    Fair task allocation in transportation

    Task allocation problems have traditionally focused on cost optimization. However, more and more attention is being given to cases in which cost should not always be the sole or major consideration. In this paper we study a fair task allocation problem in transportation where an optimal allocation not only has low cost but more importantly, it distributes tasks as even as possible among heterogeneous participants who have different capacities and costs to execute tasks. To tackle this fair minimum cost allocation problem we analyze and solve it in two parts using two novel polynomial-time algorithms. We show that despite the new fairness criterion, the proposed algorithms can solve the fair minimum cost allocation problem optimally in polynomial time. In addition, we conduct an extensive set of experiments to investigate the trade-off between cost minimization and fairness. Our experimental results demonstrate the benefit of factoring fairness into task allocation. Among the majority of test instances, fairness comes with a very small price in terms of cost

    When prices hardly matter: Incomplete insurance contracts and markets for repair goods

    This paper looks at markets characterized by the fact that the demand side is insured. In these markets a consumer purchases a good to compensate consequen¬ces of unfavorable events, such as an accident or an illness. Insurance policies in most lines of insurance base indemnity on the insured’s actual expenses, i.e., the insured would be partially or completely reimbursed when purchasing certain goods. In this setting we discuss the interaction between insurance and repair markets by focusing, on the one hand, upon the development of prices and the structure of markets with insured consumers, and, on the other hand, the resulting backlash on optimal insurance contracting. We show that even in the absence of ex post moral hazard the extension of insurance coverage will lead to an increase in prices as well as to a socially undesirable increase in the number of repair service suppliers, if repair markets are imperfect

    Platform work is a type of work using an online platform to intermediate between platform workers, who provide services, and paying clients. Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take
