    E-Government adoption and implementation in Oman: a government perspective

    This thesis reports a description and analysis of the factors that influenced the process of adoption and implementation of the e-Government initiative in Oman over the period 2000 - 2013. The research provides an explanation of why government organisations in Oman developed and then adopted e-Government projects, and how that affected their success as an example of what might also be the case in many developing countries. Data was collected using a theoretical framework developed from the extant literature, and analysed using Institutional Theory. The findings suggest that the Omani Government was motivated to adopt e-Government as a service to the people of Oman because of a perceived need to conform to world standards and improving the performance of the public sector. The intention in Oman was also to adopt e-Government services to improve efficiency in relations with various government departments as a means to attract foreign direct investment and create a knowledge-based industry. The study shows that while it was considered important for Oman to adopt e-Government, the progress of implementation was slow with an observable mismatch between the rhetoric of the implementation strategy and the actual outcomes. This mismatch, the study argues, is associated with interrelated challenges within the institutional infrastructure which lacked integration, with an ineffective management style lacking effective project control and the requisite IS/IT knowledge, and with the technology infrastructure which lacked reliable high-speed network coverage. The study concludes that although a strong will for the adoption and implementation of e-Government existed, coupled with sufficient financial resources, the necessary human and technological resources to overcome implementation obstacles did not exist. The study shows that the implementation was episodic: the implementation of e-Government in Oman was launched in 2003, discovered to be stalled in 2011, and was restarted in 2012. As the focus of the study was on the supply-side of e-Government, an important theoretical contribution of this study is the development of a framework of e-Government adoption motivators. Using the concept of institutional decoupling, this framework offers a new understanding of the observed high failure rate of e-Government implementation in many developing countries. In terms of practical contributions, important lessons can be learnt particularly with regard to synchronising motivating factors with institutional, technological and organisational prerequisites, and expected outcomes. In other words, governments should establish a clear and close link between means and ends prior to implementing e-Government initiatives by engaging relevant stakeholders in the design process to avoid mismatch between project design and reality

    Process evaluation of five integrated offender management pioneer areas

    A qualitative process evaluation of five Integrated Offender Management (IOM) pioneer areas was undertaken to assess implementation of IOM, identify approaches to implementation and capture the lessons learnt. The findings indicated that IOM enabled structural changes, transforming the delivery of offender management. There was considerable commitment and enthusiasm for IOM at the sites, whilst acknowledging barriers to development such as definition, resourcing, governance and clarity of agency roles. Since the evaluation took place, the political and criminal justice landscape has changed somewhat, supporting a more locally driven approach which can draw on the learning directly from the pioneers which were shaped and delivered locally

    Reducing Inequalities in Water Supply, Sanitation, and Hygiene in the Era of the Sustainable Development Goals

    The Sustainable Development Goals (SDGs) and the World Bank's corporate goals of ending extreme poverty and boosting shared prosperity call for specific attention to the poor and vulnerable. The overarching objective of the SDGs is to end poverty in all its forms, but their key difference from the earlier Millennium Development Goals (MDGs) is the integration of social, economic, and environmental goals (UN 2015). This has significant implications for reforms aimed at improving service delivery. With this understanding as its guiding compass, the Water Supply, Sanitation, and Hygiene (WASH) Poverty Diagnostic Initiative focuses on what it would take to reduce existing inequalities in WASH services worldwide. This report, a synthesis of that global initiative, offers new insights on how data can be used to inform allocation decisions to reduce inequalities and prioritize investment in WASH to boost human capital. It also offers a fresh perspective on service delivery that considers how institutional arrangements affect the incentives of a range of actors

    This study was commissioned by the DCSF, and began in October 2007. The project aimed to extend existing knowledge of ‘what works’ in parenting support beyond the English language international evidence that was comprehensively reviewed in an earlier study for DCSF (What Works in Parenting Support, Moran, Ghate and van der Merwe 2004). While the previous study focused on English language literature, the focus of this study was to examine parenting support in a selection of non-English language countries. Five countries were selected from an initial list of 12 (originally chosen from a longer list of 22). Their selection was based on the relevance to UK policy and practice, potential translatability to a UK context and indications of promising practice

    Life long learning in rural areas: a report to the Countryside Agency

    Lifelong Learning is a broad umbrella term which includes many different kinds of provision and different forms of learning. At its heart is formal learning, often classroom based, or involving paper and electronic media, undertaken within educational institutions such as colleges and universities. It may or may not lead to an award and it includes learning undertaken for vocational reasons as well as for general interest. It encompasses what are sometimes also known as adult education, continuing education, continuing professional development (cpd), vocational training and the acquisition of basic skills. It may also include work-based learning, and may overlap with post compulsory (post 16) education, i.e. with further education and higher education, but normally applies to all ‘adult learning’ i.e. by people over the age of 19, in particular those who are returning to study after completing their initial education. From the perspective of the individual learner, however, non-formal learning (organised, systematic study carried on outside the framework of the formal system) is also important. This forms a continuum with informal learning that occurs frequently in the process of daily living, sometimes coincidentally for example through information media or through interpretive provision (such as at museums or heritage sites ). This report focuses on those aspects of adult learning which are directly affected by government policies, and thus of prime concern for rural proofing

    The State of Adaptation in the United States: An Overview

    Over the past two decades the adaptation landscape has changed dramatically. From its early days as a vague theoretical concept, which was often viewed as a threat to advocating for the reduction of greenhouse gas emissions, it has developed into a widely, albeit not universally, recognized governmental mandate to reduce societal vulnerability to climate change. While it is important to appreciate the progress that we are making on this issue, it is impossible to ignore the urgent need to do more. Smart investment can be made by reflecting on what is already underway in order to determine where to build on existing efforts and where to innovate new approaches to fill the gaps in the path forward. In this report we provide illustrative examples of the variety of work on climate change adaptation that is underway in the United States. This is by no means an exhaustive survey of the field; however it does provide insight into the dominant focus of work to date, the resultant gaps, and the opportunities available for advancing this essential aspect of sustainability. We focus on four areas of activity -- agriculture, natural resources, human communities, and policy. The general trends relevant to these sectors can be applied more broadly to other sectors and countries. Adaptation can be thought of as a cycle of activities that ultimately -- if successful -- reduces vulnerability to climate change. This process starts with identifying the impacts of climate change to determine the types of problems climate change might pose. This includes all of the research on the causes and the global, regional, and local manifestations of climate change, often referred to as impacts assessments

    You Can’t Always Get What You Want: Data Access in US Small and Medium Sized Cities

    abstract: This research examines data exchange between city departments and external stakeholders; particularly, why city departments have different capacity to access data from departments in the same city, other public agencies, private and nonprofit organizations. Data access is of theoretical interest because it provides the opportunity to investigate how public organizations and public managers deal with a portfolio of relationships in a loosely structured context characterized by dynamics of power and influence. Moreover, enhancing data access is important for public managers to increase the amount and diversity of information available to design, implement, and support public services and policies. Drawing from institutionalism, resource dependence theory, and collaboration scholarship, I developed a set of hypotheses that emphasize two dimensions of data access in local governments. First, a vertical dimension which includes institutions, the social environment - particularly power relationships - and coordination mechanisms implemented by managers. This dimension shows how exogenous - not controlled by public managers - and endogenous - controlled by public managers - factors contribute to a public organization’s ability to access resources. Second, a horizontal dimension which considers the characteristics of the actors involved in data exchange and emphasizes the institutional and social context of intra-organizational, intra-sectoral and cross-sectoral data access. Hypotheses are tested using survey data from a 2016 nationally representative sample of 500 US cities with populations between 25,000 and 250,000. By focusing on small- and medium-sized cities, I contribute to a literature that typically focuses on data sharing in US large cities and federal agencies. Results show that the influence of government agencies and the influence of civil society have opposite effect on data access, whereas government influence limits data access while influence from civil society increases capacity to access data. The effectiveness of coordination mechanisms varies according to the stakeholder type. Public managers rely on informal networks to exchange data with other departments in the city and other governmental agencies while they leverage lateral coordination mechanisms - informal but unplanned - to coordinate data access from nongovernmental organizations.     Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful
