    Multi-stakeholder partnerships in affordable rental housing: An investigation using soft systems framework

    Queensland Department of Housing has proposed the use of partnerships as one possible option to deliver affordable housing outcomes. Although this initiative is supported by other stakeholders, many constraints have impeded its implementation for the delivery of real projects. Whilst it might find application for mixed housing projects with some relaxation on tax and/ or planning requirements, in general, affordable housing has not been seen as a valuable investment. Moreover, the partnerships require stakeholders to work across boundaries and outside their comfort zones.\ud \ud This initial study examines the use of soft systems framework to explore stakeholders’ views of multi-stakeholder partnerships in affordable rental housing. A series of in-depth interviews with major stakeholders representing housing providers, regulators and users in Queensland has been conducted. \ud \ud Soft systems methodology has been used to express the unstructured problem by using systematic thinking to develop a conceptual model to solve the problem. A complex problem is broken down into role, social system and political system analyses. This study provides an example of using systematic thinking in solving conflicting problems. The gap between the conceptual model and implementation in the real world situation was also investigated. Major changes in the socio-cultural aspects of the broader community as well as between stakeholders were required to implement the further development of multi-stakeholder partnerships for affordable rental housing

    Development of a Methodology for the Economic Assessment of Managerial Decisions as a Factor of Increased Economic Security

    The article notes that the emergence of such a phenomenon as the interdependence of security and development, the so-called security-development nexus, becomes a determinant during the development of strategic documents at all hierarchical levels. It gives relevance to the search for methodological solutions that would on a strategic level take into account any potential threats to economic security, and on a tactical level provide for pragmatic actions that are not in conflict with the strategic development vector of business entities. The authors identify the instability factors that pose a real threat to economic security. They substantiate the expediency of forming a new model of the national economy development with a focal point on new industrialization. The article factors in the most important trends in the development of the global economy that determine the strategic vector of enhancing the economic security in Russia. It is ascertained that in the conditions of new industrialization, the intellectual core of the high-tech economy sector is formed by convergent technologies (NBICS technologies). The authors offer a methodological approach to the economic assessment of managerial decisions in the context of uncertainty. They also identify methodological principles that must be taken into account in developing a modern methodology for the economic assessment of business decisions. The principles include forming a preferred reality, or the so-called “vision of the future,” the priority of network solutions as the basis for the formation of new markets; mass customization and individualization of demands, principal changes in the profile of competences that ensure competitiveness on the labor market, use of the ideology of inclusive development and impact investment that creates common values. The proposed methodology is based on the optimum combination of traditional methods used for the economic assessment of managerial decisions with the method of real options and reflexive assessments with regard to entropy as a measure of uncertainty.     Policy Options for Assisting Child SSI Recipients in Transition

    The transition process for a child Supplemental Security Income (SSI) recipient nearing the age of 18 can be quite complicated. From a programmatic standpoint, all child SSI recipients have their eligibility redetermined under the adult SSI disability requirements at age 18. Potentially more important, many child SSI recipients are also at the age when they must prepare for life beyond secondary school. The choices made during this important transition could have long-term implications for a child's future employment prospects, particularly given the typically long durations of participation and strong work disincentives associated with SSI participation. The purpose of our analysis is to examine concerns related to this transition process and suggest policy options for consideration by the Social Security Administration's (SSA) Ticket Advisory Panel. Our findings are based on an extensive literature review of programs that serve child SSI recipients and semi-structured interviews with experts familiar with the problems facing youth during this transition. In previous reports, the Ticket Advisory Panel has suggested expanding eligibility for the Ticket program to child SSI recipients age 17 to 18 as one possible mechanism for improving independent living options for this population (Ticket to Work and Work Incentives Advisory Panel 2001). We build off this initial suggestion by examining other possible mechanisms for improving independent living options for "transition age" (i.e., youth nearing age 18) child SSI recipients

    Digital Democracy: Episode IV—A New Hope*: How a Corporation for Public Software Could Transform Digital Engagement for Government and Civil Society

    Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity

    Mid-term Evaluation of NGO Programmes Under EEA Grants 2009-2014

    The EEA Financial Mechanism (2009-2014) have committed 160,4 million to support seventeen NGO Programmes in sixteen countries: Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, the Slovak Republic, Slovenia and Spain. The overall objective of the EEA Grants NGO Programmes is strengthened civil society development and enhanced contribution to social justice, democracy and sustainable development in each of the beneficiary countries. As of 30 of June 2014, 957 projects in total of 53,793,561 have been supported mainly in the fields of democracy, citizen participation, human rights, social justice and empowerment, sustainable development and provision of basic welfare services. The mid-term evaluation of the NGO Programmes funded by the EEA Financial Mechanism (2009- 2014) is an independent formative evaluation. Its objective was two-fold: 1) to assess the progress and needs for improvement of the current Programmes, and 2) to inform policies for the next financial period. The main purpose of this evaluation was to provide an expert independent mid-term assessment of the contribution of the EEA Grants 2009-2014 to the NGO sectors in the beneficiary states operating NGO Programmes. The evaluation was of dual nature: (1) of a formative evaluation to identify progress and needs for improvement of the current Programmes and (2) of a forward oriented strategic review to inform policies for the next financial period

    Patenting and licensing of university research: promoting innovation or undermining academic values?

    Since the 1980s in the US and the 1990s in Europe, patenting and licensing activities by universities have massively increased. This is strongly encouraged by governments throughout the Western world. Many regard academic patenting as essential to achieve 'knowledge transfer' from academia to industry. This trend has far-reaching consequences for access to the fruits of academic research and so the question arises whether the current policies are indeed promoting innovation or whether they are instead a symptom of a pro-intellectual property (IP) culture which is blind to adverse effects. Addressing this question requires both empirical analysis (how real is the link between academic patenting and licensing and 'development' of academic research by industry?) and normative assessment (which justifications are given for the current policies and to what extent do they threaten important academic values?). After illustrating the major rise of academic patenting and licensing in the US and Europe and commenting on the increasing trend of 'upstream' patenting and the focus on exclusive as opposed to non-exclusive licences, this paper will discuss five negative effects of these trends. Subsequently, the question as to why policymakers seem to ignore these adverse effects will be addressed. Finally, a number of proposals for improving university policies will be made
