    Assessing web content accessibility of E-commerce websites for people with disabilities

    In recent years online shopping has grown significantly. Due to the rapid growth of technology, companies also continuing to extend the functionality and design of their Business-to-Consumer (B2C) e-business websites. However, it is also important to adopt web accessibility such as the Web Content Accessibility Guidelines in B2C websites to increase the consumer's satisfaction of all ages and with disabilities. This study analyses 30 Australian B2C websites in accordance to Web Content Accessibility Guidelines (WCAG 2.0) using an automated web service. The result shows that B2C websites in Australia are not paying attention to web accessibility for people with disabilities. However, e-commerce will succeed in meeting WCAG 2.0 by making B2C e-commerce websites accessible to consumer of all ages and with disabilities. Recommendations are proposed in order to improve web accessibility for people with sensory (hearing and vision), motor (limited use of hands) and cognition (language and learning) disabilities in B2C e-commerce websites

    Accessibility to E-Commerce Websites for People with Disability in Indonesia

    Using a website has become a primary method for delivering information, doing promotion, and marketing activities. E-commerce business people acknowledged the importance of developing a reliable website to reach the market through the internet, as part of e-service, especially in a country with a large market share like Indonesia. Unfortunately, not every e-commerce web designer is aware of the website accessibility criteria, the lack of awareness creates barriers for persons with disabilities to access e-commerce websites, as buyers and sellers. The accessibility gap of those website limits the ability of persons with disabilities to optimize the presence of e-commerce as an economic opportunity. We need to overcome the barriers to create an inclusive society in Indonesia. This paper aims to provide an overview of the accessibility of e-commerce websites in Indonesia, to find the common web accessibility issues, classified them comparatively into several tiers, type of issues, and then calculates the correlation of total issues with the number of visitors. This study analyzes 39 e-commerce websites. We evaluate based on Web Content Accessibility Guidelines (WCAG) 2.0, using an automated tool called "aXe". The study shows evidence of various accessibility issues of e-commerce websites in Indonesia, emphasizing the necessity of web designers to pay more attention to accessibility for users with disabilities. This study also provides several recommendations to website accessibility as part of e-service quality.

    Web Content Management System and accessibility awareness: A comparative study of novice users and accessibility outcomes

    Since its creation, the Web has progressively developed and become a vital source of information in every domain and for almost all people. It is crucial to guarantee that the information contained on the Web is available for everyone, especially for people with special needs. Removing accessibility barriers is fundamentally based on tools, skills and support of all contributors, particularly the content creators, to ensure information is navigable and usable in the context of the end users experience. Web Content Management Systems play a significant role in structuring, storing and provision content to the Web and have evolved to address the difficulties of manually coding web pages versus the convenience of manipulating their content without any programing skills. Web Content Management Systems have gradually evolved to contain features and functions that allow content authors to shape their content in ways that address web content accessibility expectations, though only if the content author knows how to use these features to maximum effect. This thesis explores such usage by participants deemed to be novices, in that they have limited technical skills in the context of web coding and have limited expose to Web Content Management Systems or the application/awareness of the Web Content Accessibility Guidelines (WCAG). This research places an emphasis on the outcome of these novice users when provided with some basic training and awareness raising of WCAG principles and the use of a modern Web Content Management System. This is explored in the literature as an area of some importance as organisations with significant web presence cannot simply tell their content authors to ‘oh, and make sure it is accessible’ and hope that the end product will somehow achieve that goal without an investment in some form of accessibility education. For web managers and developers in all public sector organisations. “Make sure that all content commissioners and authors are fully trained in the importance of accessible content, and in the means that are made available for them to achieve this . (p. 58) The purpose of this research was to explore to what level the use of accessible Web Content Management System and novice users’ training impacted accessibility outcomes. This study emerged from the widespread role that Web Content Management Systems play in terms of storing and managing web content and the growing usage of these systems by experts or novices at an organisational or personal level. Through a selection process, this study identified a Web Content Management System that had a number of accessibility features, developed some training and ‘awareness raising’ materials and then asked novice users across two groups to apply what they had learned in order to develop an accessible website. The goal of the study was to ascertain if the two groups performed differently according to the training and awareness raising materials they received, and if even basic accessibility outcomes were achievable with just a few hours of training and from what was essentially an accessibility ‘cold start’. The study used a mixed methods approach encompassing three research methods; experimental method, survey method and observational method, to compare qualitative and quantitative data obtained from ‘accessibility awareness’ and ‘accessibility unaware’ participant groups. Thirty university students participated in this research and received accessibility awareness raising sessions, with additional accessibility-related examples for the accessibility awareness group. All participants undertook pre and post-tests that were designed to collect data allowing the researcher to compare the learning performance before and after the participants’ awareness session. At the end of the awareness session, the participants of both groups completed a survey which was designed to provide further data on the participant’s perception of web use and experience, the concept of web accessibility, web content accessibility guidelines, the system used, and their opinion of the accessibility awareness session. Data collected from the survey, pre and post-tests and the recording provided a holistic set of data from which the primary and supporting research questions were addressed. The results of the research indicated that the accessibility awareness group demonstrated measurably better accessibility outcomes than the unawareness group; these results being attributed to the awareness training session, participants’ searching behaviour, time spent on tasks, and effort made to implement accessible features and complete the required tasks. The participants in both groups had some prior knowledge in the use of the Web but limited or no skills in HyperText Markup Language (HTML) or the use of a Web Content Management System. While performing tasks, the participants in the awareness group attempted to apply the accessibility concepts learnt during the training session and spent more time in searching those concepts on the Web in order to provide accessible web page content. Conversely, most of the participants in the unawareness group were concerned by the “look” of the web page, rather than focusing on actual accessible content; they only mimicked the exemplar website they have been provided as an ‘end product’, but did not explore the how and why of accessible content. All the participants at the end of this study were aware of the significance of web accessibility and were favourable to consider it in any future website development they may be involved in. The outcome of the study shows that the use of accessible Web Content Management System with example-based accessibility awareness sessions can lead to improved accessibility outcomes for novice web content authors. This research strongly suggests that even small, focussed and example-based training/awareness raising session can drive an accessibility mindset in web content authors, even those with limited or no technical, accessibility or web authoring experience

    Accessibility of Thai university websites: Awareness, barriers and drivers for accessible practice

    Governments and organizations have to respond to a range of legislative and policy initiatives intended to promote equal opportunity for all. The Thai government has passed a number of laws which aim to protect its citizens from discrimination and from breaches of their human rights by government departments and agencies. The Persons with Disabilities Education Act B.E. 2551 (2008) and the Thailand Information and Communication Technology (ICT) Policy Framework (2011-2020) required government agencies to delivery equal education and access to online information for all Thais. Most Thai universities receive government subsidies, and therefore have an obligation to contribute to national prosperity so that all Thais can benefit from their activities, or as the Ministry of Information and Communication Technology and The National Electronics and Computer Technology Centre (2011, p. 23) states “The creation of content, database, online content which promotes lifelong learning, the development of school websites and other digital content should follow the web accessibility standard”. Given the Thai government’s commitment to lifelong learning and the creation of accessible materials, this thesis sought to investigate to what level Thai universities were implementing web accessibility in their websites and e-learning materials. A mixed method approach was employed in order to explore the level of accessibility awareness, barriers to web accessibility implementation and possible drivers for accessibility uptake which might exist within Thai universities. Quantitative data derived from automated and manual web evaluations was gathered based on WCAG 2.0 guideline in order to determine the actual levels of accessible design apparent in Thai university websites. Fifty representative universities were selected from the top ranked Thai universities and a number webpages were tested from within each of the university websites. In addition, online surveys were conducted with three stakeholder groups within the Thai university sector, namely lecturers, web staff and senior managers. These surveys were design to set the context for quantitative website assessment findings and provide evidence as to these stakeholders understanding of web accessibility as a concept. Finally, follow-up interviews were conducted after the web assessments and surveys were analysed so as to reduce ambiguity and increase understanding, creating a very clear picture of the standing of web accessibility in Thailand’s universities. The findings of the data analysis indicate that Thai universities have low levels of web accessibility implementation in their websites and e-learning materials, even though web accessibility requirements had been embedded in Thai laws and policies for over a decade. In terms of web evaluation, the university webpages had accessibility problems across all aspects of WCAG 2.0’s POUR principles, with not a single tested webpage passing even the lowest level of WCAG 2.0 compliance. The survey and interview data revealed very low levels of awareness of web accessibility amongst Thai university staff members as well as lack of knowledge regarding students with disabilities and their specialised technology needs. Whilst Thai university staff were generally supportive of the concept of web accessibility and supporting students with special needs, this was accompanied by some less supportive views, including students with disabilities being taught only in specialised educational facilities or only where there were sufficient numbers of such students to make the investment in accessibility worthwhile. A number of universities in this study featured university admission requirements which could be classed as a discriminatory and not aligned with the requirements of the Thai government. In fact, this thesis revealed an almost total lack of awareness within the Thai university sector of Thai government policy regarding web accessibility and equality in education. This thesis proposed a Smart Thailand : Accessible Learning model and an associated implementation framework which together might lead to an environment in which Thai universities would be more willing and able to implement the tenets of web accessibility and provide an equitable learning experience for all Thai citizens, especially those with disabilities

    Factors Affecting the Accessibility of IT Artifacts : A Systematic Review

    Accessibility awareness and development have improved in the past two decades, but many users still encounter accessibility barriers when using information technology (IT) artifacts (e.g., user interfaces and websites). Current research in information systems and human-computer interaction disciplines explores methods, techniques, and factors affecting the accessibility of IT artifacts for a particular population and provides solutions to address these barriers. However, design realized in one solution should be used to provide accessibility to the widest range of users, which requires an integration of solutions. To identify the factors that cause accessibility barriers and the solutions for users with different needs, a systematic literature review was conducted. This paper contributes to the existing body of knowledge by revealing (1) management- and development-level factors, and (2) user perspective factors affecting accessibility that address different accessibility barriers to different groups of population (based on the International Classification of Functioning by the World Health Organization). Based on these findings, we synthesize and illustrate the factors and solutions that need to be addressed when creating an accessible IT artifact.© 2022 by the Association for Information Systems.     The implementation of web accessibility standards by Dutch municipalities:Factors of resistance and support

    There are laws and regulations in place requiring public sector bodies to adopt and implement international standards for web accessibility. Municipalities in the Netherlands have collectively adopted these standards. However, they often seem unable to fully implement web accessibility standards even if the law requires them to and they are actively pursuing it. Based on existing models, literature, questionnaires and extensive audits of the websites of participating municipalities, this dissertation identifies processes that support or resist implementation of the standards within the specific context of web accessibility for local government websites. Awareness of these processes is important for stakeholders willing to implement web accessibility standards. The result is a set of recommendations for local governments that help them identify processes that support or resist the actual implementation of web accessibility standards. This not only contributes to the accessibility of the web for people with disabilities, it may also be helpful for the implementation of other guidelines and (open) standards within local governments

    Towards Design Theory for Accessible IT Artefacts

    Accessibility in the use of information technology (IT) artefacts, such as websites, applications, and user interfaces, means that they are designed in such a way that people with the broadest range of abilities can use them. However, although accessibility is a human right, IT artefacts often remain inaccessible. Aside from the available accessibility guidelines, we need sufficient design theories that explicitly state how accessibility should be addressed and designed to develop accessible IT artefacts for all users. This dissertation summarises four articles that address this problem. These studies are conducted with qualitative approaches that include a narrative literature review, a systematic literature review and a design science method comprising a participatory design and interviews. The first article develops an explaining theory of accessibility to gain an understanding of the construct of accessibility, showing possible variables of human abilities, tasks and contexts and their relationships in IT use. The second article illustrates the factors in management, development, user, and IT artefact features, including the roles and actions that these domains have and how they affect the realisation of accessibility. The other two articles contribute to accessibility guidance to improve and support content creators’ text production and writing process of accessible online text in the web context. The dissertation underscores three key determinants of the knowledge of accessibility: (1) assumptions of users’ abilities; (2) users’ actual needs; and (3) factors in the development chain. The foregoing factors contribute to the knowledge of accessibility and would help researchers, particularly design scientists, form prescriptive knowledge for practitioners to achieve accessible IT artefacts. Thus, researchers could better identify the variables, relationships and affecting factors in human abilities, management, development, content creation, tasks, and contexts that need to be addressed when designing IT artefacts for certain tasks and use contexts.Informaatioteknologia-artefaktien (IT-artefaktien), kuten verkkosivustojen, sovellusten ja käyttöliittymien saavutettavuus tarkoittaa sitä, että ihmiset erilaisine ominaisuuksineen ja kykyineen voivat käyttää niitä. Vaikka saavutettavuus on ihmisoikeus, IT-artefaktit eivät kuitenkaan ole aina saavutettavia. Käytettävissä olevista saavutettavuusohjeista huolimatta tarvitsemme suunnitteluteorioita, jotka ohjaavat IT-artefaktien suunnittelua, jotta niistä tulisi saavutettavia kaikille IT-artefaktin käyttäjille. Tämä väitöskirja on yhteenveto neljästä artikkelista, jotka käsittelevät tätä ongelmaa. Tutkimukset ovat tehty laadullisilla menetelmillä, joihin on sisältynyt narratiivinen kirjallisuuskatsaus, systemaattinen kirjallisuuskatsaus sekä suunnittelutieteellinen menetelmä sisältäen osallistavan suunnittelun ja haastattelut. Ensimmäisessä artikkelissa kehitetään kuvaileva saavutettavuuden teoria, jolla saadaan käsitys saavutettavuuden rakenteesta ja joka näyttää mahdolliset muuttujat ihmisen kyvyissä, tehtävissä ja konteksteissa, sekä niiden väliset suhteet. Toinen artikkeli kuvaa saavutettavuuteen vaikuttavia tekijöitä johtamisen, kehityksen, käyttäjän ja IT-artefaktin ominaisuuksien näkökulmista, mukaan lukien roolit ja toimenpiteet, joita näillä kohteilla on. Kaksi muuta artikkelia kehittävät ohjeistuksen sisällöntuottajien työn tueksi saavutettavan verkkotekstin tuottamiseksi. Väitöskirjassa esitetään kolme ratkaisevaa tekijää saavutettavuuden tietämyksessä: (1) olettamukset käyttäjien kyvyistä (2) käyttäjien todelliset tarpeet ja (3) tekijät kehitysketjussa. Näiden tekijöiden tuntemus auttaa erityisesti suunnittelutieteilijöitä muodostamaan ohjaavaa tietoa ammattilaisille saavutettavien IT-artefaktien saavuttamiseksi.
