    Community languages in higher education : towards realising the potential

    This study, Community Languages in Higher Education: Towards Realising the Potential, forms part of the Routes into Languages initiative funded by the Higher Education Funding Council in England (HEFCE) and the Department for Children, Schools and Families (DCSF). It sets out to map provision for community languages, defined as 'all languages in use in a society, other than the dominant, official or national language'. In England, where the dominant language is English, some 300 community languages are in use, the most widespread being Urdu, Cantonese, Punjabi, Bengali, Arabic, Turkish, Russian, Spanish, Portuguese, Gujerati, Hindi and Polish. The research was jointly conducted by the Scottish Centre for Information on Language Teaching and Research (Scottish CILT) at the University of Stirling, and the SOAS-UCL Centre for Excellence for Teaching and Learning 'Languages of the Wider World' (LWW CETL), between February 2007 and January 2008.     Globalisation of HR at Function Level: Exploring the Issues Through International Recruitment, Selection and Assessment Processes

    Much of the debate around convergence-divergence is based around comparative analysis of HR systems. However, we need now to combine these insights with work in the field of IHRM on firm-level motivations to optimise, standardise and export HR models abroad. A series of the changes are being wrought on a range of IHRM functions – recruitment, global staffing, management development and careers, and rewards - by the process of globalisation highlighting the difference between globally standardised, optimised or localised HR processes. This paper reports on a study of firm-level developments in international recruitment, selection and assessment, drawing upon an analysis of four case studies each conducted in a different context. Organisations are building IHRM functions that are shifting from the management of expatriation towards supplementary services to the business aimed at facilitating the globalisation process, and this involves capitalising upon the fragmentation of international employees. As HR realigns itself in response to this process of within-function globalisation (building new alliances with other functions such as marketing and IS) the new activity streams that are being developed and the new roles and skills of the HR function carry important implications for the study of convergence and divergence of IHRM practice. Globalisation at firm level revolves around complexity, and this is evidenced in two ways: first, the range of theory that we have to draw upon, and the competing issues that surface depending on the level of analysis that is adopted; and second, the different picture that might emerge depending upon the level of analysis that is adopted. This paper shows that although the field of IHRM has traditionally drawn upon core theories such as the resource-based view of the firm, relational and social capital, and institutional theory, once the full range of resourcing options now open to IHRM functions are considered, it is evident that we need to incorporate both more micro theory, as well as insights from contingent fields in order to explain some of the new practices that are emerging

    Improving Indonesia's Forest and Land Governance: Using a Delphi Approach to Identify Efficacious Interventions

    It is now recognized that addressing deforestation and forest and peatlands degradation and destruction in Indonesia requires improvements to land and forest governance. It is also accepted that further research is required into this large field of study and practice. In particular needs have been identified for better links between theory and practice, and between academic analysis and work in the field. To respond to this gap, this study investigates the underlying drivers of deforestation, and forest and peatlands degradation and destruction (herein called deforestation and peatlands degradation) with the intention of identifying interventions that will improve land and forest governance in Indonesia. Through a Delphi process, a panel of experts on forest and land governance identified three main drivers of deforestation and peatlands degradation. These were: (1) unclear land tenure and uncertain land classification (agreed by 88% of respondents); (2) business and political interests that influence policy-making and regulations (70% agreement) and (3) ineffective land use planning (53% agreement). In response, the panel recommended three priority governance interventions relating to the following issues: (1) increasing the capacity of local communities to manage and monitor forests and natural resources (65% agreement); (2) gazetting forests to clarify land boundaries and determine which areas should be village, community and state forest zone (58% agreement); (3) integrating participatory maps into spatial plans to protect local communities and indigenous peoples' development needs (53% agreement). A research theme with the highest agreement was the following: action research involving the government, private sector and community (64% agreement). This study finds that there is strong support for community level approaches to forest management. Securing community forest tenure through clarifying land claims and integrating local land tenure into spatial planning is a key step to achieving sustainable forest management. The concluding recommendations suggest that the most efficacious interventions to be taken by researchers, government, donors and civil society to improve Indonesia's forest and land governance processes include: Support community institutions; Accelerate forest gazettement using local community institutions to clarify community forest claims; Integrate participatory maps into spatial plans; Support local communities' ability to monitor forests; Conduct action research involving all stakeholders; Address financing of the forest and land sector; Engage political economy analysis

    Dynamic Resource Management in Virtualized Data Centres

    In the last decade, Cloud Computing has become a disruptive force in the computing landscape, changing the way in which software is designed, deployed and used over the world. Its adoption has been substantial and it is only expected to continue growing. The growth of this new model is supported by the proliferation of large-scale data centres, built for the express purpose of hosting cloud workloads. These data centres rely on systems virtualization to host multiple workloads per physical server, thus increasing their infrastructures\u27 utilization and decreasing their power consumption. However, the owners of the cloud workloads expect their applications\u27 demand to be satisfied at all times, and placing too many workloads in one physical server can risk meeting those service expectations. These and other management goals make the task of managing a cloud-supporting data centre a complex challenge, but one that needs to be addressed. In this work, we address a few of the management challenges associated with dynamic resource management in virtualized data centres. We investigate the application of First Fit heuristics to the Virtual Machine Relocation problem (that is, the problem of migrating VMs away from stressed or overloaded hosts) and the effect that different heuristics have, as reflected in the performance metrics of the data centre. We also investigate how to pursue multiple goals in data centre management and propose a method to achieve precisely that by dynamically switching management strategies at runtime according to data centre state. In order to improve system scalability and decrease network management overhead, we propose architecting the management system as a topology-aware hierarchy of managing elements, which limits the flow of management data across the data centre. Finally, we address the challenge of managing multi-VM applications with placement constraints in data centres, while still trying to achieve high levels of resource utilization and client satisfaction

    Application of GIS to labour market planning in construction

    The fluctuations in the demand for construction work have often resulted in skills shortages. This has led to the need for effective construction labour market planning strategies, which enable the construction industry to meet its skills requirements, particularly in periods of peak demand. Existing approaches to construction labour market planning have several limitations. They do not shed light on the socio-economic and spatially influenced issues within which the industry’s skills shortages are rooted. There is, therefore, a need for more appropriate decision-support mechanisms that can take account of spatial problems in terms of skills demand and supply influences. Through industry involvement, this research has explored how GIS can enhance the labour market planning process in construction. The research briefly reviews the nature of labour market planning in construction, introduces geographic information systems, and highlights the opportunities they offer for overcoming the limitations of existing approaches. The implementation of the GIS-based system and its application to a specific labour market planning initiative is then presented. The evaluation of the system by prospective end-users reveals the enablers, barriers and benefits of the system implementation. Organisational issues that had a bearing on the implementation are also examined and recommendations made for further research
