A Distributed Catalog for Digitized Cultural Heritage

    Get PDF
International audiencePeer-to-peer networks have emerged recently as a flexible decentralized solution to handle large amount of data without the use of high-end servers. In this paper we present a distributed catalog built up on an overlay network called "Synapse". The Synapse protocol allows interconnection of different overlay networks each of them being an abstraction of a "community" of virtual providers. Data storage and data retrieval from different kind of content providers (i.e. libraries, archives, museums, universities, research centers, etc.) can be stored inside one catalog. We illustrate the concept based on the Synapse protocol: a catalog for digitized cultural heritage of Serbia

The Analytical Country Reports analyse and assess in a structured manner the evolution of the national policy research and innovation in the perspective of the wider EU strategy and goals, with a particular focus on the performance of the national research and innovation (R&I) system, their broader policy mix and governance. The 2013 edition of the Country Reports highlight national policy and system developments occurring since late 2012 and assess, through dedicated sections: -National progress in addressing Research and Innovation system challenges; -National progress in addressing the 5 ERA priorities; -The progress at Member State level towards achieving the Innovation Union; -The status and relevant features of Regional and/or National Research and Innovation Strategies on Smart Specialisation (RIS3); -As far relevant, country Specific Research and Innovation (R&I) Recommendations. Detailed annexes in tabular form provide access to country information in a concise and synthetic manner. The reports were originally produced in December 2013, focusing on policy developments occurring over the preceding twelve months.JRC.J.2-Knowledge for Growt

A survey of models for inference of gene regulatory networks

    Get PDF
In this article, I present the biological backgrounds of microarray, ChIP-chip and ChIPSeq technologies and the application of computational methods in reverse engineering of gene regulatory networks (GRNs). The most commonly used GRNs models based on Boolean networks, Bayesian networks, relevance networks, differential and difference equations are described. A novel model for integration of prior biological knowledge in the GRNs inference is presented, too. The advantages and disadvantages of the described models are compared. The GRNs validation criteria are depicted. Current trends and further directions for GRNs inference using prior knowledge are given at the end of the paper

A discussion of the role that the United Nations Economic Commission for Europe can play in helping to integrate the countries of South-Eastern Europe into the wider European economy as well as the global economy. Central to this discussion is how the UNECE can increase its institutional cooperation with the Regional Cooperation Council and the European Union's Neighbourhood Policy. A number of specific recommendations are made.South-East Europe, Foreign Policy, International Affairs, Economic integration, European Union enlargement, Regional Cooperation Council, Western Balkins, United Nations

Political, Economic and Social Challenges of the Balkan Countries in the Process of European Integration

    Get PDF
Since the fall of the Berlin Wall all the Balkan countries have turned their direction toward the EU and NATO. During these two decades there have occurred very drastic changes in this region. Yugoslavia has been dissolved giving birth to eight different countries, for some of which the chirurgical “intervention” has been needed. Albania the country enclosed in the iron cage for five decades has reached a previously unbelievable place in the international arena with its NATO membership in April 2009. Romania and Bulgaria within one and half decades of the fall of the Communism in Eastern Europe, realized their NATO and EU membership dreams. Turkey, the biggest country within the region and a senior NATO member, has long been seeking EU membership gates by undertaking reforms. Greece, as the oldest EU member in the region, has played a very decisive role in the integration process of the region. Balkan nationalism and intrastate conflicts which have been always present in this region, have slowed down the process of integration. Corruption and governance deficits, although in decrease, have been other factors hindering the way to EU membership. In these developments Epoka University, in cooperation with Istanbul University, organized the Second International Conference on European Studies to assist the continuing processes towards integration and to bring solutions or suggestions to several problematic issues facing the Balkan countries. It is my hope that the articles in the ICES`09 Proceedings will help further this goal.BANKA KOMBETARE TREGTARE, EAGLE MOBILE, ALBTELECO
