    Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.     A rapid prototyping/artificial intelligence approach to space station-era information management and access

    Applications of rapid prototyping and Artificial Intelligence techniques to problems associated with Space Station-era information management systems are described. In particular, the work is centered on issues related to: (1) intelligent man-machine interfaces applied to scientific data user support, and (2) the requirement that intelligent information management systems (IIMS) be able to efficiently process metadata updates concerning types of data handled. The advanced IIMS represents functional capabilities driven almost entirely by the needs of potential users. Space Station-era scientific data projected to be generated is likely to be significantly greater than data currently processed and analyzed. Information about scientific data must be presented clearly, concisely, and with support features to allow users at all levels of expertise efficient and cost-effective data access. Additionally, mechanisms for allowing more efficient IIMS metadata update processes must be addressed. The work reported covers the following IIMS design aspects: IIMS data and metadata modeling, including the automatic updating of IIMS-contained metadata, IIMS user-system interface considerations, including significant problems associated with remote access, user profiles, and on-line tutorial capabilities, and development of an IIMS query and browse facility, including the capability to deal with spatial information. A working prototype has been developed and is being enhanced

    Design issues for agent-based resource locator systems

    While knowledge is viewed by many as an asset, it is often difficult to locate particularitems within a large electronic corpus. This paper presents an agent based framework for the location of resources to resolve a specific query, and considers the associated design issue. Aspects of the work presented complements current research into both expertise finders and recommender systems. The essential issues for the proposed design are scalability, together ith the ability to learn and adapt to changing resources. As knowledge is often implicit within electronic resources, and therefore difficult to locate, we have proposed the use of ontologies, to extract the semantics and infer meaning to obtain the results required. We explore the use of communities of practice, applying ontology-based networks, and e-mail message exchanges to aid the resource discovery process

    Defining the content and delivery of an intervention to Change AdhereNce to treatment in BonchiEctasis (CAN-BE): a qualitative approach incorporating the Theoretical Domains Framework, behavioural change techniques and stakeholder expert panels

    BACKGROUND: Low patient adherence to treatment is associated with poorer health outcomes in bronchiectasis. We sought to use the Theoretical Domains Framework (TDF) (a framework derived from 33 psychological theories) and behavioural change techniques (BCTs) to define the content of an intervention to change patients' adherence in bronchiectasis (Stage 1 and 2) and stakeholder expert panels to define its delivery (Stage 3). METHODS: We conducted semi-structured interviews with patients with bronchiectasis about barriers and motivators to adherence to treatment and focus groups or interviews with bronchiectasis healthcare professionals (HCPs) about their ability to change patients' adherence to treatment. We coded these data to the 12 domain TDF to identify relevant domains for patients and HCPs (Stage 1). Three researchers independently mapped relevant domains for patients and HCPs to a list of 35 BCTs to identify two lists (patient and HCP) of potential BCTs for inclusion (Stage 2). We presented these lists to three expert panels (two with patients and one with HCPs/academics from across the UK). We asked panels who the intervention should target, who should deliver it, at what intensity, in what format and setting, and using which outcome measures (Stage 3). RESULTS: Eight TDF domains were perceived to influence patients' and HCPs' behaviours: Knowledge, Skills, Beliefs about capability, Beliefs about consequences, Motivation, Social influences, Behavioural regulation and Nature of behaviours (Stage 1). Twelve BCTs common to patients and HCPs were included in the intervention: Monitoring, Self-monitoring, Feedback, Action planning, Problem solving, Persuasive communication, Goal/target specified:behaviour/outcome, Information regarding behaviour/outcome, Role play, Social support and Cognitive restructuring (Stage 2). Participants thought that an individualised combination of these BCTs should be delivered to all patients, by a member of staff, over several one-to-one and/or group visits in secondary care. Efficacy should be measured using pulmonary exacerbations, hospital admissions and quality of life (Stage 3). CONCLUSIONS: Twelve BCTs form the intervention content. An individualised selection from these 12 BCTs will be delivered to all patients over several face-to-face visits in secondary care. Future research should focus on developing physical materials to aid delivery of the intervention prior to feasibility and pilot testing. If effective, this intervention may improve adherence and health outcomes for those with bronchiectasis in the future

    Sustainable seabed mining: guidelines and a new concept for Atlantis II Deep

    The feasibility of exploiting seabed resources is subject to the engineering solutions, and economic prospects. Due to rising metal prices, predicted mineral scarcities and unequal allocations of resources in the world, vast research programmes on the exploration and exploitation of seabed minerals are presented in 1970s. Very few studies have been published after the 1980s, when predictions were not fulfilled. The attention grew back in the last decade with marine mineral mining being in research and commercial focus again and the first seabed mining license for massive sulphides being granted in Papua New Guinea’s Exclusive Economic Zone.Research on seabed exploitation and seabed mining is a complex transdisciplinary field that demands for further attention and development. Since the field links engineering, economics, environmental, legal and supply chain research, it demands for research from a systems point of view. This implies the application of a holistic sustainability framework of to analyse the feasibility of engineering systems. The research at hand aims to close this gap by developing such a framework and providing a review of seabed resources. Based on this review it identifies a significant potential for massive sulphides in inactive hydrothermal vents and sediments to solve global resource scarcities. The research aims to provide background on seabed exploitation and to apply a holistic systems engineering approach to develop general guidelines for sustainable seabed mining of polymetallic sulphides and a new concept and solutions for the Atlantis II Deep deposit in the Red Sea.The research methodology will start with acquiring a broader academic and industrial view on sustainable seabed mining through an online survey and expert interviews on seabed mining. In addition, the Nautilus Minerals case is reviewed for lessons learned and identification of challenges. Thereafter, a new concept for Atlantis II Deep is developed that based on a site specific assessment.The research undertaken in this study provides a new perspective regarding sustainable seabed mining. The main contributions of this research are the development of extensive guidelines for key issues in sustainable seabed mining as well as a new concept for seabed mining involving engineering systems, environmental risk mitigation, economic feasibility, logistics and legal aspects

    Cue usage in volleyball : a time course comparison of elite, intermediate and novice female players

    This study compared visual search strategies in adult female volleyball players of three levels. Video clips of the attack of the opponent team were presented on a large screen and participants reacted to the final pass before the spike. Reaction time, response accuracy and eye movement patterns were measured. Elite players had the highest response accuracy (97.50 ± 3.5%) compared to the intermediate (91.50 ± 4.7%) and novice players (83.50 ± 17.6%; p<0.05). Novices had a remarkably high range of reaction time but no significant differences were found in comparison to the reaction time of elite and intermediate players. In general, the three groups showed similar gaze behaviour with the apparent use of visual pivots at moments of reception and final pass. This confirms the holistic model of image perception for volleyball and suggests that expert players extract more information from parafoveal regions
