    How does intellectual capital align with cyber security?

    Purpose – To position the preservation and protection of intellectual capital as a cyber security concern. We outline the security requirements of intellectual capital to help Boards of Directors and executive management teams to understand their responsibilities and accountabilities in this respect.Design/Methodology/Approach – The research methodology is desk research. In other words, we gathered facts and existing research publications that helped us to define key terms, to formulate arguments to convince BoDs of the need to secure their intellectual capital, and to outline actions to be taken by BoDs to do so.Findings – Intellectual capital, as a valuable business resource, is related to information, knowledge and cyber security. Hence, preservation thereof is also related to cyber security governance, and merits attention from boards of directors.Implications – This paper clarifies boards of directors’ intellectual capital governance responsibilities, which encompass information, knowledge and cyber security governance.Social Implications – If boards of directors know how to embrace their intellectual capital governance responsibilities, this will help to ensure that such intellectual capital is preserved and secured.Practical Implications – We hope that boards of directors will benefit from our clarifications, and especially from the positioning of intellectual capital in cyber space.Originality/Value – This paper extends a previous paper published by Von Solms and Von Solms (2018), which clarified the key terms of information and cyber security, and the governance thereof. The originality and value is the focus on the securing of intellectual capital, a topic that has not yet received a great deal of attention from cyber security researchers

    IMPACT OF THE 2002 BIOTERRORISM ACT ON THE NEW JERSEY FOOD INDUSTRY

    This paper provides an overview of the four key sections of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, with regard to Administrative Detention (Section 303), Facilities Registration (Section 305), Records and Maintenance (Section 306), and Prior Notice of Food Imports (Section 307). The potential impacts of the Bioterrorism Act on the food industry are examined through qualitative analysis of industry submissions to the Food and Drug Administration (FDA) docket for each provision, and quantitatively through survey results, which were administered online by the Food Institute (FI) of Woodbridge, NJ and analyzed by Rutgers, Food Policy Institute (FPI). Of the four key sections from the Bioterrorism Act that most affect the food industry, stakeholders were surveyed on two sections, Prior notice of Food Imports and Facilities Registration. While survey responses reveal that many food firms are aware of pending Bioterrorism Act policies, few however, have taken action towards compliance. Facilities registration is touted as the least cumbersome in terms of compliance. Results indicate that 50 percent of food industry professionals surveyed were not aware that many food firms must register with the FDA by the 12 December 2003 deadline; and, 20 percent, while aware of the facilities registration deadline, have done nothing to prepare. Being unprepared for and subsequently complying with Bioterrorism Act rules is an overarching concern, which is apparent in both the survey results and docket summaries. Moreover, upon review of docket submissions to the FDA, it seems that food firms are generally sympathetic towards the need for increased food system security; however, the impact of the Bioterrorism Act can be both daunting and costly.     E-mail forms the backbone of communications in many modern institutions and organisations and is a valuable type of organisational, cultural, and historical record. Successful management and preservation of valuable e-mail messages and collections is therefore vital if organisational accountability is to be achieved and historical or cultural memory retained for the future. This requires attention by all stakeholders across the entire life-cycle of the e-mail records. This instalment of the Digital Curation Manual reports on the several issues involved in managing and curating e-mail messages for both current and future use. Although there is no 'one-size-fits-all' solution, this instalment outlines a generic framework for e-mail curation and preservation, provides a summary of current approaches, and addresses the technical, organisational and cultural challenges to successful e-mail management and longer-term curation.
