    The Third Annual NASA Science Internet User Working Group Conference

    The NASA Science Internet (NSI) User Support Office (USO) sponsored the Third Annual NSI User Working Group (NSIUWG) Conference March 30 through April 3, 1992, in Greenbelt, MD. Approximately 130 NSI users attended to learn more about the NSI, hear from projects which use NSI, and receive updates about new networking technologies and services. This report contains material relevant to the conference; copies of the agenda, meeting summaries, presentations, and descriptions of exhibitors. Plenary sessions featured a variety of speakers, including NSI project management, scientists, and NSI user project managers whose projects and applications effectively use NSI, and notable citizens of the larger Internet community. The conference also included exhibits of advanced networking applications; tutorials on internetworking, computer security, and networking technologies; and user subgroup meetings on the future direction of the conference, networking, and user services and applications

    Evolution and Reengineering of NASA's Flight Dynamics Facility (FDF)

    The NASA Goddard Space Flight Center's Flight Dynamics Facility (FDF) is a multimission support facility that performs ground navigation and spacecraft trajectory design services for a wide range of scientific satellites. The FDF also supports the NASA Space Network by providing orbit determination and tracking data evaluation services for the Tracking Data Relay Satellite System (TDRSS). The FDF traces its history to early NASA missions in the 1960's, including navigation support to the Apollo lunar missions. Over its 40 year history, the FDF has undergone many changes in its architecture, services offered, missions supported, management approach, and business operation. As a fully reimbursable facility (users now pay 100% of all costs for FDF operations and sustaining engineering activities), the FDF has faced significant challenges in recent years in providing mission critical products and services at minimal cost while defining and implementing upgrades necessary to meet future mission demands. This paper traces the history of the FDF and discusses significant events in the past that impacted the FDF infrastructure and/or business model, and the events today that are shaping the plans for the FDF in the next decade. Today's drivers for change include new mission requirements, the availability of new technology for spacecraft navigation, and continued pressures for cost reduction from FDF users. Recently, the FDF completed an architecture study based on these drivers that defines significant changes planned for the facility. This paper discusses the results of this study and a proposed implementation plan. As a case study in how flight dynamics operations have evolved and will continue to evolve, this paper focuses on two periods of time (1992 and the present) in order to contrast the dramatic changes that have taken place in the FDF. This paper offers observations and plans for the evolution of the FDF over the next ten years. Finally, this paper defines the mission model of the future for the FDF based on NASA's current mission list and planning for the Constellation Program. As part of this discussion the following are addressed: the relevance and benefits of a multi-mission facility for NASA's navigation operations in the future; anticipated technologies affecting ground orbit determination; continued incorporation of Commercial Off-the-shelf (COTS) software into the FDF; challenges of a business model that relies entirely on user fees to fund facility upgrades; anticipated changes in flight dynamics services required; and considerations for defining architecture upgrades given a set of cost drivers

    “INDUSTRIAL LEGISLATURES”: CONSENSUS STANDARDIZATION IN THE SECOND AND THIRD INDUSTRIAL REVOLUTIONS

    Consensus standardization is a social process in which technical experts from public, private, and non-profit sectors negotiate the direction and shape of technological change. Scholars in a variety of disciplines have recognized the importance of consensus standards as alternatives to standards that arise through market mechanisms or standards mandated by regulators. Rather than treating the consensus method as some sort of timeless organizational form or ever-present alternative to markets or laws, I argue that consensus standardization is itself a product of history. In the first two chapters, I explain the origins and growth of consensus standards bodies between 1880 and 1930 as a reaction to and critique of the existing political economy of engineering. By considering the standardization process—instead of the internal dynamics of a particular firm or technology—as the primary category of analysis, I am able to emphasize the cooperative relations that sustained the American style of competitive managerial capitalism during the Second Industrial Revolution. In the remaining four chapters, I examine the processes of network architecture and standardization in the creation of four communications networks during the twentieth century: AT&T’s monopoly telephone network, the Internet, digital cellular telephone networks, and the World Wide Web. Each of these four networks embodied critiques—always implicit and frequently explicit—of preceding and competing networks. These critiques, visible both in the technological design of networks as well as in the institutional design of standard-setting bodies, reflected the political convictions of successive generations of engineers and network architects. The networks described in this dissertation were thus turning points in the century-long development of an organizational form. Seen as part of a common history, they tell the story of how consensus-based institutions became the dominant mode for setting standards in the Third Industrial Revolution, and created the foundational standards of the information infrastructures upon which a newly globalized economy and society—the Network Society—could grow
