    Contest Design: An Experimental Investigation

    This paper experimentally compares the performance of four simultaneous lottery contests: a grand contest, two multiple prize settings (equal and unequal prizes), and a contest which consists of two subcontests. Consistent with the theory, the grand contest generates the highest effort levels among all simultaneous contests. In multi-prize settings, equal prizes produce lower efforts than unequal prizes. The results also support the argument that joint contests generate higher efforts than an equivalent number of subcontests. Contrary to the theory, there is significant over-dissipation. This over-dissipation can be partially explained by strong endowment size effects. Subjects who receive higher endowments tend to over-dissipate, while such over-dissipation disappears when the endowments are lower. This behavior is consistent with the predictions of a quantal response equilibrium.     Thirteen Plus One: A Comparison of Global Climate Policy Architectures

    We critically review the Kyoto Protocol and thirteen alternative policy architectures for addressing the threat of global climate change. We employ six criteria to evaluate the policy proposals: environmental outcome, dynamic efficiency, cost effectiveness, equity, flexibility in the presence of new information, and incentives for participation and compliance. The Kyoto Protocol does not fare well on a number of criteria, but none of the alternative proposals fare well along all six dimensions. We identify several major themes among the alternative proposals: Kyoto is “too little, too fast”; developing countries should play a more substantial role and receive incentives to participate; implementation should focus on market-based approaches, especially those with price mechanisms; and participation and compliance incentives are inadequately addressed by most proposals. Our investigation reveals tensions among several of the evaluative criteria, such as between environmental outcome and efficiency, and between cost-effectiveness and incentives for participation and compliance.Policy architecture, Kyoto Protocol, Efficiency, Cost effectiveness, Equity, Participation, Compliance

    Tourism, Trade and Domestic Welfare

    Tourism has been regarded as a major source of economic growth and a good source of foreign exchange earnings. Tourism has also been considered as an activity that imposes costs on the host country. Such costs include increased pollution, congestion and despoliation of fragile environments and intra-generational inequity aggravation. One aspect that has been ignored is the general equilibrium effects of tourism on the other sectors in the economy. These effects can be quite substantial and should be taken into account when assessing the net benefits of a tourism boom on an economy. This paper presents a model which captures the interdependence between tourism and the rest of the economy, in particular agriculture and manufacturing. We examine the effect of a tourist boom on structural adjustment, commodity and factor prices and more importantly resident welfare. An important result obtained is that the tourist boom may “immiserize” the residents. This occurs because of two effects. The first, a favourable effect due to an increase in the relative price of the non-traded good which is termed the secondary terms of trade effect. The second, a negative effect due to an efficiency loss that occurs in the presence of increasing returns to scale in manufacturing.     A Complexity Approach for Core-Selecting Exchange under Conditionally Lexicographic Preferences

    International audienceCore-selection is a crucial property of rules in the literature of resource allocation. It is also desirable, from the perspective of mechanism design, to address the incentive of agents to cheat by misreporting their preferences. This paper investigates the exchange problem where (i) each agent is initially endowed with (possibly multiple) indivisible goods, (ii) agents' preferences are assumed to be conditionally lexicographic, and (iii) side payments are prohibited. We propose an exchange rule called augmented top-trading-cycles (ATTC), based on the original TTC procedure. We first show that ATTC is core-selecting and runs in polynomial time with respect to the number of goods. We then show that finding a beneficial misreport under ATTC is NP-hard. We finally clarify relationship of misreporting with splitting and hiding, two different types of manipulations, under ATTC

    Side-Payments and the Costs of Conflict.

    Conflict and competition often impose costs on both winners and losers, and conflicting parties may prefer to resolve the dispute before it occurs. The equilibrium of a conflict game with side-payments predicts that with binding offers, proposers make and responders accept side-payments, generating settlements that strongly favor proposers. When side-payments are non-binding, proposers offer nothing and conflicts always arise. Laboratory experiments confirm that binding side-payments reduce conflicts. However, 30% of responders reject binding offers, and offers are more egalitarian than predicted. Surprisingly, non-binding side-payments also improve efficiency, although less than binding. With binding side-payments, 87% of efficiency gains come from avoided conflicts.     This dissertation examines individuals\u27 actions to improve social outcomes when unrecoverable investments are necessary. Situations involving non-pecuniary and pecuniary investments are considered. In the former, the prerequisite of real effort - a non-pecuniary, unrecoverable investment - is examined when said effort determines an individual\u27s ability to procure their preferred social outcome. Theoretical predictions over an individual\u27s effort provision are based on their revealed preferences for the social distribution of wealth according to the general axiom of revealed preference (GARP). Laboratory experiments reveal that individuals\u27 effort provisions do not support the assumption of stable preferences (transitivity) of wealth distribution. Specifically, individuals who reveal a preference for egalitarian outcomes do not exert enough real effort toward said outcomes when all of the wealth can be distributed directly to them. In the latter, pecuniary situation, auction formats that require all bidders to pay their bid (i.e., all-pay auctions) are studied as a way of funding public goods, specifically in the context of charity auctions. An innovative theoretical variation of the war of attrition is designed. This variation requires bidders to make unrecoverable upfront investments in the auction in order to participate, and the amount of one\u27s investment dictates how much one can potentially bid in the auction. In addition, an empirical analysis of this theoretical variation is provided via laboratory experiments. These experiments seek to highlight the bidder-specific and mechanism-specific characteristics that may lead to greater success in charitable fund-raising.
