See no evil? Ethics in an interventionist ICTD
This paper considers some of the ethical questions that arise in conducting interventionist ICTD research, and examines the ethical advice and guidance that is readily available to researchers.
Recent years have seen a growing interest from technology
researchers in applying their skills to address the needs and aspirations of people in developing regions. In contrast to much previous research in Information and Communication Technologies for Development (ICTD) which has sought to study and understand processes surrounding technologies, technology researchers are interested in finding ways to change the forms of these technologies in order to promote desirable social aims.
These more interventionist research encounters raise distinctive ethical challenges.
This paper explores the discussions that have been presented in the major ICTD journals and conferences and major development studies journals as well as examining codes of conduct from related fields of research. Exploration of this literature shows that the quantity, quality and detail of advice that directly addresses
the challenges of interventionist ICTD is actually very limited.
This paper argues that the there is an urgent need for the ICTD research community to investigate and debate this subject

Connecting ICTs to development: The IDRC experience
Book ReviewAlthough the editors speciªcally deny that this book is a historical account, it only narrowly escapes that label. The book does attempt to consolidate some 15 years of International Development Research Centre (IDRC)–sponsored action research on ICT intervention projects undertaken in three main global regions, Latin America and the Caribbean, Africa and Asia. This “Herculean” (the editors’ words) effort does give the book the semblance of an epic, engrossing, all-encompassing exposition of the key concerns, actors, and events relevant to the IDRC’s ICT4D community. The book reports on the work of an IDRC-created thematic grouping identified as “Information and Communications Technologies for Development” (ICT4D), an acronym which has since gained widespread appeal in the academic research community (Heeks, 2006)
Human-computer interaction for development (HCI4D):the Southern African landscape
Human-Computer interaction for development (HCI4D) research aims to maximise the usability of interfaces for interacting with technologies designed specifically for under-served, under-resourced, and under-represented populations. In this paper we provide a snapshot of the Southern African HCI4D research against the background of the global HCI4D research landscape.We commenced with a systematic literature review of HCI4D (2010-2017) then surveyed Southern African researchers working in the area. The contribution is to highlight the context- specific themes and challenges that emerged from our investigation
Discourses on ICT and development.
Research on ICT and development (ICTD) involves assumptions on the nature of ICT innovation and on the way such innovation contributes to development. In this article I review the multidisciplinary literature on ICTD and identify two perspectives regarding the nature of the ICT innovation process in developing countries - as transfer and diffusion and as socially embedded action - and two perspectives on the development transformation towards which ICT is understood to contribute - progressive transformation and disruptive transformation. I then discuss the four discourses formed by combining the perspectives on the nature of IS innovation and on the development transformation. My review suggests that ICTD research, despite its remarkable theoretical capabilities to study technology innovation in relation to socio-economic context, remains weak in forming convincing arguments on IT-enabled socio-economic development.
Evolving a software development methodology for commercial ICTD projects
This article discusses the evolution of a “DistRibuted Agile Methodology Addressing Technical Ictd in Commercial Settings” (DRAMATICS) that was developed in a global software corporation to support ICTD projects from initial team setup through ICT system design, development, and prototyping, to scaling up and transitioning, to sustainable commercial models. We developed the methodology using an iterative Action Research approach in a series of commercial ICTD projects over a period of more than six years. Our learning is reflected in distinctive methodology features that support the development of contextually adapted ICT systems, collaboration with local partners, involvement of end users in design, and the transition from research prototypes to scalable, long-term solutions. We offer DRAMATICS as an approach that others can appropriate and adapt to their particular project contexts. We report on the methodology evolution and provide evidence of its effectiveness in the projects where it has been used
Privacy Vulnerabilities in the Practices of Repairing Broken Digital Artifacts in Bangladesh
This paper presents a study on the privacy concerns associated with the practice of repairing broken digital objects in Bangladesh. Historically, repair of old or broken technologies has received less attention in ICTD scholarship than design, development, or use. As a result, the potential privacy risks associated with repair practices have remained mostly unaddressed. This paper describes our three-month long ethnographic study that took place at ten major repair sites in Dhaka, Bangladesh. We show a variety of ways in which the privacy of an individual’s personal data may be compromised during the repair process. We also examine people’s perceptions around privacy in repair, and its connections with their broader social and cultural values. Finally, we discuss the challenges and opportunities for future research to strengthen the repair ecosystem in developing countries. Taken together, our findings contribute to the growing discourse around post-use cycles of technology
Human computer interaction for international development: past present and future
Recent years have seen a burgeoning interest in research into the use of information and communication technologies (ICTs) in the context of developing regions, particularly into how such ICTs might be appropriately designed to meet the unique user and infrastructural requirements that we encounter in these cross-cultural environments. This emerging field, known to some as HCI4D, is the product of a diverse set of origins. As such, it can often be difficult to navigate prior work, and/or to piece together a broad picture of what the field looks like as a whole. In this paper, we aim to contextualize HCI4D—to give it some historical background, to review its existing literature spanning a number of research traditions, to discuss some of its key issues arising from the work done so far, and to suggest some major research objectives for the future

User-created persona: Namibian rural Otjiherero speakers
Persona is a communicative artefact for usability that currently functions under the umbrella of User-Centred Design (UCD). Since we argue usability methods differ across cultures, this project presents a cross-cultural research probe on persona generated by indigenous Otjiherero speakers in Namibia. The objective is to find out how participants in this milieu take on, understand and portray persona artefacts, what goals of User Experience (UX) emerge from the inquiry, and whether the artefacts created simulate or differ from those in literature. Tentative methods scaffold from benefits attained by persona in the attempt to advance persona technical communication in cross-cultural design. This experience report presents initial findings on narrative content, rhetorical preferences, and the physical layout of persona artefacts as so-far constructed by Otjiherero speakers in rural Namibia. The report draws to a close reflecting on present challenges and advances, and indicating upcoming pathways
Moving ICTD research beyond bungee jumping: practical case studies and recommendations
The global spread of Internet and mobile communications has been accompanied by a growing interest in how information and communication technologies (ICTs) can contribute to social and economic development. There are a considerable number of such examples in developing countries. For example, M-Pesa in Kenya allows workers in the cities to send money back to families living in the countryside using SMS messages on basic mobile phones. In Ghana, the Motech project allows community health workers to use feature phones and network services to track ante-natal (and post-natal) care with the objective of improving outcomes for both mothers and babies. Other examples include Gram Vaani's (GRINS) open-source software for community radio stations, or Ushahidi's initiatives, which began with tracking post-electoral violence in Kenya in 2008 using mobile phones and Google maps. These examples illustrate different ways of leveraging ICT to improve lives and livelihoods worldwide.
