    Describing the impact of health research: a Research Impact Framework.

    BACKGROUND: Researchers are increasingly required to describe the impact of their work, e.g. in grant proposals, project reports, press releases and research assessment exercises. Specialised impact assessment studies can be difficult to replicate and may require resources and skills not available to individual researchers. Researchers are often hard-pressed to identify and describe research impacts and ad hoc accounts do not facilitate comparison across time or projects. METHODS: The Research Impact Framework was developed by identifying potential areas of health research impact from the research impact assessment literature and based on research assessment criteria, for example, as set out by the UK Research Assessment Exercise panels. A prototype of the framework was used to guide an analysis of the impact of selected research projects at the London School of Hygiene and Tropical Medicine. Additional areas of impact were identified in the process and researchers also provided feedback on which descriptive categories they thought were useful and valid vis-à-vis the nature and impact of their work. RESULTS: We identified four broad areas of impact: I. Research-related impacts; II. Policy impacts; III. Service impacts: health and intersectoral and IV. Societal impacts. Within each of these areas, further descriptive categories were identified. For example, the nature of research impact on policy can be described using the following categorisation, put forward by Weiss: Instrumental use where research findings drive policy-making; Mobilisation of support where research provides support for policy proposals; Conceptual use where research influences the concepts and language of policy deliberations and Redefining/wider influence where research leads to rethinking and changing established practices and beliefs. CONCLUSION: Researchers, while initially sceptical, found that the Research Impact Framework provided prompts and descriptive categories that helped them systematically identify a range of specific and verifiable impacts related to their work (compared to ad hoc approaches they had previously used). The framework could also help researchers think through implementation strategies and identify unintended or harmful effects. The standardised structure of the framework facilitates comparison of research impacts across projects and time, which is useful from analytical, management and assessment perspectives

    Strategy, Core Competence and HR Involvement as Determinants of HR Effectiveness and Refinery Performance

    This study examined the impact strategy, core competence, and involvement of HR executives in strategic decision making on the refinery managers\u27 evaluation of the effectiveness of HR and refinery performance among 86 U.S. petro-chemical refineries. Survey results indicated that higher involvement of HR in organizational strategy was strongly related to perceptions of HR effectiveness, and that the relationship was strongest to the extent that refineries pursued a product innovation strategy and viewed skilled employees as their core competence. HR involvement was unrelated to refinery performance, but was actually negatively related to the extent that refineries emphasized efficient production as their core competence

    Synthesizing diverse evidence: the use of primary qualitative data analysis methods and logic models in public health reviews

    Objectives: The nature of public health evidence presents challenges for conventional systematic review processes, with increasing recognition of the need to include a broader range of work including observational studies and qualitative research, yet with methods to combine diverse sources remaining underdeveloped. The objective of this paper is to report the application of a new approach for review of evidence in the public health sphere. The method enables a diverse range of evidence types to be synthesized in order to examine potential relationships between a public health environment and outcomes. Study design: The study drew on previous work by the National Institute for Health and Clinical Excellence on conceptual frameworks. It applied and further extended this work to the synthesis of evidence relating to one particular public health area: the enhancement of employee mental well-being in the workplace. Methods: The approach utilized thematic analysis techniques from primary research, together with conceptual modelling, to explore potential relationships between factors and outcomes. Results: The method enabled a logic framework to be built from a diverse document set that illustrates how elements and associations between elements may impact on the well-being of employees. Conclusions: Whilst recognizing potential criticisms of the approach, it is suggested that logic models can be a useful way of examining the complexity of relationships between factors and outcomes in public health, and of highlighting potential areas for interventions and further research. The use of techniques from primary qualitative research may also be helpful in synthesizing diverse document types. (C) 2010 The Royal Society for Public Health. Published by Elsevier Ltd.     Are Risk Regulators Rational' Evidence from Hazardous Waste Cleanup Decisions

    Using original data on the cleanup of 130 hazardous waste sites, W. Kip Viscusi of Harvard Law School and James T. Hamilton of Duke University's Sanford Institute of Public Policy examine the extent that political decisions and quantitative risk assessments influence cleanup and remediation decisions. They conclude that target risk levels chosen by regulators are largely a function of political variables and risk-perception biases. Communities with higher voter turnouts are more likely at times to have lower risks remaining after final site cleanup and to have more spent to avert expected cases of cancer. They find these political influences are most significant for the least cost-effective site cleanups and the lowest site risks. By basing its policies on an individual risk approach that does not reflect the size of the exposed population or whether the population exists at the site, the Environmental Protection Agency often fails to recognize important aspects of the overall beneficial consequences of its efforts. The mean cost per case of cancer averted at the sample of 130 EPA sites is 11.7billion.Themediancostis11.7 billion. The median cost is 418 million. These estimates use EPA conservative risk assumptions and assume no latency period. With such adjustments, the median cost rises to above $1 billion per cancer case. The most effective 5 percent of all cleanup expenditures eliminate over 99 percent of the cancer risk. Put somewhat differently, 95% of the costs are spent to address less than 1 percent of the risks.

    Civic Associations That Work: The Contributions of Leadership to Organizational Effectiveness

    Why are some civic associations more effective at advancing their public agendas, engaging members, and developing leaders? We introduce a multi-dimensional framework for analyzing the comparative effectiveness of member-based civic associations in terms of public influence, member engagement, and leader development. Theoretical expectations in organization studies, sociology, political science, and industrial relations hold that organizations benefiting from either a favorable environment or abundant resources will be most effective. Using systematic data on the Sierra Clubs 400 local organizations, we assess these factors alongside an alternative approach focusing on the role of leaders, how they work together, and the activities they carry out to build capacity and conduct programs. While we find modest support for the importance of an organizations available resources and external environment, we find strong evidence for each of our three outcomes supporting our claim that effectiveness in civic associations depends to a large degree on internal organizational practices.This publication is Hauser Center Working Paper No. 36.     Cost-effectiveness of treatments for superficial venous refluxin patients with chronic venous ulceration.

    Background Venous leg ulcers impair quality of life significantly, with substantial costs to health services. The aim of this study was to estimate the cost‐effectiveness of interventional procedures alongside compression therapy versus compression therapy alone for the treatment of chronic venous leg ulceration. Methods A Markov decision analytical model was developed. The main outcome measures were quality‐adjusted life‐years (QALYs) and lifetime costs per patient, from the perspective of the UK National Health Service at 2015 prices. Resource use included the initial procedures, compression therapy, primary care and outpatient consultations. The interventional procedures included superficial venous surgery, endothermal ablation and ultrasound‐guided foam sclerotherapy (UGFS). The study population was patients with a chronic venous ulcer who were eligible for either compression therapy or an interventional procedure. Data were obtained from systematic review and meta‐analysis of RCTs. Results Surgery gained 0·112 (95 per cent c.i. −0·011 to 0·213) QALYs compared with compression therapy alone, with a difference in lifetime costs of €−1330 (−3570 to 1262). Given the expected savings in community care, the procedure would pay for itself within 4 years. There was insufficient evidence regarding endothermal ablation and UGFS to draw conclusions. Discussion This modelling study found surgery to be more effective and less costly than compression therapy alone. Further RCT evidence is required for both endothermal ablation and UGFS

More specifically, we look to explore the differences in student perceptions of deep and surface acting when receiving negative feedback from a professor and how this affects students\u27 reactions to the feedback. As such, we hypothesized that participants who received negative feedback from a professor engaging in deep acting would report higher motivation to use the feedback, perceive the feedback to be more fair and useful, and have increased memory of the feedback

    Economics of Water Quality Protection from Nonpoint Sources: Theory and Practice

    Water quality is a major environmental issue. Pollution from nonpoint sources is the single largest remaining source of water quality impairments in the United States. Agriculture is a major source of several nonpoint-source pollutants, including nutrients, sediment, pesticides, and salts. Agricultural nonpoint pollution reduction policies can be designed to induce producers to change their production practices in ways that improve the environmental and related economic consequences of production. The information necessary to design economically efficient pollution control policies is almost always lacking. Instead, policies can be designed to achieve specific environmental or other similarly related goals at least cost, given transaction costs and any other political, legal, or informational constraints that may exist.     Participation in PRSP processes Conditions for Pro Poor Effectiveness

    The mandatory participation of civil society in the PRSP is hardly ever questioned. It is on the contrary generally applauded by the experts inside and outside of the aid business. If only there could be more of it, things would even be better than they already are, but any start, however modest, is to be welcomed. But is participation, no matter at what stage, where and with whom, always so precious or relevant? In this paper a more cautionary approach is proposed. A four level readiness assessment framework is being offered to guide donors in deciding when, if at all, such participation must be encouraged.
