Border Security: Understanding Threats at U.S. Borders
[Excerpt] The United States confronts a wide array of threats at U.S. borders, ranging from terrorists who may have weapons of mass destruction, to transnational criminals smuggling drugs or counterfeit goods, to unauthorized migrants intending to live and work in the United States. Given this diversity of threats, how may Congress and the Department of Homeland Security (DHS) set border security priorities and allocate scarce enforcement resources?
In general, DHSâs answer to this question is organized around risk management, a process that involves risk assessment and the allocation of resources based on a cost-benefit analysis. This report focuses on the first part of this process by identifying border threats and describing a framework for understanding risks at U.S. borders. DHS employs models to classify threats as relatively high- or low-risk for certain planning and budgeting exercises and to implement certain border security programs. Members of Congress may wish to use similar models to evaluate the costs and benefits of potential border security policies and to allocate border enforcement resources. Moebius strip enterprises and expertise in the creative industries: new challenges for lifelong learning?
The paper argues that the emergence of a new mode of production â co-configuration is generating new modes of expertise that EU policies for lifelong learning are not designed to support professionals to develop. It maintains that this change can be seen most clearly when we analyse Small and Medium Size (SMEs) enterprises in the creative industries. Drawing on concepts from Political Economy - âMoebius strip enterprise/expertiseâ and Cultural Historical Activity Theory - project-objectâ and the âspace of reasonsâ, the paper highlights conceptually and through a case study of an SME in the creative industries what is distinctive about the new modes of expertise, before moving on to reconceptualise expertise and learning and to consider the implications of this reconceptualisation for EU policies for lifelong learning. The paper concludes that the new challenge for LLL is to support the development of new forms expertise that are difficult to credentialise, yet, are central to the wider European goal of realising a knowledge economy

Connection men, pushers and migrant trajectories: examining the dynamics of the migration industry in Ghana and along routes into Europe and the Gulf States
This paper examines the inner workings and operational logic of the array of individuals, agencies, state and non-state actors, institutions and social networks that collectively make up the migration industry in Ghana. It sheds light on how actors in the migration industry facilitate and condition migrant mobility, focusing on workers moving from Ghana along two migration corridors towards Europe and the Gulf States for work in the domestic and construction sectors. The study draws on a broad and nuanced conceptualisation of the âmigration industryâ which goes beyond a narrow focus on actors operating mainly for financial gain. Instead, it focuses on migration not just as a movement from point of departure to arrival, but as a changing journey over both space and time. This allows not
only empirical insights into the processes through which people move, but it also provides an analytical lens to better unpack the complexities of migration processes. We extend the analysis of migration industries by incorporating risk theory into the analysis of the migration decision. The
decision takes place in a context where migrantsâ high level of knowledge about the dangers of migration has not translated into a reduction in migration flows on these two corridors. We analyse migrantsâ rationale for choosing to embark on highly risky journeys, even in the face of increasing knowledge about these risks, and to develop appropriate policy responses

Neuroimaging study designs, computational analyses and data provenance using the LONI pipeline.
Modern computational neuroscience employs diverse software tools and multidisciplinary expertise to analyze heterogeneous brain data. The classical problems of gathering meaningful data, fitting specific models, and discovering appropriate analysis and visualization tools give way to a new class of computational challenges--management of large and incongruous data, integration and interoperability of computational resources, and data provenance. We designed, implemented and validated a new paradigm for addressing these challenges in the neuroimaging field. Our solution is based on the LONI Pipeline environment [3], [4], a graphical workflow environment for constructing and executing complex data processing protocols. We developed study-design, database and visual language programming functionalities within the LONI Pipeline that enable the construction of complete, elaborate and robust graphical workflows for analyzing neuroimaging and other data. These workflows facilitate open sharing and communication of data and metadata, concrete processing protocols, result validation, and study replication among different investigators and research groups. The LONI Pipeline features include distributed grid-enabled infrastructure, virtualized execution environment, efficient integration, data provenance, validation and distribution of new computational tools, automated data format conversion, and an intuitive graphical user interface. We demonstrate the new LONI Pipeline features using large scale neuroimaging studies based on data from the International Consortium for Brain Mapping [5] and the Alzheimer's Disease Neuroimaging Initiative [6]. Assessing overall network structure in regional innovation policies: a case study of cluster policy in the West Midlands in the UK
Revisiting the theoretical roots of the key concepts of âembeddednessâ and ânetworksâ that underpin many recent regional innovation polices, this paper strives to achieve a more systematic understanding of the overall network structure of geographic agglomerations, which helps to form a more convincing model of regional development based on learning. This also helps to establish an analytical framework with indicators to assess the overall network structure in regional innovation policies. Employing the framework, the examination of cluster policy in the West Midlands highlights its weakness in addressing the overall cluster network structure and the contingent factors influencing the structure. The analysis suggests that there may be similar weaknesses in other regional innovation policies and the theories underpinning them as they share a common weakness in addressing the structural characteristics of overall networks
