    Tomorrow optical interferometry: astrophysical prospects and instrumental issues

    Interferometry has brought many new constraints in optical astronomy in the recent years. A major leap in this field is the opening of large interferometric facilities like the Very Large Telescope Interferometer and the Keck Interferometer to the astronomical community. Planning for the future is both easy --most specialists know in which directions to develop interferometry-- and difficult because of the increasing complexity of the technique. I present a short status of interferometry today. Then I detail the possible astrophysical prospects.     The offshoring of financial services : a reassessment

    Operating in increasingly competitive market environment, financial services companies are engaged in international re-engineering of business processes mirroring developments in manufacturing over the past four decades. Drawing upon interviews conducted with senior managers and partners from two leading international banks, a multinational 'consumables' provider and a leading finance consultancy, as well as extensive published surveys, we examine the distinctive 'anatomy' of offshoring in financial services, and industry which also manifests a high degree of geographical concentration for 'higher order' functions. We conclude that the reality of process re-engineering in the sector has frequently failed to meet business objectives, and has run the risk of creating 'backlash' from employees in both home and host environments

    Six Districts Begin the Principal Pipeline Initiative

    This first report of an ongoing evaluation of The Wallace Foundation's Principal Pipeline Initiative describes the six participating school districts' plans and activities during the first year of their grants. The evaluation, conducted by Policy Studies Associates and the RAND Corporation, isintended to inform policy makers and practitioners about the process of carrying out new policies and practices for school leadership and about the results of investments in the Principal Pipeline Initiative. This report is based on collection and analysis of qualitative data, including the districts' proposals, work plans, and progress reports and semi-structured interviews in spring 2012 with 91 administrators employed by districts and their partner institutions. Leaders in all districts report wanting to enlarge their pools of strong applicants for principal positions and to identify and cultivate leadership talent as early as possible in educators' careers.Districts are actively working on allrequired pipeline components: (1) with stakeholder participation, they have developed standards and identified competencies for principals, which they plan to use to guide principal training, hiring, evaluation, and support; (2) they are initiating or strengthening partnerships with university training programs; (3) for hiring, they have standard performance tasks and are developing systems to capture data on candidates' experience; (4) they have diagnostic evaluation tools and are working to build the capacity of principals' supervisors and mentors to support principals' skill development. In addition, all are also bolstering district-run training programs for graduates of university training programs who aspire to become principals

    Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies
