    Assessing collaborative performance on construction projects through knowledge exchange : a UK Rail Strategic Alliance case study

    Purpose – How knowledge exchange can be used for the continuous assessment and improvement of collaborative performance of project-based organisations in construction is explored. Collaboration on construction projects must be facilitated by people alongside practice of continuous performance assessment and improvement. However, currently available assessment tools fail to explicitly define appropriate behaviours and actions due to a poor understanding of what it means for people to collaborate. On the other hand, it is established that knowledge exchange is the focus of collaborative efforts on construction projects; therefore, as most knowledge resides with people, it represents their role in collaboration. Design/methodology/approach – Through a phenomenological/interpretivist and qualitative methodology, how knowledge exchange can be used for the continuous assessment and improvement of collaborative performance in project-based organisations in construction is explored. A single case study of a UK rail strategic alliance was adopted and 6 semi-structured interviews were conducted and subsequently analysed through a thematic analysis. Findings – An assessment tool is proposed based on a set of 20 characteristics of knowledge exchange, divided into seven categories and linked to indicators of collaboration. The tool can be applied to highly collaborative projects where BIM and Lean are implemented, and project participants are collocated. By measuring their performance against the set criteria, project teams can assess which of their behaviours and actions are inappropriate, and focus their efforts on correcting them. Originality/value – Defining the abstract indicators traditionally used to assess collaboration in terms of characteristics pertinent to day-to-day communication amongst participants on collaborative projects to facilitate the continuous assessment and improvement of collaborative performance

    The ebb and flow of adaptive co-management: a longitudinal evaluation of a conservation conflict

    Adaptive co-management (ACM) is an emerging approach to the governance of social-ecological systems, but there are few long-term assessments of its efficacy. This is especially true in conservation conflicts, where ACM can mitigate disputes between polarised stakeholders. We evaluated ACM that emerged in 2005 to address conflict between seal conservation and fisheries interests in the Moray Firth, Scotland. We interviewed 20 stakeholders in 2015, repeating a survey carried out in 2011 which applied an indicator framework to measure outcomes and pre-conditions for ACM to continue. In 2015, all but one of the 12 outcome indicators were positive, the exception being the conservation status of salmon. However, pre-conditions for ACM’s continuation had weakened, with declines between 2005, 2011 and 2015. These were most marked for three indicators: leaders prepared to champion the process, presence of a bridging organisation or individual, and participation of all impacted stakeholders. The results show that ACM in this conservation conflict is dynamic. Perceived declines in salmon abundance and increases in seal numbers have renewed tensions amongst stakeholders, triggering a ‘revival’ phase of ACM initiated by fishery interests. Our study provides empirical evidence of ACM’s fluid nature, and how resource crises can reignite ACM. We suggest that participatory evaluation is a potentially important early-warning mechanism that can identify remedial action and galvanise stakeholders to respond to the re-emergence of conflict

    On distributed virtual network embedding with guarantees

    To provide wide-area network services, resources from different infrastructure providers are needed. Leveraging the consensus-based resource allocation literature, we propose a general distributed auction mechanism for the (NP-hard) virtual network (VNET) embedding problem. Under reasonable assumptions on the bidding scheme, the proposed mechanism is proven to converge, and it is shown that the solutions guarantee a worst case efficiency of (?????) relative to the optimal solution, and that this bound is optimal, that is, no better approximation exists. Using extensive simulations, we confirm superior convergence properties and resource utilization when compared with existing distributed VNET embedding solutions, and we show how byappropriate policy design, our mechanism can be instantiated to accommodate the embedding goals of different service and infrastructure providers, resulting in an attractive and flexible resource allocation solution.This work is supported in part by the National Science Foundation under grant CNS-0963974

This bound is optimal, that is, no better polynomial-time approximation algorithm exists, unless P=NP.     Incorporating an Element of Negotiation into a Service-Oriented Broker Application

    The Software as a Service (SaaS) model is a service-based model in which a desired service is assembled, delivered and consumed on demand. The IBHIS broker is a ‘proof of concept’ demonstration of SaaS which is based on services that deliver data. IBHIS has addressed a number of challenges for several aspects of servicebased software, especially the concept of a ‘broker service’ and service negotiation that is only used in establishing end-user access authorizations. This thesis investigates and develops an extended form of service-based broker, called CAPTAIN (Care Planning Through Auction-based Information Negotiation). It extends the concepts and role of the broker as used in IBHIS, and in particular, it extends the service negotiation function in order to demonstrate a full range of service characteristics. CAPTAIN uses the idea of the integrated care plan from healthcare to provide a case study. A care planner acting on behalf of a patient uses the broker to negotiate with providers to produce the integrated care plan for the patient with the broker and the providers agreeing on the terms and conditions relating to the supply of the services. We have developed a ‘proof of concept’ service-oriented broker architecture for CAPTAIN that includes planning, negotiation and service-based software models to provide a flexible care planning system. The CAPTAIN application has been evaluated that focuses on three features: functions, data access and negotiation. The CAPTAIN broker performs as planned, to produce the integrated care plan. The providers’ data sources are accessed to read and write data records during and after service negotiation. The negotiation model permits the broker to interact with the providers to produce an adaptable plan, based on the client’s needs. The primary outcome is an extendable service-oriented broker architecture that can enable more scalable and flexible distributed information management by adding interaction with the data sources
