Content-Based Video Retrieval in Historical Collections of the German Broadcasting Archive

The German Broadcasting Archive (DRA) maintains the cultural heritage of radio and television broadcasts of the former German Democratic Republic (GDR). The uniqueness and importance of the video material stimulates a large scientific interest in the video content. In this paper, we present an automatic video analysis and retrieval system for searching in historical collections of GDR television recordings. It consists of video analysis algorithms for shot boundary detection, concept classification, person recognition, text recognition and similarity search. The performance of the system is evaluated from a technical and an archival perspective on 2,500 hours of GDR television recordings.Comment: TPDL 2016, Hannover, Germany. Multimedia information technology and the annotation of video

The state of the art in multimedia information technology has not progressed to the point where a single solution is available to meet all reasonable needs of documentalists and users of video archives. In general, we do not have an optimistic view of the usability of new technology in this domain, but digitization and digital power can be expected to cause a small revolution in the area of video archiving. The volume of data leads to two views of the future: on the pessimistic side, overload of data will cause lack of annotation capacity, and on the optimistic side, there will be enough data from which to learn selected concepts that can be deployed to support automatic annotation. At the threshold of this interesting era, we make an attempt to describe the state of the art in technology. Advocates, Federal Agencies, and the Education of Children with Disabilities

The aim of this essay, prepared for a symposium on dispute resolution in special education held at The Ohio State University Moritz College of Law in February 2014, is to highlight ways that advocates for children with disabilities can use federal agencies to improve the implementation and enforcement of federal laws protecting children with disabilities in schools—that is, the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act as it relates to schools. One can spend a lot of time engaging with the contemporary public conversation about the law surrounding the education of children with disabilities without seeing much about the relevant federal agencies: the Office of Special Education Programs in the Department of Education; the Office for Civil Rights in the Department of Education; and the Civil Rights Division in the Department of Justice. For example, a great deal of the scholarly and advocacy discussion about the enforcement regime for special education law focuses instead on the role of private parties in enforcing the law. This vision of the relevant enforcement universe can be misleading for advocates who are not currently taking advantage of what the federal agencies can provide. It can also be misleading for students planning to practice in this arena; the leading casebooks, like the trend in the scholarship and advocacy material, say very little about engagement with federal agencies. This essay therefore takes a different tack. Instead of focusing on private enforcement, Congress, the courts, or the limitations of federal agencies, I want to capitalize on what is already possible within the agencies and explain how and why to take these possibilities seriously. The goal of the essay is to provide a guide to agency structure and jurisdiction that will help advocates understand more deeply how to approach each office in any given context. More generally, this essay is part of a broader agenda to conceptualize education law as a regulatory field, in order to expand the conventional understanding of both the field of education law and the workings of the regulatory state more generally

Developing information services for special library users by designing a low cost digital library : the experiment of NOC-Digital Library

This research originates from a belief that special libraries in developing countries need to modernise and implement their ICT infrastructure and articulate information policies that will facilitate the exploitation of information resources to the optimum to increase national productivity. Special libraries and information centres in developing countries in general and in the Arab world in particular should start building their local digital libraries, as the benefit of establishing such electronic services is considerably massive and well known for expansion of research activities and for delivering services that satisfy the needs of targeted users. The aim of this paper is to provide general guideline for design a low cost digital library providing services that are most frequently required by various categories of special library users in developing countries. This paper also aims at illustrating strategies and method approaches that can be adopted for building such projects. The paper intends to describe the phases and stages implemented for building a low cost digital library services for the NOC. It also aims at highlighting the barriers and obstacles facing Arabic content in the digitization stage
