    Interregiona;Decomposition of labor productivity differences in China, 1987-1997

    The literature on regional disparities in China is both broad and deep. Nonetheless much of its focus has been on the effects of trade liberalization and national policies toward investment in interior provinces. Few pieces have examined whether the disparities might simply be due to differences in industry mix, final demand, or even interregional trade. Using multiregional input-output tables and disaggregated employment data, we decompose change in labor productivity growth for seven regions of China between 1987 and 1997 into five partial effects—changes in value added coefficients, direct labor requirements, aggregate production mix, interregional trade, and final demand. Subsequently we summarize the contributions to labor productivity of the different factors at the regional level. In this way, we present a new perspective for recent causes of China’s interregional disparity in GDP per worker.Decomposition; input-output analysis; productivity; regional disparity; China

    European smart specialization for Ukrainian regional development: path from creation to implementation

    The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of SS realization. The structure of SME’s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds

    Trade Liberalization and Regional Inequality - Do Transportation Costs Impose a Spatial Poverty Trap?

    This paper focuses on the spatial impacts of barriers to trade, in the form of tariffs, in a national economy. More specifically, we are concerned with the spatial impediments for the internal transmission of the potential benefits of trade liberalization, in the form of high transportation costs that the more remote regions face. The strategy adopted in this research utilizes a spatial CGE model integrated to a geo-coded transportation model to evaluate shifts in the economic center of gravity and regional specialization in the Brazilian economy due to further liberal tariff policies. Comparative advantage is grasped through the use of differential regional production technologies; geographical advantage is verified through the explicit modeling of the transportation services, as well as increasing returns associated to agglomeration economies; and cumulative causation appears through the operation of internal and external multipliers and interregional spillover effects.

    Regional Integration in the Black Sea Region: the Case of Two Sisters, Istanbul and Odessa

    The political change in the 1980’es and 1990’es in the Black Sea Region has introduced many questions regarding its future as the region faces massive problems like conflicts on territory, drop of production levels in the 1990’es and related poverty, and last but not the least, environmental problems. The size of the region also blurs the picture. However, briefly there are three major influences that mark the future development of the region: globalization, regionalization and Euro-Asian integration. We propose that under these three influences, a new global integration zone, consisting of multiple networks between cities of the Black Sea Region is emerging. Our proposition that a new global integration zone is emerging within the Black Sea Region depends on three assumptions: Our first assumption is that neo-liberal globalization and regionalization (and particularly Euro-Asian integration) lead to development of similar political changes in the region. Our second assumption is that neo-liberal globalization and regionalization lead to development of similar spatial socio-economic developments within the Black Sea Region which brings some cities to the fore to gain power in the national and global organization of production. Our third assumption is that there is increasing trans-national integration between subject cities. Emergence of such a zone is perhaps most important for policy makers at the local level who have to face either positive or negative on-site effects of globalization and regionalization. Increasing socio-economic inequalities, excessive agglomeration of economic activities and population, diversification of population and increasing complexity of problems cripple traditional city management and planning practices in these countries which have a strong central planning and administration background. Due to practical reasons, we limit our study to integration of two sub-national regions, the province of Istanbul, and the province of Odessa which are also sister cities. Province of Istanbul may be recalled as Greater Istanbul, or Istanbul Metropolitan City since at 2004 due to change in the administrative legislation. Province of Odessa includes the city of Odessa as well as other cities within the province. We may conclude that there is progressive convergence in the political grounds between Turkey-Ukraine and Istanbul-Odessa, mainly in the framework of the global structures that are predominantly part of the Euro-Atlantic supra-structure. Though there is not much evidence of similarity in spatial development of Istanbul and Odessa, particularly due to political inclarity and problems of administrative decentralization in Ukraine, there is evidence of economic and social integration, between Turkey-Ukraine and Istanbul-Odessa, which experiences slow development, and negative side effects like informal activities. As a conclusion we may argue that integration of two regions might heavily depend on the Ukrainian foreign and domestic policies, and the decisions of supra-national structures like the World Trade Organization and EU. We may expect a progress in economic integration by the removal of trade barriers, where Istanbul and Odessa would be direct beneficiaries as both production and transfer centres. Further administrative decentralization in Ukraine might lead to a re-population in Odessa Region, as happened in Istanbul after the 1980 period.

    Combining geoprocessing and interregional input-output systems: An application to the State of SĂŁo Paulo in Brazil

    This work develops a method for the construction of input-output systems capable of estimating the flows of goods and services among cities, having in view that the creation of accurate strategies depends on the regional peculiarities incorporated in the scope of the economic planning researches. The study innovates by combining geoprocessing with inputoutput theory elements, facilitating the interpretation of the information available on the extensive data set of interregional input-output systems. The analytical potential is showed through a panoramic evaluation of the São Paulo State supply and demand relations, and by the application of the estimated input-output system to a study of the regional impacts of the “Bolsa Familia” Program, an income transfer program from the Federal government. The results show that this program must be understood not only as a form of income transference, but also as a catalytic agent for decreasing the regional inequality inside the state.Input-Output; Geoprocessing; Regional Development; Brazil; São Paulo State

    Dis-embedded Openness: Inequalities in European Economic Integration at the Sectoral Level

    The process of European integration resulted in a marked increase in transnational economic flows, yet regional inequalities along many developmental indicators remain. We analyze the unevenness of European economies with respect to the embedding of export sectors in upstream domestic flows, and their dependency on dominant export partners. We use the WIOD data set of sectoral flows for the period of 1995-2011 for 24 European countries. We found that East European economies were significantly more likely to experience increasing unevenness and dependency with increasing openness, while core countries of Europe managed to decrease their unevenness while increasing their openness. Nevertheless, by analyzing the trajectories of changes for each country, we see that East European countries are also experiencing a turning point, either switching to a path similar to the core, or to a retrograde path with decreasing openness.     European Regional Science: Between Economy of Culture and Economy of Catastrophes (Review of the ERSA 2005 Amsterdam Congress Reports)

    ERSA Congress can be seen as laboratory of ideas with broad representation not only European, but also scientists from US, Japan, Korea, Brazil, African and Asian countries. With very high speed new thoughts and phenomena from the European regional scientific community appear on the stages of the ERSA annual Congresses. Three new features were characteristic for the 2005 ERSA Congress in comparison with the previous ones. First, special focus on the factors of density in the regional development. That was not surprising as the meeting was held in the city of Amsterdam with the highest density in Europe where land and space are scarce goods. Second, integrative tendencies in attempt to use natural factors to explain traditional phenomena of the regional science. Issues of land and water management coincide with economic growth and regional development in many reports. Third, for the first time theme of networks and network society was embedded in many sections of the Congress and in the very title of the Congress itself. All these aspects as participants demonstrated could be positive creative factors increasing cultural assets of the European regions, efficiency of the knowledge transfer, leisure activities; or negative as the source of disaster and risk for human beings. Density factors (lack of people or lack of space?) divide European regional science into two sciences – urban for the populated regions and regional for the territories scarcely populated with very different themes, methods and tools of research. Housing markets, urban sprawl and commuting patterns are popular topics in the first case; labour markets and human capital in the second case. New Economic Geography models work smoothly in the first regions but are inappropriate in the second. Competition is harder in the labour markets of the populated regions but is softer in the regions with scattered population where it is substituted by the forces of cooperation. Contemporary regional society can be sustainable only as network society. In the reports networks were examined on different levels: a) as transportation networks in the investment national or interregional projects; b) as policentricity urban structures replacing Cristaller’s hierarchy of central places; c) as public-public, public-private partnerships combining public and private stakeholders in the decision-making process. Transition of the European regions from the industrial to network/service has begun 25 years ago. Position of the concrete region on this route determines clearly the type and intensity of its problem and research agenda. The more advanced is the region or nation on this route the more often terms like ñ€Ɠreinventñ€, ñ€Ɠrethinkñ€, ñ€Ɠrevisitedñ€ are used in the scientific community. Rediscovery of the old concepts, definitions, essence (as Amsterdam Congress demonstrated) is very creative and challenging process of the post-industrial regional science.

    Local Industrial Structures and Female Entrepreneurship in India

    We analyze the spatial determinants of female entrepreneurship in India in the manufacturing and services sectors. We focus on the presence of incumbent female-owned businesses and their role in promoting higher subsequent female entrepreneurship relative to male entrepreneurship. We find evidence of agglomeration economies in both sectors, where higher female ownership among incumbent businesses within a district-industry predicts a greater share of subsequent entrepreneurs will be female. Moreover, higher female ownership of local businesses in related industries (e.g., those sharing similar labor needs, industries related via input-output markets) predict greater relative female entry rates even after controlling for the focal district-industry’s conditions. The core patterns hold when using local industrial conditions in 1994 to instrument for incumbent conditions in 2000-2005. The results highlight that the traits of business owners in incumbent industrial structures influence the types of entrepreneurs supported.
