Développement d'une approche mécano fiabiliste d'assemblages collés pour applications marines

Ce papier présente le développement d'une approche mécano-fiabiliste qui porte sur l'évaluation du risque de défaillance d'éléments de structures collés. Dans le cas des applications marines, les structures ont des propriétés géométriques et mécaniques aléatoires et sont soumises en général à des chargements de natures stochastiques. Dans le but de simplifier la résolution numérique, une modélisation par éléments cohésifs est retenue pour modéliser l'adhésif dans l'assemblage. La probabilités de défaillance cumulée est alors évaluée par deux variantes de la méthode PHI2. Les possibilités de l'approche sont présentées sur un exemple

Kritik Gemi Operasyonlarına Yönelik Risk Kontrol Esaslı Bir Karar Verme Yaklaşımı

Deniz taşımacılığının sürekliliğinde odak unsur olan gemi filolarının emniyet ve performans parametrelerinin hassas bir şekilde takip edilmesi gerekmektedir. Bunun beraberinde, denizcilikte çevre, emniyet ve insan sağlığı ile ilgili konularda uluslararası kural yaptırımları da giderek yoğunlaşmaktadır. Bu konudaki en güncel uluslararası kurallardan biriside Uluslararası Emniyet Yönetimi Kodu içerisinde ifade edilen, kritik gemi operasyonlarına yönelik risk değerlendirmesi yapılması zorunluluğudur. Dolayısı ile gemi işletmeciliği firmalarının emniyetli yönetim sistemlerini gemi, personel ve çevre esaslı risk değerlendirmesi yapabilecek bir model ile desteklemeleri gerekmektedir. Yapılan bu çalışma ile gemi filo yönetiminde operasyonel ve yönetimsel süreçlere yönelik risk kontrol esaslı bir karar verme modeli önerilmektedir. Önerilen model içerisinde hata ağacı analizi ile kanıtsal sonuçlama yaklaşımının bir arada kullanıldığı bütünleşik bir yapıya sahiptir. Ayrıca, operasyonel ve yönetimsel süreçlere ait bilgi eksikliği ve belirsizliğini ortadan kaldırmak amacı ile model bulanık mantık ile geliştirilmiştir. Çalışmada önerilen model, kritik gemi operasyonlarından biri olan yağ-yakıt alım operasyonuna uygulanmıştır. Uygulama sonuçları modelin özellikle gemi operasyonel risklerine karşı duyarlı ve etkin çözüm üretebilen bir model olduğunu göstermektedir

A Cross-Disciplinary Approach to the Maritime Security Risk of Piracy and Lessons Learned From Agent-Based Modeling

This dissertation takes a cross-disciplinary approach to understanding pirate activity. Maritime piracy presents a dynamic ever-evolving problem. In today’s globalized world, contemporary maritime piracy presents a transnational threat. It is a complex socio-economic and political problem which the modern world considers to be criminal activity. Like all complex problems it must be deconstructed to fully comprehend it. All criminal activity, maritime piracy included, has certain elements of supply and demand. For the activity to occur there must be a certain level, or supply, of targets. At the same time, we can posit that there must be a lack of other opportunities for the pirates, who calculate that the risk of engaging in piracy is worthwhile. This risk calculation is a function of the potential rewards minus the sum of the risks. An increase in pirate attacks creates a demand for better maritime security. An increase in maritime security causes an increase in risk to pirates. Improved pirate capabilities may decrease this risk. The result is a constantly evolving complex problem. This study proposes a parsimonious agent-based model, focused on the socio-economic and political variables that encourage piracy, with utility across many specific regional domains. By simplifying the details of certain aspects of the model, the focus is placed on the issues at the heart of the problem. This allows for new insights into the dynamic relationship between these factors
