    The technopolitics of security: agency, temporality, sovereignty

    This introduction to the special issue on ‘the technopolitics of security’ outlines key concepts and engages debates pertaining to the relationship between techno-materiality, security governance and struggles over sovereignty. ‘Technopolitics’ refers to the strategic practice of designing and using technologies to enact political goals, producing hybrid forms of power that combine cultural, institutional and technological dimensions. These technopolitical practices give rise to new forms of agency, producing effects unintended by their designers that may alter logics of political contestation and allow technologies to be reappropriated for different political purposes. To illustrate the distributed forms of agency and contingent encounters that the technopolitics approach evokes, the article develops three key aspects of technopolitics in its relationship to security governance: (1) an understanding of agency as distributed between human and non-human actors, but also asymmetric in that human intentionality plays an assembling role that is frequently overrun by the unintended effects; (2) the temporal horizons of imagination and action over which technopolitical interventions unfold, identifying the importance of logics of anticipation and eventization; and (3) the relationship between technopolitics and sovereignty, arguing that it encourages a decentred and materialized understanding of how claims to sovereignty are made and contested

    Gender and the senses of agency

    This paper details the ways that gender structures our senses of agency on an enactive framework. While it is common to discuss how gender influences higher, narrative levels of cognition, as with the formulation of goals and in considerations about our identities, it is less clear how gender structures our more immediate, embodied processes, such as the minimal sense of agency. While enactivists often acknowledge that gender and other aspects of our socio-cultural situatedness shape our cognitive processes, there is little work on how this shaping takes place. In order to provide such an account, I will first look at the minimal and narrative senses of agency (Gallagher 2012), a distinction that draws from work on minimal and narrative selves (Zahavi 2010). Next I will explain the influence of the narrative sense of agency on the minimal sense of agency through work on intention-formation (Pacherie 2007). After a discussion of the role of gender in the narrative sense of agency, I’ll expand on work by Haslanger (2012) and Young (1980) to offer three ways in which gender influences the minimal sense of agency, showing the effect that gender has on how we perceive our possibilities for interaction in a phenomenologically immediate, pre-reflective manner

    Computable Rationality, NUTS, and the Nuclear Leviathan

    This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the sovereign's existence: this sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions

    Securitization and the construction of security

    Those interested in the construction of security in contemporary international politics have increasingly turned to the conceptual framework of `securitization'. This article argues that while an important and innovative contribution, the securitization framework is problematically narrow in three senses. First, the form of act constructing security is defined narrowly, with the focus on the speech of dominant actors. Second, the context of the act is defined narrowly, with the focus only on the moment of intervention. Finally, the framework of securitization is narrow in the sense that the nature of the act is defined solely in terms of the designation of threats. In outlining this critique, the article points to possibilities for developing the framework further as well as for the need for those applying it to recognize both limits of their claims and the normative implications of their analysis. I conclude by pointing to how the framework might fit within a research agenda concerned with the broader construction of security

    Probabilistic Knowledge in Action

    According to a standard assumption in epistemology, if one only partially believes that p , then one cannot thereby have knowledge that p. For example, if one only partially believes that that it is raining outside, one cannot know that it is raining outside; and if one only partially believes that it is likely that it will rain outside, one cannot know that it is likely that it will rain outside. Many epistemologists will agree that epistemic agents are capable of partial beliefs in addition to full beliefs and that partial beliefs can be epistemically assessed along some dimensions. However, it has been generally assumed that such doxastic attitudes cannot possibly amount to knowledge. In Probabilistic Knowledge, Moss challenges this standard assumption and provides a formidable defense of the claim that probabilistic beliefs—a class of doxastic attitudes including credences and degrees of beliefs—can amount to knowledge too. Call this the probabilistic knowledge claim . Throughout the book, Moss goes to great lengths to show that probabilistic knowledge can be fruitfully applied to a variety of debates in epistemology and beyond. My goal in this essay is to explore a further application for probabilistic knowledge. I want to look at the role of probabilistic knowledge within a “knowledge-centered” psychology—a kind of psychology that assigns knowledge a central stage in explanations of intentional behavior. My suggestion is that Moss’s notion of probabilistic knowledge considerably helps further both a knowledge-centered psychology and a broadly intellectualist picture of action and know-how that naturally goes along with it. At the same time, though, it raises some interesting issues about the notion of explanation afforded by the resulting psychology
