    Outsourcing has become a buzz word in strategic management as the competition of modern business is the competition among business networks. The reviews on the measure of outsourcing success are conceptually fragmented due to different theories that have been applied in different studies. The overall aim of this paper is to develop an integrated framework in measuring the performance of services outsourcing. The framework is derived from Social Exchange Theory. Each party responsibility in dyadic relationship over outsourcing success is examined. This is followed by the identification of the mediating effect of compatibility between partners, and moderating effect of partnership quality to the aforementioned relationship.     Knowledge-based Practices for Managing the Outsourced Project

    The management of outsourced information systems development (ISD) projects is both complex and problematic due to the type of outsourcing arrangement, the nature of the work that is outsourced, and the relationship between the vendor and client. Moreover, outsourced projects are conducted in an unstructured environment with divergent organizational expectations. Existing project management techniques and methodologies may not be sufficient to resolve such complexity, and project management needs to encompass knowledge-based aspects of management. Knowledge-based practices (KBPs) are directed to exploring, understanding and making sense of complex situations, sharing that understanding and using that understanding to inform actions to resolve that complexity. These KBPs need to be explicitly included in an expanded repertoire of project management techniques. In this paper we explore how KBPs facilitate the conduct execution of an outsourced ISD projects through a case study in a large Australian federal government department. Our study shows how KBPs operationalize and formalise a knowledge-based approach to project management for the successful delivery and management of outsourced projects. Significantly our study shows that KBPs are not only used within the project boundary but are also applied outside of the project boundaries boundary to address project complexity at a broader, strategic organisational level

    Antecedents of the Outsourcing Relationship: A Systematic Review

    Recently, the advancement in business competition is increasing. Outsourcing has become an important strategy in the organizations. Most of the outsourcing objectives are for cost-saving and focusing on the main activities in the organization. To realize the importance of outsourcing, the goal of this research is to explore the key theoretical views that are related to Business Process Outsourcing (BPO) and Information Technology Outsourcing (ITO) relationships which BPO and ITO, which are the same, means that others are responsible for the non-core work but is a different part of the work. Therefore, this research is interesting in terms of seeing the different perspectives of outsourcing. The research articles in the ScienceDirect database from 2000 to 2018 with related domains were collected using related keywords such as BPO, ITO, outsourcing performance, and outsourcing contract duration. After all relative papers were collected, they are categorized into four major topics including (1) Understanding in outsourcing, (2) Related costs in outsourcing, (3) Outsourced long-term relationships, and (4) Internal control systems in outsourced projects. Based on our systematic review, this study summarized the current trends of research in the concerned areas, together with significant findings that can be applied, integrated, or compared with this study

    Policy coalitions and ambitious politicians: a case study of Philippine social policy reform

    The Benigno “Noynoy” Aquino administration witnessed a series of social policy reforms such as Republic Act (RA) 10533 (K-12 Law) and RA 10354 (Reproductive Health Law). The political process of this reform is full of intellectual puzzles considering the conventional knowledge on Philippine politics, which is mainly shaped by the framework of weak state. Why was the administration able to carry out the reforms despite the strong opposition from vested interests sustaining the weak state? This paper argues that ambitious politicians, i.e., those who differ in policy positions and seek to challenge the existing power structure, can work with policy advocates both in public and private sectors and create policy coalitions which result into policy reform.     Deviations of Governance In IT Multi-Sourcing: A Case Study

    IT outsourcing (ITO) refers to the shift of IT/IS activities from internal to external of an organization. In prior research, the governance of ITO is recognized with persistent strategic importance for practice, because it is tightly related to ITO success. Under the rapid transformation of global market, the evolving practice of ITO requires updated knowledge on effective governance. However, research on ITO governance is still under developed due to the lack of integrated theoretical frameworks and the variety of empirical settings besides dyadic client-vendor relationships. Especially, as multi-sourcing has become an increasingly common practice in ITO, its new governance challenges must be attended by both ITO researchers and practitioners. To address this research gap, this study aims to understand multi-sourcing governance with an integrated theoretical framework incorporating both governance structure and governance mechanisms. The focus is on the emerging deviations among formal, perceived and practiced governance. With an interpretive perspective, a single case study is conducted with mixed methods of Social Network Analysis (SNA) and qualitative inquiries. The empirical setting embraces one client firm and its two IT suppliers for IT infrastructure services. The empirical material is analyzed at three levels: within one supplier firm, between the client and one supplier, and among all three firms. Empirical evidences, at all levels, illustrate various deviations in governance mechanisms, with which emerging governance structures are shaped. This dissertation contributes to the understanding of ITO governance in three domains: the governance of ITO in general, the governance of multi-sourcing in particular, and research methodology. For ITO governance in general, this study has identified two research strands of governance structure and governance mechanisms, and integrated both concepts under a unified framework. The composition of four research papers contributes to multi-sourcing research by illustrating the benefits of zooming in and out across the multilateral relationships with different aspects and scopes. Methodologically, the viability and benefit of mixed-method is illustrated and confirmed for both researchers and practitioners.IT-palveluiden ulkoistamisen tarkoituksena on hankkia organisaation tarvitsemat IT-palvelut toiselta organisaatiolta. AihepiiristĂ€ ei kuitenkaan ole olemassa integroitua tieteellistĂ€ viitekehystĂ€. LisĂ€ksi aiempi IT-palveluiden hallintaa kĂ€sittelevĂ€ empiirinen tutkimus on perehtynyt vain kahdenvĂ€lisiin asiakas–tuottaja suhteisiin. TĂ€mĂ€n johdosta on tĂ€rkeÀÀ tutkia lisÀÀ IT-palveluiden ulkoistamisen hallintaa yleensĂ€ ja erityisesti niissĂ€ tilanteissa, joissa IT-palvelut on ulkoistettu useille toimijoille eli kyse on IT-palveluiden moniulkoistamisesta. Työn empiirisessĂ€ osassa erityisenĂ€ kiinnostuksen kohteena oli se, mitĂ€ palvelun hallinnasta oli virallisesti sovittu, kuinka eri osapuolet olettivat hallinnan tapahtuvan, ja miten hallinta kĂ€ytĂ€nnössĂ€ toteutui. Aihetta tutkittiin tulkitsevan tapaustutkimuksen keinoin yhdistĂ€en puolistrukturoitua haastattelututkimusta ja sosiaalisten verkostojen analyysiĂ€. Tutkimusaineisto kerĂ€ttiin yhdestĂ€ asiakasyrityksestĂ€ ja sen kahdesta IT-palveluiden toimittajasta. Aineiston analysointi tehtiin kolmella tasolla: yksittĂ€isen toimittajayrityksen, asiakkaan ja toimittajan vĂ€lisen suhteen sekĂ€ kaikkien toimijoiden vĂ€listen suhteiden tasolla.     Applying Costing Models for Competitive Advantage

    Making good supply management decisions is essential to competing in the global market, as these decisions often account for more than 60% of the average company\u27s total costs. The purpose for this single case study was to explore the strategy that a large manufacturing firm in northeast Ohio used to identify costs when making effective purchasing decisions. The total cost of ownership (TCO) theory was the conceptual framework for the study. The data collection included a semistructured interview with a senior level supply manager and a focus group consisting of mid-level supply managers. Member checking provided verification of the interpreted participants\u27 responses. Methodological triangulation included 2 company documents pertinent to the supply management department that resulted in 4 emerging themes: identifying total costs, tools for implementing TCO, supplier rating and management, and detailed recordkeeping. The findings of this study revealed a simpler approach to capturing and organizing data than was acknowledged in the literature reviewed. The findings showed TCO supported purchasing decisions that often resulted in domestically or regionally purchased products rather than offshore buys. Therefore, reassessment of true total costs by senior manufacturing supply managers might impact social change as more procurement decisions forego sourcing offshore and bring manufacturing of products back to local communities

    The Moderating Effect of Top Management\u27s Collective Mindfulness on the Relationship between Top Management Support and IS Function Performance

    As an exploratory study we apply the concept of mindfulness to examine the moderating influence of cognitive processes of top management on the relationship between its support for the IS function and the overall IS function performance. In doing so we enhance our understanding of the underlying cognitive processes associated with top management in their support toward the IS function. We trace the origins of mindfulness in the psychology area to its final possible assimilation in IS research. We then broaden the potential application of collective mindfulness in IS research and embark on developing a scale of collective mindfulness in the IS context. Examination of such possible moderating influences in the context of top management support and IS performance may open doors for future, much deeper, integration of mindfulness in IS research and may help both research and practice in the continued quest for achieving reliable performance of IS

    Outsourcing Self-Regulation

    Answerable only to the courts that have the sole authority to grant or withhold the right to practice law, lawyers operate under a system of self-regulation. The self-regulated legal profession staunchly resists external interference from the legislative and administrative branches of government. Yet, with the same fervor that the legal profession defies non-judicial oversight, it has subordinated itself to the controlling influence of a private corporate interest. By outsourcing the mechanisms that control admission to the bar, the legal profession has all but surrendered the most crucial component of its gatekeeping function to an industry that profits at the expense of those seeking entry.The judicial outsourcing of the bar exam has privatized bar admission in ways that can be detrimental to the goal of public protection and damaging to those seeking licensure. The manner in which state courts have fostered privatized bar admission brings into question whether the delegation of judicial power is consistent with Constitutional prerogatives. This article applies the lenses of multiple political-economic theories to the normative framework of attorney self-regulation and bar admission. In so doing, it seeks to identify justifications for outsourcing an exclusive judicial power that is essential to the goals of self-regulation. This article ultimately questions whether the legal profession has surrendered, or will soon lose, the ability to regulate itself. The article concludes with multiple recommendations to reverse the directional flow of power in attorney licensure in a manner that will yield more transparency and public accountability

    Theory Informing Decision-Making on Outsourcing: A Review of Four ‘Five- Year’ Snapshots Spanning 47 Years

    This study investigates how researchers use theory for decision-making on outsourcing through a longitudinal systematic literature review covering four five-year intervals spanning 1965–2011. Each of the 249 retrieved papers has been categorised based on theory used, nature of literature review, research method, type of industry investigated, organisational functions, performance criteria and level of decision making. Notwithstanding a surge in academic writings on outsourcing, our analysis of the four periods shows that few papers contribute to theory or provide further insight into outsourcing. The focus of most papers tends to be on the practitioner’s perspective with decision making shifting from mainly financial–economic and operational considerations to strategic, long-term and multidimensional criteria that are not necessarily linked to a particular theoretical stance. The findings also imply that a full account of theories, their application as well as systematic testing in the context of outsourcing decision making, is still needed for advancing such knowledge. However, the evidence also suggests that methods for decision making do not vary much between domains and functions, although there are some exceptions, such as R&D, logistics and public sector functions. This study also identifies a framework for future research into decision-making on outsourcing
