The paper discusses the modern curriculum in information systems at master level that is currently under development in the Socrates/Erasmus project MOCURIS. The curriculum is oriented to the students of engineering schools of technical universities. The proposed approach takes into account integration trends in European area as well as the transformation of industrial economics into knowledge-based digital economics The paper presents main characteristics of the proposed curriculum, discuses curriculum development techniques used in the project MOCURIS, describes the architecture of the proposed curriculum and the body of knowledge provided by it

    Exploring decision processes in multi-agent automated contracting

    We are interested in the problem of multi-agent contracting, in which customers must solicit the resources and capabilities of other, self-interested agents in order to accomplish their goals. Goals may involve the execution of multi-step plans, in which different steps are contracted out to different suppliers. We have focused on decision criteria for composing requests for quotations, managing the bidding process, evaluating bids, and monitoring plan execution. We have developed a testbed that allows us to study these decision behaviors. It can generate sets of plans with known statistical attributes, formulate and submit requests for quotations, generate bids with well-defined statistics, and evaluate those bids according to a number of criteria. Each of these processes is supported by an abstract interface and a series of pluggable modules with a large number of configuration parameters. Data collection and analysis tools round out the package. We will demonstrate how to take statistics from a real application domain, apply them to the simulation, and test a variety of bid-management and bid-evaluation procedures against them

    Moving from Data-Constrained to Data-Enabled Research: Experiences and Challenges in Collecting, Validating and Analyzing Large-Scale e-Commerce Data

    Widespread e-commerce activity on the Internet has led to new opportunities to collect vast amounts of micro-level market and nonmarket data. In this paper we share our experiences in collecting, validating, storing and analyzing large Internet-based data sets in the area of online auctions, music file sharing and online retailer pricing. We demonstrate how such data can advance knowledge by facilitating sharper and more extensive tests of existing theories and by offering observational underpinnings for the development of new theories. Just as experimental economics pushed the frontiers of economic thought by enabling the testing of numerous theories of economic behavior in the environment of a controlled laboratory, we believe that observing, often over extended periods of time, real-world agents participating in market and nonmarket activity on the Internet can lead us to develop and test a variety of new theories. Internet data gathering is not controlled experimentation. We cannot randomly assign participants to treatments or determine event orderings. Internet data gathering does offer potentially large data sets with repeated observation of individual choices and action. In addition, the automated data collection holds promise for greatly reduced cost per observation. Our methods rely on technological advances in automated data collection agents. Significant challenges remain in developing appropriate sampling techniques integrating data from heterogeneous sources in a variety of formats, constructing generalizable processes and understanding legal constraints.     A Multi-Agent Energy Trading Competition

    The energy sector will undergo fundamental changes over the next ten years. Prices for fossil energy resources are continuously increasing, there is an urgent need to reduce CO2 emissions, and the United States and European Union are strongly motivated to become more independent from foreign energy imports. These factors will lead to installation of large numbers of distributed renewable energy generators, which are often intermittent in nature. This trend conflicts with the current power grid control infrastructure and strategies, where a few centralized control centers manage a limited number of large power plants such that their output meets the energy demands in real time. As the proportion of distributed and intermittent generation capacity increases, this task becomes much harder, especially as the local and regional distribution grids where renewable energy generators are usually installed are currently virtually unmanaged, lack real time metering and are not built to cope with power flow inversions (yet). All this is about to change, and so the control strategies must be adapted accordingly. While the hierarchical command-and-control approach served well in a world with a few large scale generation facilities and many small consumers, a more flexible, decentralized, and self-organizing control infrastructure will have to be developed that can be actively managed to balance both the large grid as a whole, as well as the many lower voltage sub-grids. We propose a competitive simulation test bed to stimulate research and development of electronic agents that help manage these tasks. Participants in the competition will develop intelligent agents that are responsible to level energy supply from generators with energy demand from consumers. The competition is designed to closely model reality by bootstrapping the simulation environment with real historic load, generation, and weather data. The simulation environment will provide a low-risk platform that combines simulated markets and real-world data to develop solutions that can be applied to help building the self-organizing intelligent energy grid of the future

    Public private partnership contract management failure in information technology service delivery: a qualitative inquiry into the South African Department of Labour ERP implementation project

    This PhD research project investigated the failure of a Public Private Partnership (PPP) ICT service delivery project between the South African Department of Labour (DOL) and Siemens Information Services (SIS). The research investigated conditions contributing to management failure of the Enterprise Resource Planning (ERP) Implementation project, which had the objective of improving the Department of Labour's service operations and the transfer of ERP technology competence to the DOL. An important objective of this research was to develop an understanding of the special challenges of PPP management in the context of emerging and developing countries. International organizations such as the IMF, World Bank and United Nations (UN) have been encouraging emerging and developing countries to adopt PPPs as vehicles for developing technology competence and improving public sector efficiency. However, little research has been conducted to discover whether these countries have the competencies to successfully implement and manage PPPs. The goal of this PhD study was to develop an understanding of factors and conditions influencing the DOL-SIS PPP failure in order to develop theory and approaches, which could help improve management practices in the area of contracting-out ICT service delivery in the public sector of the Republic of South Africa. The research was guided by an agency theory framework and utilised a multi-method approach to conduct three empirical investigations into the PPP institutional framework, project governance and public accountability aspects of the DOL-SIS project. Some important findings of this research are: (1) Robust institutional policies and governance mechanisms specific to PPPs for ICT service delivery are necessary but not sufficient to combat risks of failure; robust mechanisms for performance monitoring and penalties for shirking are also necessary. (2) Public sector managers need specialised knowledge and competence to effectively manage private partners in the execution of ICT PPP contracts; over dependence on the private partners can significantly increase the risk of project failure, and encourage opportunistic behaviour and shirking by the private partner. (3) Transparent project governance and public accountability mechanisms are necessary to maintaining public support and combating opportunistic behaviour of both private and public partners on a PPP ICT services project. The thesis comprises three empirical studies: Study 1 used an agency theory framework to interrogate the PPP institutional framework to understand its provisions for identifying and managing risk factors in ICT service delivery projects. Study 2 analysed data from interviews with stakeholders, the contract meeting minutes and other relevant documents, guided by the agency theory framework to develop an understanding of project governance challenges. Study 3 focused on identifying public accountability issues and used a critical discourse analysis methodology to interrogate the media discourse concerning the failure of the DOL-SIS ERP Implementation failure. Content analysis with the use of ATLAS/TI and automated tool was used to analyse all the relevant documents for the different studies. The general contribution of this PhD research is an explanatory theory illustrating how interactions among institutional conditions, governance mechanisms, knowledge and management competence deficits, and the behaviour of the PPP actors reinforced dysfunctional organisational conditions, which resulted in project failure. The theory is illustrated using a causal loop modelling technique and a set of five theoretical propositions clarifying the organizational knowledge and competence challenges, which the public sector managers faced, and the consequences of these affecting the success of the PPP project. This is an important contribution to literature on the use of PPPs for ICT service delivery not only in emerging and developing country contexts, but in developed contexts as well. Other contributions specific to the South African perspective are: (1) Study 1 revealed gaps in the institutional framework concerning the management of risks in ICT PPP projects. While South Africa has much experience with managing risks in the engineering and delivery of physical infrastructure, there is a comparable lack experience with managing ICT infrastructure implementation project risks. (2) Studies 1 and 2 reveal gaps in the governance and accountability mechanisms and practices which can be exploited with adverse consequences to the public interest. These studies also point to the importance of robust transparency and governance mechanisms, and high levels of management competence to the effective risk management of PPPs for ICT service delivery. (3) Study 3 reveals importance of the independent media in fostering debate, uncovering evidence, scrutinizing the activities of the actors in the DOL-SIS PPP and defending the public interest. The independent media played a critical role of agitating for public accountability when the DOL was reluctant to do so, and raising issues about SIS underperformance and pushing for public investigation into the governance of the DOL-SIS ERP Implementation project

    Small and Medium-Sized Enterprises Obtaining Public Procurement Contract Awards

    The dominance of federal and state contracts by large enterprises reduces the share of contracts small and medium-sized enterprises\u27 (SMEs) business leaders obtain. As of the last census reading in 2016, SMEs received only 23% of contracts. The purpose of this multiple case study was to explore the strategies of 3 small business leaders, operating in south Florida, for obtaining state contracts through public procurement. The thematic findings were in the context of the principal-agent theory as the conceptual framework. The participants answered 10 questions in semistructured interviews and provided organizational procurement documents for review. The methodological triangulation of multiple data sources and data analysis led to the identification of 3 primary themes: business performance, overcoming barriers, and strategic initiatives. Enabling proper business performance protocols for revenue, company reputation, pricing, and compliance benefitted the 3 participants as a strategy for successfully winning state contracts. The participants first identified the barriers they experienced, which included access, bargaining power, funding, and labels. The barriers encountered by the participants became less overwhelming with the implementation of strategic initiatives based on knowledge, relationship building, skilled personnel, and taking action. Findings included the importance of SME business leaders and personnel educating themselves on the public procurement process and building relationships with individuals in the various agencies. Application of the findings may lead to a social change of higher small business employment rates, increased revenue, and improved innovation for business leaders
