice in the short-term to create an opportunity to win big down the road

    The impact of mobile telephony on developing country micro-enterprises: a Nigerian case study

    Informational challenges-absence, uncertainty, asymmetry-shape the working of markets and commerce in many developing countries. For developing country micro-enterprises, which form the bulk of all enterprises worldwide, these challenges shape the characteristics of their supply chains. They reduce the chances that business and trade will emerge. They keep supply chains localised and intermediated. They make trade within those supply chains slow, costly, and risky. Mobile telephony may provide an opportunity to address the informational challenges and, hence, to alter the characteristics of trade within micro-enterprise supply chains. However, mobile telephony has only recently penetrated. This paper, therefore, presents one of the first case studies of the impact of mobile telephony on the numerically-dominant form of enterprise, based around a case study of the cloth-weaving sector in Nigeria. It finds that there are ways in which costs and risks are being reduced and time is saved, often by substitution of journeys. But it also finds a continuing need for journeys and physical meetings due to issues of trust, design intensity, physical inspection and exchange, and interaction complexity. As a result, there are few signs of the de-localisation or disintermediation predicted by some commentators. An economising effect of mobile phones on supply chain processes may therefore co-exist with the entrenchment of supply chain structures and a growing 'competitive divide' between those with and without access to telephony
