    Hierarchical Consensus Formation Reduces the Influence of Opinion Bias

    We study the role of hierarchical structures in a simple model of collective consensus formation based on the bounded confidence model with continuous individual opinions. For the particular variation of this model considered in this paper, we assume that a bias towards an extreme opinion is introduced whenever two individuals interact and form a common decision. As a simple proxy for hierarchical social structures, we introduce a two-step decision making process in which in the second step groups of like-minded individuals are replaced by representatives once they have reached local consensus, and the representatives in turn form a collective decision in a downstream process. We find that the introduction of such a hierarchical decision making structure can improve consensus formation, in the sense that the eventual collective opinion is closer to the true average of individual opinions than without it. In particular, we numerically study how the size of groups of like-minded individuals being represented by delegate individuals affects the impact of the bias on the final population-wide consensus. These results are of interest for the design of organisational policies and the optimisation of hierarchical structures in the context of group decision making.Comment: 12 pages, 5 figure

    Opinion dynamics: models, extensions and external effects

    Recently, social phenomena have received a lot of attention not only from social scientists, but also from physicists, mathematicians and computer scientists, in the emerging interdisciplinary field of complex system science. Opinion dynamics is one of the processes studied, since opinions are the drivers of human behaviour, and play a crucial role in many global challenges that our complex world and societies are facing: global financial crises, global pandemics, growth of cities, urbanisation and migration patterns, and last but not least important, climate change and environmental sustainability and protection. Opinion formation is a complex process affected by the interplay of different elements, including the individual predisposition, the influence of positive and negative peer interaction (social networks playing a crucial role in this respect), the information each individual is exposed to, and many others. Several models inspired from those in use in physics have been developed to encompass many of these elements, and to allow for the identification of the mechanisms involved in the opinion formation process and the understanding of their role, with the practical aim of simulating opinion formation and spreading under various conditions. These modelling schemes range from binary simple models such as the voter model, to multi-dimensional continuous approaches. Here, we provide a review of recent methods, focusing on models employing both peer interaction and external information, and emphasising the role that less studied mechanisms, such as disagreement, has in driving the opinion dynamics.     Can extremism guarantee pluralism?

    Many models have been proposed to explain opinion formation in groups of individuals; most of these models study opinion propagation as the interaction between nodes/agents in a social network. Opinion formation is a complex process and a realistic model should also take into account the important feedbacks that the opinions of the agents have on the structure of the social networks and on the characteristics of the opinion dynamics. In this paper we will show that associating to different agents different kinds of interconnections and different interacting behaviours can lead to interesting scenarios, like the coexistence of several opinion clusters, namely pluralism. In our model agents have opinions uniformly and continuously distributed between two extremes. The social network is formed through a social aggregation mechanism including the segregation process of the extremists that results in many real communities. We show how this process affects the opinion dynamics in the whole society. In the opinion evolution we consider the different predisposition of single individuals to interact and to exchange opinion with each other; we associate to each individual a different tolerance threshold, depending on its own opinion: extremists are less willing to interact with individuals with strongly different opinions and to change significantly their ideas. A general result is obtained: when there is no interaction restriction, the opinion always converges to uniformity, but the same is happening whenever a strong segregation process of the extremists occurs. Only when extremists are forming clusters but these clusters keep interacting with the rest of the society, the survival of a wide opinion range is guaranteed.Comment: 20 pages, 10 figure

    Politicizing Council decision-making: The effect of EP empowerment

    Research on the intra-institutional consequences of differences in the EU’s inter-institutional rule configurations is rare. This study investigates the effect of the empowerment of the European Parliament (EP) on the active involvement of ministers in Council decision-making. I argue that the empowerment of the EP increases the incentives for bureaucrats in the Council’s preparatory bodies to refer decisions on legislative dossiers to ministers. The empirical analysis examines this argument with data on more than 6000 legislative decision-making processes that were concluded between 1980 and the end of 2007. The analysis demonstrates a strong and robust association between the type of legislative procedure and different decision-making levels in the Council: a more powerful EP leads to more politicized Council decision-making. In terms of the legitimacy of EU decision-making, this finding implies that empowering the EP does not only create a direct link between EU lawmaker and ordinary citizens, but also contributes to strengthening the indirect link between Council members and their national electorates

    Emergence of metapopulations and echo chambers in mobile agents

    Multi-agent models often describe populations segregated either in the physical space, i.e. subdivided in metapopulations, or in the ecology of opinions, i.e. partitioned in echo chambers. Here we show how the interplay between homophily and social influence controls the emergence of both kinds of segregation in a simple model of mobile agents, endowed with a continuous opinion variable. In the model, physical proximity determines a progressive convergence of opinions but differing opinions result in agents moving away from each others. This feedback between mobility and social dynamics determines to the onset of a stable dynamical metapopulation scenario where physically separated groups of like-minded individuals interact with each other through the exchange of agents. The further introduction of confirmation bias in social interactions, defined as the tendency of an individual to favor opinions that match his own, leads to the emergence of echo chambers where different opinions can coexist also within the same group.
