    E-Democracy and Knowledge. A Multicriteria Framework for the New Democratic Era

    This paper analyses a new framework for decision-making in e-democracies that exploits the power of Internet based public knowledge, which is called briefly e-cognocracy. This is not a procedure to improve technical aspects using the Internet (e.g. e-voting); it is rather a procedure to add a new quality to the democratic system by using the network. This proposed system of e-cognocracy would allow those who are interested to solve highly complex problems by participatory decision-making. Furthermore, we suggest the multicriteria framework for the modelling and resolution of such complex problems. Similarly, using the analytic hierarchy process (AHP) approach, we propose decisional (analytic and informatic) tools for searching the knowledge - relevant for the decision-making process. This knowledge of patterns of behaviour, trends, opportunities, decisions and stylised facts will be the starting point of a consensus-reaching process, which is aimed to effectively solve problems of high complexity of the Internet society.E-democracy, Knowledge society, E-cognocracy, Multicriteria, AHP criterion, Consensus

    ICANN, Inc.: Accountability and participation in the governance of critical Internet resources

    This paper assesses the relationship between public participation and accountability in ICANN. It explains how ICANN has responded to accountability concerns by creating new opportunities for public comment, review, and participation. Is public participation an adequate means of making this global Internet governance organization accountable to the public? ICANN is fundamentally a private corporation. Private corporations are held accountable in three ways: 1) directly through their membership or shareholders, 2) through competition, which gives the public the opportunity to avoid their products or services, and 3) through external regulation or supervision by judicial or public authorities. None of these forms of accountability apply to ICANN. Instead, the public is given a wide range of opportunities to participate in ICANN's processes and to voice their opinions. This paper questions whether participation is an adequate substitute for accountability. It analyzes three distinct reforms in ICANN's history to show how participation can displace accountability rather than improve it

    Living in a rapidly changing society, where information travels with great speed and its upgrade is essential, we decided to approach certain aspects of e-democracy, as a dynamic way of citizen participation, using new Information and Communications Technologies. The theme chosen for this research, Electronic governance, premise for implementation of electronic democracy, is a part of Electronic Administration field and identifies the meanings of implementing e-government and e-democracy, the necessity and effects of putting them into practice and the conditions to be fulfilled for the development of electronic services and fostering citizen participation in their use. E-governance as well as edemocracy have a clear contribution in making social progress, thanks to capitalize the most important irreversible resource, the time for achievement of the main administrative operations. The overall objective of the research aims to establish the relationship between governance and electronic democracy. From this perspective, this paper will contain: analyzing the importance of both e-governance and e-democracy, risks and benefits for each one, clarifying the need and implications underlying the implementation of electronic systems and explain the conditions to be met by citizens in order to benefit from these services. To achieve the objectives set, will be dominant the analyzing method of the social phenomena in their evolution.     Cooperative social enterprises: company rules, access to finance and management practice

    Objectives: In light of the faster than expected take up of the Community Interest Company (CIC) in the UK, this paper revisits findings from a study undertaken in 2000 on the impact of asset-locks on the longevity, growth and management styles in co-operative social enterprises. Prior Work: The co-operative and employee-ownership movements played a leading role in the establishment of Social Enterprise London and the Social Enterprise Coalition. The heritage of the UK co-operative movement, however, differs from its continental counterpart in placing a much stronger emphasis on common ownership that inhibits the transfer of capital and assets to private interests. Approach: This paper is both conceptual and empirical. It examines different worker co-operative traditions and develops a meta-theory that explains underlying assumptions in different forms of co-operative social enterprise. Using empirical data from 5 common ownership co-operatives and 5 equity-based co-operatives, this exploratory study found differences in management style, access to finance and growth prospects both within and between the two groups. Implications: Devolution of management responsibilities was more prevalent in co-operatives permitting both individual and collective ownership, as opposed to common ownership. Access to external finance was less problematic for organisations where individuals had made investments. Despite this, it was not established that organisations with external equity or loan finance grew quicker or faired better over the longer term. Value: The value of the paper lies both in the development of a meta-theoretical framework for differentiating forms of worker co-operative, as well as empirical evidence on the impact of asset-locks in the management and development of social enterprises. The study suggests that the CLS version of the CIC, or abandonment of the CIC in favour of an appropriately structured CLS or IPS model, may be appropriate for social enterprises wishing to grow, but makes little difference in small service oriented social enterprises.</p

    Post-Election Audits: Restoring Trust in Elections

    With the intention of assisting legislators, election officials and the public to make sense of recent literature on post-election audits and convert it into realistic audit practices, the Brennan Center and the Samuelson Law, Technology and Public Policy Clinic at Boalt Hall School of Law (University of California Berkeley) convened a blue ribbon panel (the "Audit Panel") of statisticians, voting experts, computer scientists and several of the nation's leading election officials. Following a review of the literature and extensive consultation with the Audit Panel, the Brennan Center and the Samuelson Clinic make several practical recommendations for improving post-election audits, regardless of the audit method that a jurisdiction ultimately decides to adopt

    Budgetary processes: a political economy perspective

    The response to macro shocks, given the electoral structure, built in perverse incentives that influenced India's development process. The chapter selectively surveys political economic theory, Indian and other country experience to bring out the systemic incentives that affect political behaviour, government budgets, and expenditure. Conceptual categories developed are found useful in interpreting Indian experience. Overtime, conflicts between groups were handled in a way that lowered incentives for expansion of the cake, and led to a short-term focus. Price controls bred inefficiencies, especially after the oil shocks. But there are leverage points for change. Well-coordinated macro policy, including infrastructure spending, with some restraints on political-bureaucratic choices, could create incentives for rapid growth. The latter eases political adjustments. It makes longer-term sustainable re-distribution feasible, and raises returns to choices that improve human capital.perverse political incentives, macro shocks, price controls, political bureaucratic choices

    Your Schools,Your Voice: The Impact of Mayoral Control on Community Participation in Schools

    Teachers Unite, a membership organization of public school teachers working for social justice, developed this report -- with the research support of the Community Development Project at the Urban Justice Center -- in order to explore the impact of mayoral control on democratic participation in schools. Surveys and focus groups with teachers, Your schools, Your voice parents, and students, combined with a review of relevant laws, policies, and structures, revealed that teachers want decision-making power and the ability to provide feedback regarding the mayor's major decisions; however, the current participation mechanisms prevent this from happening effectively. At a time when teachers are criticized for being self-interested, many teachers stand with parents and students in the desire to create a school system where democratic participation is valued and the voice of the entire community is heard. When teachers are included in decision-making about schools, their work in the classroom will improve, thus leading to a better learning environment for their students. This report shows how the subsequent loss of power and accountability and lack of participation impact the New York City school system. By looking at the current school governance bodies, the programs initiated under mayoral control, and the views of teachers, parents, and students, this report documents how mayoral control devalues those directly impacted by the school system and proposes recommendations that can positively create the change the system needs
