    Dynamic real-time risk analytics of uncontrollable states in complex internet of things systems, cyber risk at the edge

    The Internet of Things (IoT) triggers new types of cyber risks. Therefore, the integration of new IoT devices and services requires a self-assessment of IoT cyber security posture. By security posture this article refers to the cybersecurity strength of an organisation to predict, prevent and respond to cyberthreats. At present, there is a gap in the state of the art, because there are no self-assessment methods for quantifying IoT cyber risk posture. To address this gap, an empirical analysis is performed of 12 cyber risk assessment approaches. The results and the main findings from the analysis is presented as the current and a target risk state for IoT systems, followed by conclusions and recommendations on a transformation roadmap, describing how IoT systems can achieve the target state with a new goal-oriented dependency model. By target state, we refer to the cyber security target that matches the generic security requirements of an organisation. The research paper studies and adapts four alternatives for IoT risk assessment and identifies the goal-oriented dependency modelling as a dominant approach among the risk assessment models studied. The new goal-oriented dependency model in this article enables the assessment of uncontrollable risk states in complex IoT systems and can be used for a quantitative self-assessment of IoT cyber risk posture

    Strategic Capacity Withholding by Energy Storage in Electricity Markets

    Abstract: Although previous work has demonstrated the ability of large energy storage (ES) units to exercise market power by withholding their capacity, it has adopted modeling approaches exhibiting certain limitations and has not analyzed the dependency of the extent of exercised market power on ES operating properties. In this paper, the decision making process of strategic ES is modeled through a bi-level optimization problem; the upper level determines the optimal extent of capacity withholding at different time periods, maximizing the ES profit, while the lower level represents endogenously the market clearing process. This problem is solved after converting it to a Mathematical Program with Equilibrium Constraints (MPEC) and linearizing the latter through suitable techniques. Case studies on a test market quantitatively analyze the extent of capacity withholding and its impact on ES profit and social welfare for different scenarios regarding the power and energy capacity of ES

    Industrial districts as organizational environments: resources, networks and structures

    The paper combines economic and sociological perspectives on organizations in order to gain a better understanding of the forces shaping the structures of industrial districts (IDs) and the organizations of which they are constituted. To effect the combination , the resource based view (RBV) and resource dependency theory are combined to explain the evolution of different industry structures. The paper thus extends work by Toms and Filatotchev by spatializing consideration of resource distribution and resource dependence. The paper has important implications for conventional interpretations in the fields of business and organizational history and for the main areas of theory hitherto considered separately, particularly the Chandlerian model of corporate hierarchy as contrasted with the alternative of clusters of small firms coordinated by networks

    Antarctica and the sub-Antarctic islands are among the last regions on earth that are still relatively unspoilt from human activity. At the same time, they are also among the last tourism frontiers in the world. The forms of tourism, trends, impacts and the current management mechanisms are described and assessed. New Zealand is offered as a case-study because it is experiencing increased visitation to its Antarctic and sub-Antarctic territories. As claimant to a section of Antarctica and signatory to the Antarctic Treaty, New Zealand has a vested interest in preserving this unique area. As the operator of Antarctic bases, it is probable that the New Zealand government may be called upon to provide assistance to tourist expeditions in the Antarctic. New Zealand companies are involved in tourist visits to the sub-Antarctic islands. Attention is drawn to areas of concern, and the various policies New Zealand applies to Antarctic and sub-Antarctic ecotourism are analysed. The need for a sustainable tourist management regime is examined, in order to balance the paradox between preservation and visitation. The varying aspects of international and national management regimes to manage Antarctic and sub-Antarctic tourism are discussed. Antarctica is managed by an international system, whereas the sub-Antarctic islands are subject to national legislation. This has implications for tourism management in these regions. It is questioned whether the present tourist regulations are adequate to protect the sub-Antarctic and Antarctic environments from the impacts of tourism. It is suggested that the current mechanisms are not sufficient, and the establishment of an International Convention on Antarctic and sub-Antarctic Tourism is proposed

    Knowledge and perceptions in participatory policy processes: lessons from the delta-region in the Netherlands

    Water resources management issues tend to affect a variety of uses and users. Therefore, they often exhibit complex and unstructured problems. The complex, unstructured nature of these problems originates from uncertain knowledge and from the existence of divergent perceptions among various actors. Consequently, dealing with these problems is not just a knowledge problem; it is a problem of ambiguity too. This paper focuses on a complex, unstructured water resources management issue, the sustainable development—for ecology, economy and society—of the Delta-region of the Netherlands. In several areas in this region the ecological quality decreased due to hydraulic constructions for storm water safety, the Delta Works. To improve the ecological quality, the Dutch government regards the re-establishment of estuarine dynamics in the area as the most important solution. However, re-establishment of estuarine dynamics will affect other uses and other users. Among the affected users are farmers in the surrounding areas, who use freshwater from a lake for agricultural purposes. This problem has been addressed in a participatory decision-making process, which is used as a case study in this paper. We investigate how the dynamics in actors’ perceptions and the knowledge base contribute to the development of agreed upon and valid knowledge about the problem–solution combination, using our conceptual framework for problem structuring. We found that different knowledge sources—expert and practical knowledge—should be integrated to create a context-specific knowledge base, which is scientifically valid and socially robust. Furthermore, we conclude that for the convergence of actors’ perceptions, it is essential that actors learn about the content of the process (cognitive learning) and about the network in which they are involved (strategic learning). Our findings form a plea for practitioners in water resources management to adopt a problem structuring approach in order to deal explicitly with uncertainty and ambiguity

    The global dimension of water governance: Nine reasons for global arrangements in order to cope with local water problems

    Where water problems extend beyond the borders of local communities, the catchment area or river basin is generally seen as the most appropriate unit for analysis, planning and institutional arrangements. In this paper it\ud is argued that addressing water problems at the river basin level is not always sufficient. It is shown that a substantial part of today’s water issues carries a (sub)continental or even global dimension, which urges for a governance approach that comprises coordination and institutional arrangements at a level above that of the river basin. This paper distinguishes and reviews nine developments that support this argument: ‱ Local issues of water scarcity and flooding will be enhanced or weakened by human-induced global climate\ud change.\ud ‱ Local problems of water pollution are often intrinsic to the structure of the global economy.\ud ‱ There is a growing presence of multinationals in the drinking water sector.\ud ‱ Several national governments are developing plans for large-scale inter-basin water transfers.\ud ‱ An increasing number of water-short countries seek to preserve their domestic water resources through the\ud import of water in virtual form.\ud ‱ Global trade in water-intensive commodities offers the opportunity of global water saving if this trade is\ud from countries with high to countries with low water productivity.\ud ‱ The water footprints of individual people are increasingly externalised to other parts of the world, so that\ud many local water problems are strongly related to consumption elsewhere.\ud ‱ Some people around the world have comparatively high water footprints, which raises the question of\ud whether this is fair and sustainable.\ud ‱ Due to its increasing scarcity and uneven distribution across the globe, water is gradually becoming a geopolitical resource, influencing the power of nations.\ud The described developments raise the question of what kind of institutional arrangements could be developed to cope with the global dimension of water issues. A few possible directions are identified in an explorative analysis: an international protocol on full-cost water pricing, a water label for water-intensive products, a disposal tax on goods that will cause water pollution in their waste stage (to be used for pollution prevention and\ud control), international nutrient housekeeping, minimum water rights, maximum allowable water footprints, and tradable water footprint permits

    High-Tech Urban Agriculture in Amsterdam : An Actor Network Analysis

    The agriculture and horticulture sector in the Netherlands is one of the most productive in the world. Although the sector is one of the most advanced and intense agricultural production systems worldwide, it faces challenges, such as climate change and environmental and social unsustainability of industrial production. To overcome these challenges, alternative food production initiatives have emerged, especially in large cities such as Amsterdam. Some initiatives involve producing food in the urban environment, supported by new technologies and practices, so-called high-tech urban agriculture (HTUA). These initiatives make cultivation of plants inside and on top of buildings possible and increase green spaces in urban areas. The emerging agricultural technologies are creating new business environments that are shape d by technology developers (e.g., suppliers of horticultural light emitting diodes (LED) and control environment systems) and developers of alternative food production practices (e.g., HTUA start-ups). However, research shows that the uptake of these technological innovations in urban planning processes is problematic. Therefore, this research analyzes the barriers that local government planners and HTUA developers are facing in the embedding of HTUA in urban planning processes, using the city of Amsterdam as a case study. This study draws on actor-network theory (ANT) to analyze the interactions between planners, technologies, technology developers and developers of alternative food production practices. Several concepts of ANT are integrated into a multi-level perspective on sustainability transitions (MLP) to create a new theoretical framework that can explain how interactions between technologies and planning actors transform the incumbent social\u2013technical regime. The configuration of interactions between social and material entities in technology development and adoption processes in Amsterdam is analyzed through the lens of this theoretical framework. The data in this study were gathered by tracing actors and their connections by using ethnographic research methods. In the course of the integration of new technologies into urban planning practices, gaps between technologies, technology developers, and planning actors have been identified. The results of this study show a lacking connection between planning actors and technology developers, although planning actors do interact with developers of alternative food production practices. These interactions are influenced by agency of artefacts such as visualizations of the future projects. The paper concludes that for the utilization of emerging technologies for sustainability transition of cities, the existing gap between technology developers and planning actors needs to be bridged through the integration of technology development visions in urban agendas and planning processe
