    Principles for increased resilience in critical networked infrastructures

    We propose a framework for deploying stronger, intelligent resilience mechanisms in mission-critical ATM networks over and above that offered by physical n-fold redundancy. We compare the challenges facing power and data network resilience and discuss disruptive threats to real-world operations. Using recorded live data from an ATM data network we argue our proposed architecture with deployable, distributed on-demand anomaly detection and monitoring modules provides enhanced fail-secure versus current fail-safe resilience

    Using Value-Focused Thinking for Engineered Resilient Systems

    The DoD needs their systems to be resilient in the face of an ever changing world. To increase resilience in future systems the DoD has created a program called Engineered Resilient Systems. Resilience can be broken down into two parts, mission and platform resilience. Mission resilience is the ability of a system to repel, resist, absorb, and recover from environments and threats that occur on planned missions. Platform resilience is the ability of a system platform to adapt to new missions and new threats. The University of Arkansas department of Industrial Engineering is working for the ERS program researching resilience. After the fall of the Soviet Union, the DoD decided their acquisition decisions need to focus on capability based planning instead of threat based planning. A value-focused thinking multiple objective decision analysis model has been a useful tool for capabilities based assessments. If all performance objectives can be categorized as mission or platform resilience, this extra value above the threshold of the minimum performance can provide mission and platform resilience. This information can be displayed in a value component chart, a floating value component chart, and as a reliance value and opportunity chart. These graphs allow decision makers to consider resilience in the acquisition decision making process

    T Nusantara Totalindo Logistik is a business that operates in the freight forwarding sector with rapid progress, but they are facing introduction and turbulences. To meet both occurrences, they need business resilience strategies. The Business Resilience Strategy was realized to identify PT NTL's business potential and advantages and build business resilience for PT NTL through creating a vision and mission statement until risk management. This research aims to develop resiliency over PT NTL business to enhance business potential and realize a business resilience strategy by establishing a vision and mission for business risk management. The research data and methodological approach for this research came from interviews and questionnaires regarding risk management and creating business resilience strategy through vision and mission statement until risk management by identifying vulnerability factors and capability factors, designing work programs and risk management, IFE Analysis, EFE Analysis, VRIO Analysis, TOWS Strategy Matrix, work program and creating risk management. Based on the research result, we can conclude that a business resilience strategy starts from assembling a vision and mission statement to risk management. The managerial implications of a business resilience strategy are establishing the strategy up to risk management.     DEFENSE INSTALLATION ENERGY RESILIENCE FOR CHANGING OPERATIONAL REQUIREMENTS

    A process is proposed to determine the impact of different potential mission scenarios upon energy resilience for mission-critical loads attached to a military base’s microgrid infrastructure. This process applies to any institution with changing operational states whose energy resilience requirements necessitates redundant electrical supply. The methodology may be used by energy managers to account for potential mission scenarios that a base may be part of, followed by assessing the microgrid energy resilience to supply the critical loads for said mission scenarios, especially where external grid power may be unavailable and/or damage to facility microgrid systems may be present. In the event a microgrid design is unable to provide sufficient electrical energy, distributed energy resources (DERs), including energy storage systems and renewable energy resources, may be added to improve energy resilience. A case study is conducted with a fictitious military base, microgrid design, and changing operational demands to demonstrate the application of the methodology. This paper contributes a method for energy managers to evaluate energy resilience using microgrids by accounting for potential mission operations, their energy requirements, resulting energy preparedness, and recommendations for improvement as necessary.Lieutenant, United States NavyApproved for public release.     PT Nusantara Totalindo Logistics (PT NTL) is a company engaged in the logistics transportation sector with fast business growth but is currently in the business introduction and business turbulence phase. In facing the business introduction phase and business turbulence, it is necessary to develop business resilience and adaptation strategies. This study aims to identify PT NTL's business potential and advantages, build business resilience for PT NTL by establishing PT NTL's vision and mission as a corporate statement to support the completeness of organizational documents and designing business resilience formulations for PT NTL through creating work programs, organizational structure, business model canvas, business processes, and business risk mitigation to build a business adaptation strategy. The data for this research were sourced from in-depth interviews and risk management research questionnaires. Based on the results of the study that has been done, a time-framed business adaptation-bearing formulation has been formed through six processes, starting from vision and mission formation to risk management that has adaptation and resilience properties.     The Hydraulic Mission and the Mexican Hydrocracy: Regulating and Reforming the Flows of Water and Power

    In Mexico, the hydraulic mission, the centralisation of water control, and the growth of the federal hydraulic bureaucracy (hydrocracy) recursively shaped and reinforced each other during the 20th century. The hydraulic mission entails that the state, embodied in an autonomous hydrocracy, takes the lead in water resources development to capture as much water as possible for human uses. The hydraulic mission was central to the formation of Mexico’s hydrocracy, which highly prized its autonomy. Bureaucratic rivals, political transitions, and economic developments recurrently challenged the hydrocracy’s degree of autonomy. However, driven by the argument that a single water authority should regulate and control the nation’s waters, the hydrocracy consistently managed to renew its, always precarious, autonomy at different political moments in the country’s history. The legacy of the hydraulic mission continues to inform water reforms in Mexico, and largely explains the strong resilience of the Mexican hydrocracy to "deep" institutional change and political transitions. While the emphasis on infrastructure construction has lessened, the hydrocracy has actively renewed its control over water decisions and budgets and has played a remarkably constant, hegemonic role in defining and shaping Mexico’s water laws, policies and institutions

    Demonstration of an application-aware resilience mechanism for dynamic heterogeneous networks

    Business uptake of IP-centric services has been strong and necessitates reliable, highly-available, high-quality Internet access. Real time services such as mission-critical broadcast video, video conferencing and voice over IP (VoIP) have low tolerance for short-term network outages. However, applications like bulk data transfer maybe much more resistant to such events. Many different network resilience mechanisms can be offered to customers by service providers allowing for slower (or faster) recovery of network access. Yet in current networks, offering different resilience mechanisms for different services is complicated, involving multiple interfaces. In this work, we propose that services be offered differentiated resilience levels within a single physical interface. In order to do so, an application aware resilience mechanism is proposed based on using the supplementary IP header type of service (ToS) field to define arbitrary values in addition to the 6-bit differentiated services code points (DSCP). This mechanism allows different levels of resilience to be assigned to applications such as VoIP for emergency and mission critical services
