Extending Process-centered Environments with Organizational Competence
this paper is that in order to improve software engineering processes, human factors as well as their management and organization (e.g agents, roles, responsibilities, capabilities, team structures, communication, cooperation, supervising relationships) have to be integrated into the process-centered paradigm. We refer to this information as organizational knowledge. We plead for the integration of organizational knowledge together with functionality for its manipulation (storing, retrieval, generation,...) into process-centered environments, i.e the extension of PSEEs with organizational competence. The intent of this paper is to motivate discussions on why to incorporate organizational issues into process-centered software development (section two), on the special characteristics of software development organizations driving these efforts (section three), and on possible functionality to extend PSEEs with organizational competence (section four).
