THE DISABLED SOLDIER: A CASE FOR DISABLED AMERICANS IN THE U.S. ARMED SERVICES

    Get PDF
Despite the rising demands and functions of non-kinetic warfare, the military bars most disabled Americans from entry. Artificial intelligence, complex decision-making, and fifth-generation-warfare elements stress a multidimensional force and cognitive skills over dominant kinetic traits. This thesis investigates the feasibility requirements, national security implications, and benefits to the Department of Defense of expanding active military service to disabled Americans. After reviewing U.S. and international integration of disabled persons, the defined needs and skills for emerging warfare, academic studies of disabled talents, and military policy, this thesis reveals the feasibility of inclusion. Recommendations include mainstreaming persons with disabilities within the existing military model, making changes to defense policy, establishing a pilot program or corps, and undertaking future research.Civilian, Department of Homeland SecurityApproved for public release. Long-term care (LTC) in the new EU member states, which used to belong to the former socialist countries, is not yet a legally separated sector of social security. However, the ageing dynamics are more intensive in these states than in the old EU member states. This paper analyses the process of creating an LTC sector in the context of institutional reforms of social protection systems during the transition period. The authors explain LTC’s position straddling the health and social sectors, the underdevelopment of formal LTC, and the current policies regarding the risk of LTC dependency. The paper is based mainly on the analysis of information provided by country experts in the ANCIEN project

Reissued 14 Feb. 2022 to update text on page 48.Nowhere in the world exemplifies Great Power Competition as strongly as simmering conflict over Taiwan. Spanning over seven decades, the Republic of China (Taiwan) and the People’s Republic of China (PRC) have sparred over the status of the island. Despite the Chinese Communist Party’s (CCP) protests, over the last three presidential administrations, the U.S. has strengthened its support for Taiwan’s vibrant democracy. In addition to the U.S., the European Union and several countries in the Asia-Pacific region also strongly support an autonomous Taiwan. In response to what the CCP sees as foreign meddling in Chinese domestic affairs, the PRC has increased its hostilities against Taiwan while also attempting to reduce international support for the island's democracy. How can Taiwan maintain its autonomy despite the ever-increasing pressure from the much stronger PRC? Through analysis of Arreguin-Toft’s “How the Weak Wins Wars,” Fiala’s “Resistance Operating Concept,” NATO’s “Comprehensive Defense Handbook,” and Taiwan’s recent efforts to create an all-out defense, this thesis offers findings and recommendations based on employing irregular warfare to increase the population's resiliency and deter or repel a PRC invasion.Chief Warrant Officer Three, United States ArmyMajor, United States ArmyApproved for public release.
