    Investigating the appropriateness and relevance of mobile web accessibility guidelines

    The Web Accessibility Initiative (WAI) of the World Wide Web Consortium (W3C) develop and maintain guidelines for making the web more accessible to people with disabilities. WCAG 2.0 and the MWBP 1.0 are internationally regarded as the industry standard guidelines for web accessibility. Mobile testing sessions conducted by AbilityNet document issues raised by users in a report format, relating issues to guidelines wherever possible. This paper presents the results of a preliminary investigation that examines how effectively and easily these issues can be related by experts to the guidelines provided by WCAG 2.0 and MWBP 1.0.     Measuring and comparing the reliability of the structured walkthrough evaluation method with novices and experts

    Effective evaluation of websites for accessibility remains problematic. Automated evaluation tools still require a significant manual element. There is also a significant expertise and evaluator effect. The Structured Walkthrough method is the translation of a manual, expert accessibility evaluation process adapted for use by novices. The method is embedded in the Accessibility Evaluation Assistant (AEA), a web accessibility knowledge management tool. Previous trials examined the pedagogical potential of the tool when incorporated into an undergraduate computing curriculum. The results of the evaluations carried out by novices yielded promising, consistent levels of validity and reliability. This paper presents the results of an empirical study that compares the reliability of accessibility evaluations produced by two groups (novices and experts). The main results of this study indicate that overall reliability of expert evaluations was 76% compared to 65% for evaluations produced by novices. The potential of the Structured Walkthrough method as a useful and viable tool for expert evaluators is also examined. Copyright 2014 ACM

    On the Change in Archivability of Websites Over Time

    As web technologies evolve, web archivists work to keep up so that our digital history is preserved. Recent advances in web technologies have introduced client-side executed scripts that load data without a referential identifier or that require user interaction (e.g., content loading when the page has scrolled). These advances have made automating methods for capturing web pages more difficult. Because of the evolving schemes of publishing web pages along with the progressive capability of web preservation tools, the archivability of pages on the web has varied over time. In this paper we show that the archivability of a web page can be deduced from the type of page being archived, which aligns with that page's accessibility in respect to dynamic content. We show concrete examples of when these technologies were introduced by referencing mementos of pages that have persisted through a long evolution of available technologies. Identifying these reasons for the inability of these web pages to be archived in the past in respect to accessibility serves as a guide for ensuring that content that has longevity is published using good practice methods that make it available for preservation.Comment: 12 pages, 8 figures, Theory and Practice of Digital Libraries (TPDL) 2013, Valletta, Malt

    The development of accessibility indicators for distance learning programs

    A study was undertaken to explore program policies and practices related to the accessibility of American distance learning courses to qualified students with disabilities. A literature review was conducted, a draft list of accessibility indicators was created, examples of applications of the indicators in existing distance learning programs were collected, the indicators were systematically applied to one distance learning program, input from a variety of distance learning programs was used to further refine the indicators, and these programs were encouraged to adopt the indicators and make use of resources provided by the project. Results of this exploratory work suggest that incorporating accessibility considerations into policies, procedures and communications of a program requires consideration of the unique needs of students, course designers, instructors and evaluators; involves approval and implementation at a variety of administrative levels; and is an ongoing process that may be implemented in incremental steps

    A comparison between e-government practices in Taiwan and New Zealand.

    Few studies have focused on comparing the state of e-government in Western- and Non-Western settings, where the political, social, economic, and cultural environments can be markedly different. This paper compares the views of local authority policymakers in Taiwan and New Zealand, in order to judge the sophistication of their e-government initiatives via the formal and informal policies underpinning website development. Good level of agreement were observed between the Taiwanese and New Zealander respondents for the high levels of significance they attached to 3 key issues, which the authors argue are critical for successful e-government: Accessibility, Security and Privacy. Similarly, the policymakers agreed on a medium level of significance for the 7 key issues: E-procurement, Digital Divide, Private Sector, Taxation, Cultural Obstacles, IT Workforce, and Social Effects (and on a low level of significance for E-Tailing). It was concluded that government policymakers in both countries, in an era of commercial online social networking, are continuing to favour pushing(what they deem to be important) information to citizens, rather than creating collaborative service channels with citizens, contractors and suppliers or integrating separate service processes to satisfy all stakeholders. An attendant lack of commitment to promoting heightened (e-)democracy was also noted, especially in New Zealand

    Online Permaculture Resources: An Evaluation of a Selected Sample

    As a newly-emerging, sustainable approach to landscape management, permaculture seeks to integrate knowledge from several disciplines into a holistic system with emphasis on ecological and social responsibility. Online resources on permaculture appear to represent a promising direction in the movement by supplementing existing printed sources, serving to update and diversify existing content, and increasing access to permaculture information and praxis among the general public. This study evaluated a sample of online resources on permaculture using a framework of parameters reflecting website usability and content quality. Best practice for website usability, as well as diversity of information and applicability, was addressed. The evaluation revealed, overall, good quality and usability in the majority of cases, and suggests a strong online presence among the existing permaculture community, and accessible support for those with an interest in joining the movement
