    European Energy Union? Caught between securitisation and ‘riskification’

    Fears about the security of supplies have been central to debates about the development of an integrated EU energy policy over the past decade, leading to claims that energy has been ‘securitised’. Previous analyses have found, however, that although shared security concerns are frequently used as justification for further integration, they can also serve as a rationale for Member States to resist sharing sovereignty. Transcending this apparent paradox would require not just agreement about whether energy supplies are security concerns, but also agreement about what kind of security concern they are. In this article, we examine whether such an agreement could emerge through a comparative analysis of constructions of gas security in the UK and Poland. Utilising a framework that draws from both the philosophical and sociological wings of Securitisation Studies, we demonstrate that although gas has been elevated on the security agendas of both states, the specific logic of insecurity – securitisation or riskification – underpinning these constructions differs substantially, and is conditioned by distinct modes of governance in each Member State. This, we contend, limits the potential for further integration of EU energy policies in the context of the European Commission’s proposals for an ‘Energy Union’

    Centrality Measures in Spatial Networks of Urban Streets

    We study centrality in urban street patterns of different world cities represented as networks in geographical space. The results indicate that a spatial analysis based on a set of four centrality indices allows an extended visualization and characterization of the city structure. Planned and self-organized cities clearly belong to two different universality classes. In particular, self-organized cities exhibit scale-free properties similar to those found in the degree distributions of non-spatial networks.Comment: 4 pages, 3 figure

    Kolmogorov Complexity in perspective. Part II: Classification, Information Processing and Duality

    We survey diverse approaches to the notion of information: from Shannon entropy to Kolmogorov complexity. Two of the main applications of Kolmogorov complexity are presented: randomness and classification. The survey is divided in two parts published in a same volume. Part II is dedicated to the relation between logic and information system, within the scope of Kolmogorov algorithmic information theory. We present a recent application of Kolmogorov complexity: classification using compression, an idea with provocative implementation by authors such as Bennett, Vitanyi and Cilibrasi. This stresses how Kolmogorov complexity, besides being a foundation to randomness, is also related to classification. Another approach to classification is also considered: the so-called "Google classification". It uses another original and attractive idea which is connected to the classification using compression and to Kolmogorov complexity from a conceptual point of view. We present and unify these different approaches to classification in terms of Bottom-Up versus Top-Down operational modes, of which we point the fundamental principles and the underlying duality. We look at the way these two dual modes are used in different approaches to information system, particularly the relational model for database introduced by Codd in the 70's. This allows to point out diverse forms of a fundamental duality. These operational modes are also reinterpreted in the context of the comprehension schema of axiomatic set theory ZF. This leads us to develop how Kolmogorov's complexity is linked to intensionality, abstraction, classification and information system.Comment: 43 page

    Interest Groups and the Governance of Growth in Organic Farming

    In this paper we probe the issue of developing capacity by exploring the organisational evolution of the key organic interest groups in Australia, the UK and Denmark. A comparison of the Organic Federation of Australia (OFA), the British Soil Association (SA) and the Danish National Association of Organic Farming, NAOF (later the National Organic Association, NOA) is particularly useful in investigating the nuts and bolts of interest group capacity development and adjustment. They emerged from a similar milieu; yet they developed their capacities very differently. While all three associations have developed capacities for the promotion of the organic sector in relation to consumers, farmers and government, they differ significantly in relation to capacity development as it pertains to policy implementation. The key differences can be explained by variation in the organic farm policies of the three countries. The comparison also demonstrates that existing groups can adapt capacities when policy changes, even where neo-liberal inspired policy strategies are deployed

    We study the alternating-offers bargaining problem of assigning an indivisible and commonly valued object to one of two players in return for some payment among players. The players are asymmetrically informed about the object’s value and have veto power over any settlement. There is no depreciation during the bargaining process which involves signalling of private information. We characterise the perfect Bayesian equilibrium of this game which is essentially unique if offers are required to be strictly increasing.     Categorical Ontology of Complex Systems, Meta-Systems and Theory of Levels: The Emergence of Life, Human Consciousness and Society

    Single cell interactomics in simpler organisms, as well as somatic cell interactomics in multicellular organisms, involve biomolecular interactions in complex signalling pathways that were recently represented in modular terms by quantum automata with ‘reversible behavior’ representing normal cell cycling and division. Other implications of such quantum automata, modular modeling of signaling pathways and cell differentiation during development are in the fields of neural plasticity and brain development leading to quantum-weave dynamic patterns and specific molecular processes underlying extensive memory, learning, anticipation mechanisms and the emergence of human consciousness during the early brain development in children. Cell interactomics is here represented for the first time as a mixture of ‘classical’ states that determine molecular dynamics subject to Boltzmann statistics and ‘steady-state’, metabolic (multi-stable) manifolds, together with ‘configuration’ spaces of metastable quantum states emerging from complex quantum dynamics of interacting networks of biomolecules, such as proteins and nucleic acids that are now collectively defined as quantum interactomics. On the other hand, the time dependent evolution over several generations of cancer cells --that are generally known to undergo frequent and extensive genetic mutations and, indeed, suffer genomic transformations at the chromosome level (such as extensive chromosomal aberrations found in many colon cancers)-- cannot be correctly represented in the ‘standard’ terms of quantum automaton modules, as the normal somatic cells can. This significant difference at the cancer cell genomic level is therefore reflected in major changes in cancer cell interactomics often from one cancer cell ‘cycle’ to the next, and thus it requires substantial changes in the modeling strategies, mathematical tools and experimental designs aimed at understanding cancer mechanisms. Novel solutions to this important problem in carcinogenesis are proposed and experimental validation procedures are suggested.
