    Dynamic learning of the environment for eco-citizen behavior

    Le développement de villes intelligentes et durables nécessite le déploiement des technologies de l'information et de la communication (ITC) pour garantir de meilleurs services et informations disponibles à tout moment et partout. Comme les dispositifs IoT devenant plus puissants et moins coûteux, la mise en place d'un réseau de capteurs dans un contexte urbain peut être coûteuse. Cette thèse propose une technique pour estimer les informations environnementales manquantes dans des environnements à large échelle. Notre technique permet de fournir des informations alors que les dispositifs ne sont pas disponibles dans une zone de l'environnement non couverte par des capteurs. La contribution de notre proposition est résumée dans les points suivants : - limiter le nombre de dispositifs de détection à déployer dans un environnement urbain ; - l'exploitation de données hétérogènes acquises par des dispositifs intermittents ; - le traitement en temps réel des informations ; - l'auto-calibration du système. Notre proposition utilise l'approche AMAS (Adaptive Multi-Agent System) pour résoudre le problème de l'indisponibilité des informations. Dans cette approche, une exception est considérée comme une situation non coopérative (NCS) qui doit être résolue localement et de manière coopérative. HybridIoT exploite à la fois des informations homogènes (informations du même type) et hétérogènes (informations de différents types ou unités) acquises à partir d'un capteur disponible pour fournir des estimations précises au point de l'environnement où un capteur n'est pas disponible. La technique proposée permet d'estimer des informations environnementales précises dans des conditions de variabilité résultant du contexte d'application urbaine dans lequel le projet est situé, et qui n'ont pas été explorées par les solutions de l'état de l'art : - ouverture : les capteurs peuvent entrer ou sortir du système à tout moment sans qu'aucune configuration particulière soit nécessaire ; - large échelle : le système peut être déployé dans un contexte urbain à large échelle et assurer un fonctionnement correct avec un nombre significatif de dispositifs ; - hétérogénéité : le système traite différents types d'informations sans aucune configuration a priori. Notre proposition ne nécessite aucun paramètre d'entrée ni aucune reconfiguration. Le système peut fonctionner dans des environnements ouverts et dynamiques tels que les villes, où un grand nombre de capteurs peuvent apparaître ou disparaître à tout moment et sans aucun préavis. Nous avons fait différentes expérimentations pour comparer les résultats obtenus à plusieurs techniques standard afin d'évaluer la validité de notre proposition. Nous avons également développé un ensemble de techniques standard pour produire des résultats de base qui seront comparés à ceux obtenus par notre proposition multi-agents.The development of sustainable smart cities requires the deployment of Information and Communication Technology (ICT) to ensure better services and available information at any time and everywhere. As IoT devices become more powerful and low-cost, the implementation of an extensive sensor network for an urban context can be expensive. This thesis proposes a technique for estimating missing environmental information in large scale environments. Our technique enables providing information whereas devices are not available for an area of the environment not covered by sensing devices. The contribution of our proposal is summarized in the following points: * limiting the number of sensing devices to be deployed in an urban environment; * the exploitation of heterogeneous data acquired from intermittent devices; * real-time processing of information; * self-calibration of the system. Our proposal uses the Adaptive Multi-Agent System (AMAS) approach to solve the problem of information unavailability. In this approach, an exception is considered as a Non-Cooperative Situation (NCS) that has to be solved locally and cooperatively. HybridIoT exploits both homogeneous (information of the same type) and heterogeneous information (information of different types or units) acquired from some available sensing device to provide accurate estimates in the point of the environment where a sensing device is not available. The proposed technique enables estimating accurate environmental information under conditions of uncertainty arising from the urban application context in which the project is situated, and which have not been explored by the state-of-the-art solutions: * openness: sensors can enter or leave the system at any time without the need for any reconfiguration; * large scale: the system can be deployed in a large, urban context and ensure correct operation with a significative number of devices; * heterogeneity: the system handles different types of information without any a priori configuration. Our proposal does not require any input parameters or reconfiguration. The system can operate in open, dynamic environments such as cities, where a large number of sensing devices can appear or disappear at any time and without any prior notification. We carried out different experiments to compare the obtained results to various standard techniques to assess the validity of our proposal. We also developed a pipeline of standard techniques to produce baseline results that will be compared to those obtained by our multi-agent proposal

    Sunday Friends: The Working Alternative to Charity

    Sunday Friends is a non-profit organization in San José, California, that provides multiple activities for families who are in need of financial support. Given the particular location of the program, most families are Latino and bilingual. Participants and program volunteers form a community at an elementary school on a couple of scheduled Sundays each month. When family members participate in activities designed to educate, improve skills, and to give back to the larger community, they earn tickets that they can redeem for items that they need and want from the Sunday Friends store. Activities include healthy cooking projects, “Thank You Letter” writing, English-as-a-Second-Language programs, crafts, and education in nutrition and financial literacy. The program’s central focus is to empower families to break out of poverty. A specific guiding principal is the developmental assets approach promoted by the Search Institute in Minneapolis (http://www.search-institute.org/). This approach encourages individuals and organizations to work together toward a common goal of supporting the healthy development of all children and youth. Healthy development is conceptualized as consisting of the development of external assets (i.e., support, empowerment, boundaries and expectations, constructive activities) and internal assets (i.e., commitment to learning, positive values, social competencies, and positive identity). The 2009 evaluation’s primary focus was on whether Sunday Friends was succeeding at fostering developmental assets for children. Other relevant indicators of success were perceptions of program effectiveness, regard for program activities, and nutrition and healthy eating habits. Data were gathered from family members (adults and minors) during program activities using written surveys administered by volunteers to the research team (most of whom were bilingual). The families were recruited in person by program staff onsite. The questionnaires were written in English and Spanish (with the choice made by respondents). Sunday Friends volunteers were recruited to the study via email by Sunday Friends staff. They completed questionnaires through an online survey platform. In all, 74 parents or guardians, 67 children or youth, and 45 volunteers participated in the data collection. Across the three sets of surveys (parents or guardians, children or youth, and volunteers), there are fairly consistent results. The families and volunteers in the Sunday Friends program believe that Sunday Friends is effectively engaging them and meeting its goals. Overall, children and youth report positive experiences at Sunday Friends. On every dimension of psychological well-being, connectedness with others, and self-efficacy, the answers provided by children and youth indicate that Sunday Friends is promoting developmental assets. In addition, parents and guardians report that Sunday Friends has positive influences on their lives. The majority of measures, whether questions about self-efficacy, the effect of Sunday Friends on their children, or improved nutrition for their family, indicate that Sunday Friends is meeting its goals. Finally, volunteers agree that the program makes an important contribution to the lives of both children and adults. They also feel that Sunday Friends enhances their awareness of the community and contributes to making their personal lives more meaningful. The survey results presented here should be interpreted with caution because all persons surveyed were continuing participants in the program, and the cross-sectional data could not detect changes over time. Despite this caution, each group’s data and triangulation across family and volunteer surveys reveal that milestones are accomplished at Sunday Friends. It is safe to conclude that Sunday Friends’ community-based approach to empowering parents and youths is achieving its goals

    Comparative analysis of spring flood risk reduction measures in Alaska, United States and the Sakha Republic, Russia

    Thesis (Ph.D.) University of Alaska Fairbanks, 2017River ice thaw and breakup are an annual springtime phenomena in the North. Depending on regional weather patterns and river morphology, breakups can result in catastrophic floods in exposed and vulnerable communities. Breakup flood risk is especially high in rural and remote northern communities, where flood relief and recovery are complicated by unique geographical and climatological features, and limited physical and communication infrastructure. Proactive spring flood management would significantly minimize the adverse impacts of spring floods. Proactive flood management entails flood risk reduction through advances in ice jam and flood prevention, forecasting and mitigation, and community preparedness. With the goal to identify best practices in spring flood risk reduction, I conducted a comparative case study between two flood-prone communities, Galena in Alaska, United States and Edeytsy in the Sakha Republic, Russia. Within a week from each other, Galena and Edeytsy sustained major floods in May 2013. Methods included focus groups with the representatives from flood managing agencies, surveys of families impacted by the 2013 floods, observations on site, and archival review. Comparative parameters of the study included natural and human causes of spring floods, effectiveness of spring flood mitigation and preparedness strategies, and the role of interagency communication and cooperation in flood risk reduction. The analysis revealed that spring flood risk in Galena and Edeytsy results from complex interactions among a series of natural processes and human actions that generate conditions of hazard, exposure, and vulnerability. Therefore, flood risk in Galena and Edeytsy can be reduced by managing conditions of ice-jam floods, and decreasing exposure and vulnerability of the at-risk populations. Implementing the Pressure and Release model to analyze the vulnerability progression of Edeytsy and Galena points to common root causes at the two research sites, including colonial heritage, unequal distribution of resources and power, top-down governance, and limited inclusion of local communities in the decision-making process. To construct an appropriate flood risk reduction framework it is important to establish a dialogue among the diverse stakeholders on potential solutions, arriving at a range of top-down and bottom-up initiatives and in conjunction selecting the appropriate strategies. Both communities have progressed in terms of greater awareness of the hazard, reduction in vulnerabilities, and a shift to more reliance on shelter-in-place. However, in neither community have needed improvements in levee protection been completed. Dialogue between outside authorities and the community begins earlier and is more intensive for Edeytsy, perhaps accounting for Edeytsy's more favorable rating of risk management and response than Galena's

    This study combines qualitative and quantitative research methods to explain which factors contribute to a problem-free or problematic functioning of neighbourhoods in general and especially of Dutch neighbourhoods that were built in the first years after World War II. An important part of the book is about the development of measuring instruments. Special attention is given to the development of a risk scale that offers researchers and policymakers the opportunity to distinguish on a metric level between problematic and successful neighbourhoods.  This book brings together key insights from Urban Studies and central elements of Behavioural Game Theory.     Agricultural extension services and gender equality: An institutional analysis of four districts in Ethiopia

    Decentralized delivery of public services has been promoted as a means to enhance citizen voice and make service provision more responsive to users. Ethiopia has undertaken two rounds of decentralization, making first the regional states and then the district governments responsible for providing key public services. This paper explores whether decentralization has improved the quality of service delivery and citizen satisfaction with the services provided, focusing on agricultural extension. Specifically, we examine whether services are responsive to the needs and expressed demands of poor farmers, including women farmers.     Computational Theory of Mind for Human-Agent Coordination

    In everyday life, people often depend on their theory of mind, i.e., their ability to reason about unobservable mental content of others to understand, explain, and predict their behaviour. Many agent-based models have been designed to develop computational theory of mind and analyze its effectiveness in various tasks and settings. However, most existing models are not generic (e.g., only applied in a given setting), not feasible (e.g., require too much information to be processed), or not human-inspired (e.g., do not capture the behavioral heuristics of humans). This hinders their applicability in many settings. Accordingly, we propose a new computational theory of mind, which captures the human decision heuristics of reasoning by abstracting individual beliefs about others. We specifically study computational affinity and show how it can be used in tandem with theory of mind reasoning when designing agent models for human-agent negotiation. We perform two-agent simulations to analyze the role of affinity in getting to agreements when there is a bound on the time to be spent for negotiating. Our results suggest that modeling affinity can ease the negotiation process by decreasing the number of rounds needed for an agreement as well as yield a higher benefit for agents with theory of mind reasoning.</p
