Indonesia has high exposure to natural hazards, frequent disaster events, and a highly vulnerable population. Hence, risk communication and disaster information dissemination are crucial to reducing risks. Numerous disaster mobile applications (apps) with location-based services or maps already exist for facilitating risk communication to the public; however, availability does not automatically translate into use or adoption. Therefore, to understand the factors influencing the adoption of a map-based disaster app, the factors that affect the adoption of a local government-initiated map-based disaster app in Indonesia, namely Sistem Informasi Kebencanaan Kabupaten Magelang, or Disaster Information System of Magelang Regency (SIKK Magelang), were examined through the theoretical lenses of a combined information system (IS) success model. Partial Least Squared – Structural Equation Modelling (PLS-SEM), with the help of Smart-PLS, was used to examine the hypothesized relationships among the proposed constructs (latent variables). Nine exogenous latent variables were proposed as the antecedents of intention to use a map-based disaster application (the endogenous latent variable), including information quality, system quality, familiarity with online maps, perceived usefulness, user satisfaction, facilitating conditions, risk perceptions, information seeking behavior, and perceived quality of the Internet connection. Information-seeking behavior was also predicted to be influenced by risk perception. A questionnaire survey with an app trial was conducted in Magelang Regency for data collection. The study results confirmed the applicability of the combined IS success model frameworks in predicting the adoption of this map-based disaster app by the public. Although new constructs representing disaster-related online maps and familiarity with those maps were initially proposed in the contextual model, the model validation results showed that intention to use SIKK Magelang was significantly influenced only by perceived usefulness and user satisfaction. Practically, this study’s results offer guidance to the local emergency managers in Indonesia, especially Magelang Regency, regarding how to develop strategies to increase the app’s adoption

The literature on electronic government focused on public services from the supply side. However, the citizens’ perspective has received limited at-tention. This paper explores the electronic govern-ment adoption from the citizens’ perspective. The objective of this study is addressing how involved are citizens from the Bahía Blanca city in e–gov-ernment (mediated by the municipal website). Besides, it examines the subjective factors that could explain such e–government level. To achieve these goals, an online survey conducted to a group of local citizens, the followers of’ «Moderniza Bahía» Facebook. In this vein, we could obtain a representative sample of the population by using a sample from a finite population. Results obtained shows that higher levels of awareness, expected benefits and trust on e–government can explain higher levels of e–government adoption.Fil: Alderete, Maria Veronica. The open government data (OGD) initiative is presented by the government of any country to achieve promotion of transparency, social control and citizens participation in policy making. The use of OGD in Malaysia is still in its early stage and facing problems such as less participation, security issues, and lack of awareness. While most of the research in Information Communication Technology (ICT) that underpinned by Expectation Confirmation Theory (ECT) are focused on user satisfaction and determination of users’ reuse intention, this study focus on the direct antecedents of OGD users’ intention to use and its influence on OGD users’ satisfaction, as this research is still scarce. This research aims to examine ECT model on users’ satisfaction mediated by the intention to use the open government data (OGD). The objectives of this research are in three folds; (1) to design an integrated ECT and TAM models for explaining OGD satisfaction, (2) to examine the mediating role of citizens’ behavioural intention between the expectations, confirmation, perceived performance, incentive on usage, perceived risk and citizen’s satisfaction of open government data, (3) and to validate the impact of incentives on usage and perceived risk in explaining the new ECT model in the OGD context. Data were collected from 250 samples of OGD users in Malaysia. Empirical evidences were gathered through self-administered questionnaires using the Likert scale. The data were analysed using Partially Least Square Structural Equation Modelling (PLS-SEM) in order to test the model. The final model was verified by experts in the area. Results revealed that expectation has significant relationship with confirmation, but perceived performance showed insignificant relationship with confirmation which serves as a unique finding. Additionally, confirmation, expectation, perceived performance, incentive on usage and perceived risk has significant relationship with intention to use OGD. Meanwhile, the analysis proved that the intention to use mediates the relationship between confirmation, expectation, perceived performance, incentive on usage, perceived risk and satisfaction on use of OGD. This study suggests that the user’s expectations on OGD must be met in creating stronger intention and satisfaction. The implications of the study are to improve data service quality, support innovative services development, increase data transparency, and boost up potential investment

The successful factors of GFMIS in Jordan: Moderating roles of training and user involvement

The Government Financial Management Information System (GFMIS) was initiated by the Government of Jordan (GoJ) in 2010, to replace the ‘closed’ financial management system that was previously used by various government agencies. Despite its potential to enhance efficiency and effectiveness of the government’s financial management, GFMIS has encountered several user-related issues that might affect user behaviour, intention to use, continuous usage, system users satisfaction, and ultimately, the success of GFMIS. Despite extensive efforts to understand these phenomena, documented studies on the success of GFMIS are not altogether consistent. Hence, this study developed a research model utilising DeLone and McLean’s information systems (IS) success model to identify the determinants of successful GFMIS implementation among the Jordanian public employees. A total of 654 questionnaires were self - administrated to GFMIS users in 52 Jordanian government organisations. Data analysis on 257 usable responseswas carried out using Partial Least Squares Structural Equation Modelling (PLS-SEM). The results indicate that 13 out of 15 hypothesised relationships are significantly supported. The results suggest that information quality and service quality have a positive impact on GFMIS use/user satisfaction, while system quality has only a significant effect on GFMIS use. GFMIS use also has a positive effect on user satisfaction. Both use and user satisfaction are significant in predicting net benefits. Moreover, the results prove that user resistance is the determinant of GFMIS use and user satisfaction. The results further support the moderating role of user involvement, while partially support the moderating role of training. This study offers both theoretical and practical contributions. Theoretically, this study tests the IS success model on a new e-government system and extends the IS success model by incorporating user resistance, training, and user involvement. Practically, this study provides relevant authorities with insightful evidence in successfully managing e-government project
