    The principles of integration in urban transport strategies

    Integration as a principle in urban transport policy is frequently advocated but rarely defined. We suggest a range of types of integration, and highlight the problems in developing an effective integrated strategy, given the number of variables involved. We argue that integration should be designed to serve agreed objectives of transport policy, rather than being an objective in its own right. We then consider the principles for designing an effective integrated strategy. We define the concept of synergy, which is often advocated as a benefit of integration, and discuss whether it, and other aggregation benefits short of true synergy, are achievable. We then consider the alternative approach of using integration to overcome barriers, an approach which is likely to be in conflict with pursuit of synergy, but more likely to lead to readily implemented strategies. We then review a number of examples where these principles have been applied, and investigate them to assess whether synergy has been demonstrated. Generally we find little evidence of synergy in outcome indicators. We conclude with some more general guidance on approaches to integration

    Public Participation GIS for sustainable urban mobility planning: methods, applications and challenges

    Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The research emphasizes the need to strategically locate healthcare facilities to serve both urban and underserved areas. Attention should be given to the needs of vulnerable populations, such as the elderly, low-income communities, and individuals with disabilities. The integration of telemedicine and digital health solutions can enhance access to healthcare services.Promoting active transportation and safety is crucial in urban planning. The study highlights the importance of pedestrian and cyclist safety through well-designed crosswalks, traffic calming measures, and lighting systems. Dedicated cycling infrastructure, traffic management strategies, and smart traffic systems contribute to reducing accidents and improving road safety.Noise pollution management is an often overlooked aspect of urban planning. The research emphasizes the significance of designing buildings with sound insulation and implementing zoning regulations to separate noise-sensitive areas from noise-generating activities. Green buffers and sound barriers are effective in mitigating noise impacts, while monitoring noise levels and enforcing regulations minimize excessive noise.The study also underscores the importance of integrating elements that promote mental health and social well-being into urban planning. Creating inclusive and socially connected neighborhoods, designing public spaces that encourage socialization and relaxation, and prioritizing the provision of community centers and social services all contribute to mental health and well-being.Data and technology integration play a crucial role in informing urban planning decisions and improving public health outcomes.     The multi modal study of transport investment plans.

    In 1998 the UK Department for Transport commissioned a programme of 22 studies to examine the most acute congestion problems on the English road network. The studies promised a new approach to reducing road congestion by examining the contribution that all modes of transport could make to solve these problems. The studies have provided the most convincing evidence to date that road building alone will not be able to solve congestion and pollution problems. Extra road infrastructure will, in most cases, buy a few years’ respite from congestion on the inter-urban road network. The studies have proposed substantial packages of road and public transport improvements, combined with demand management and traffic restraint measures, to tackle the problems. The evidence suggests that some form of road-user charging will be required in many areas to ensure that the efficiency benefits gained from the extra road capacity will not simply be eroded by traffic growth as has been seen to date on routes such as the M25. The outcomes of the studies have prompted the Government to undertake a review of the potential for a national road-user charging system. The multimodal studies have undoubtedly brought about a more balanced and integrated approach to transport planning. There have been quite significant changes to the roads schemes that were initially remitted to the studies and evidence to suggest that significant environmental concerns are now playing a much stronger role in decisions taken by the Department for Transport. The challenge now is to ensure that all of the major parts of the integrated strategies proposed are delivered. A failure to do so will not only reduce the benefits the proposals offer but will also devalue the multi-modal approach taken to the studies

    Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous. In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation. However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options.     The Nature of Context-Sensitive Solutions, Stakeholder Involvement and Critical Issues in the Urban Context

    Over the last several decades many transportation and planning agencies have experienced conflicting demands emerging from the need to develop projects in an expeditious manner while at the same time involving stakeholders in the decision-making process, which sometimes is perceived as slowing project delivery and/or increasing costs. Given this tension between apparently conflicting demands, it is important to understand how the stakeholder involvement is being carried out and what best practices may be recommended. This study examines the issue in the context of a relatively new policy framework – Context Sensitive Solutions (CSS) – which supports the early integration of stakeholders into the planning process. The report pays particular attention to stakeholders’ involvement in projects within urban centers, where there is likely to be more complexity, both in terms of the number of stakeholders and end users affected. CSS is a relatively new process and not consistently interpreted or applied across states and/or agencies. The literature suggests that an underlying assumption when applying CSS principles to community involvement processes is that stakeholders are empowered through clear policies and procedures directed towards their participation. In our research, we found that the extent to which public agencies apply the CSS framework and involve and respond to stakeholders depends on each agency\u27s interest to engage the public in the deliberation process to find the best-fit project for a community. It is likely that the increased integration of stakeholders into the planning and project development process will not become a state of practice until the benefits flowing from community involvement are clearly understood by the agency staff. The CSS literature describes many benefits associated with comprehensive stakeholder engagement, including gaining constituents\u27 buy-in and support for project financing. A movement toward standardizing CSS policies and directives across the country will facilitate a public discussion about the benefits of engaging communities into the project design phase and away from solely expert-based designs. In addition, there are a number of stakeholder involvement practices that, if adopted, could expedite the integration of communities\u27 views and values in the decision-making process, while at the same time minimizing the chances of protracted consultation processes, time delays and additional costs

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio
