Ideal integrated national environmental management system for South Africa : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University

The South African environmental management system has been characterised by fragmentation and the lack of effective legislation. The number of statutes concerned with conservation issues is an associated problem. The implementation of the Environmental Conservation Act 1989 has been viewed as inefficient because of the lack of enforcement and control of environmental management issues. The Act has not provided opportunities for public participation, particularly from black communities, in decision-making about environmental matters. The South African environmental management system has not recognised and integrated indigenous peoples resource management systems into the country's legal framework. This is illustrated by the impacts of conservation programmes which have resulted in black communities being uprooted from their lands for the establishment of national parks and tourism facilities, without compensation to traditional owners. Research has identified the need for a revision of environmental impact assessment (EIA) practices in South Africa. There is also an associated need to integrate environmental impact assessment (EIA) into the planning process to achieve sustainability. Studies carried out in South Africa have identified the lack of effective regulations for enforcing the provisions with regard to the status of the coastal zone. The criticisms of the White Paper delivered by participants at the Conference held at Megawatt Park, Sandton, 10 June, 1993, highlight the need for a comprehensive environmental management system to ensure the sustainable management of natural and physical resources. An ideal system would improve the quality of life in the South African community, while maintaining the integrity of the natural resource base. Even though the criticisms have been valid, they fall short of suggesting ideas for the formulation of a new integrated environmental management system for South Africa. Research carried out in South Africa has also identified the inadequacies of the proposed Integrated Environmental Management procedure referred to in the White Paper. This procedure has been perceived as inadequate to achieve the universal principles of sustainable development. This project evaluates the White Paper, the submissions criticising the White Paper and the proposed Integrated Environmental Management system in South Africa. A matrix is used as a method to examine both the New Zealand Resource Management Act 1991 and the South African environmental management provisions against the recommended national actions in the IUCN/UNEP/WWF (1991) and Agenda 21. Research from a number of disciplines concerned with integrated environmental management, are used to recommend changes to the South African environmental management system. Criteria derived from the IUCN/UNEP/WWF (1991) strategy and Agenda 21 are used in the thesis to evaluate the White Paper, submissions criticising the White Paper, and the proposed Integrated Environmental Management system. Integrated Solution Support System for Water Management

Solving water management problems involves technical, social, economic, political and legal challenges and thus requires an integrated approach involving people from different backgrounds and roles. The integrated approach has been given a prominent role within the European Union¿s Water Framework Directive (WFD). The WFD requires an integrated approach in water management to achieve good ecological status of all water bodies. It consists amongst others of the following main planning stages: describing objectives, assessing present state, identifying gaps between objectives and present state, developing management plan, implementing measures and evaluating their impacts. The directive prescribes broad participation and consultation to achieve its objectives. Besides the obvious desktop software, such an integrated approach can benefit from using a variety of support tools. In addition to tools for specific tasks such as numerical models and questionnaires, knowledge bases on options and process support tools may be utilized. Water stress, defined as the lack of water of appropriate quality is one issue related to, but not specifically addressed by the WFD. However, like in the WFD, a participatory approach could be used to mitigate water stress. Similarly various tools can or need to be used in such a complex process. In the AquaStress Integrated project the Integrated Solution Support System (I3S ¿ I-triple-S) is developed. One of the cornerstones of the approach taken in AquaStress is that organizing available knowledge provides sufficient information to improve the possibility to make a water stress mitigation process truly end-user driven, meaning that dedicated local information is only collected after specific need is expressed by the stakeholders in the process. The novelty of the I3S lies in the combination of such knowledge stored in knowledge-bases, with adaptable workflow management facilities and with specific task-oriented tools ¿ all originating from different sources. An integrated information retrieval and document management system

This paper describes the requirements and prototype development for an intelligent document management and information retrieval system that will be capable of handling millions of pages of text or other data. Technologies for scanning, Optical Character Recognition (OCR), magneto-optical storage, and multiplatform retrieval using a Standard Query Language (SQL) will be discussed. The semantic ambiguity inherent in the English language is somewhat compensated-for through the use of coefficients or weighting factors for partial synonyms. Such coefficients are used both for defining structured query trees for routine queries and for establishing long-term interest profiles that can be used on a regular basis to alert individual users to the presence of relevant documents that may have just arrived from an external source, such as a news wire service. Although this attempt at evidential reasoning is limited in comparison with the latest developments in AI Expert Systems technology, it has the advantage of being commercially available

An integrated model for cash transfer system design problem

This paper presents an integrated model that incorporates strategic, tactical, and operational decisions for a cash transfer management system of a bank. The aim of the model is to decide on the location of cash management centers, number and routes of vehicles, and the cash inventory management policies to minimize the cost of owning and operating a cash transfer system while maintaining a pre-defined service level. Owing to the difficulty of finding optimal decisions in such integrated models, an iterative solution approach is proposed in which strategic, tactical, and operational problems are solved separately via a feedback mechanism. Numerical results show that such an approach is quite effective in reaching greatly improved solutions with just a few iterations, making it a promising approach for similar integrated models
