    Multimedia information technology and the annotation of video

    The state of the art in multimedia information technology has not progressed to the point where a single solution is available to meet all reasonable needs of documentalists and users of video archives. In general, we do not have an optimistic view of the usability of new technology in this domain, but digitization and digital power can be expected to cause a small revolution in the area of video archiving. The volume of data leads to two views of the future: on the pessimistic side, overload of data will cause lack of annotation capacity, and on the optimistic side, there will be enough data from which to learn selected concepts that can be deployed to support automatic annotation. At the threshold of this interesting era, we make an attempt to describe the state of the art in technology. We sample the progress in text, sound, and image processing, as well as in machine learning

    The rapid development of online learning is opening up many new learning opportunities. Yet, with this increased potential come a myriad of risks. Usable security systems are essential as poor usability in security can result in excluding intended users while allowing sensitive data to be released to unacceptable recipients. This chapter presents findings concerned with usability for two security issues: authentication mechanisms and privacy. Usability issues such as memorability, feedback, guidance, context of use and concepts of information ownership are reviewed within various environments. This chapter also reviews the roots of these usability difficulties in the culture clash between the non-user-oriented perspective of security and the information exchange culture of the education domain. Finally an account is provided of how future systems can be developed which maintain security and yet are still usable

    Regulating the Raters: The Law and Economics of Ratings Firms

    Consumers and producers frequently rely on product ratings, such as college rankings, restaurant reviews and bond ratings. While much has been written about the structure of ratings in particular industries, little has been written on the general structure of different ratings industries and whether government intervention is typically needed. This paper begins that inquiry by examining the market structure of different ratings industries, and considering the circumstances under which firms that provide ratings should be regulated. The issue is particularly timely in light of recent calls to rethink the regulation of media ratings and credit ratings. We find that ratings firms in different industries share several common features. For example, most ratings firms operate in highly concentrated markets. Some factors that could make ratings markets more concentrated include economies of scale, benefits from having a single standard, and general agreement on what should be measured. We also find that most ratings firms determine their own testing standards and methods, although some industries have self-governing oversight bodies that offer their own accreditation standards. While the government regulates firm entry for a few ratings industries, this is relatively rare. The vast majority of ratings firms are unregulated. We analyze the question of regulation using an economic framework that focuses on the viability and effectiveness of a proposed policy. Despite the finding that many ratings industries are concentrated, our analysis suggests that market forces generally appear to be an effective mechanism for providing consumers and producers with useful ratings. In most cases, such markets do not require government intervention. Moreover, in industries characterized by rapid technological change the government is likely to do more harm than good by intervening. As an alternative to government regulation, voluntary industry oversight bodies may be effective in improving communication between the parties and in improving transparency in rating procedures.

    Doing, Undoing, And Redoing Collegiate Athletics: Conceptual Tales Of Marginality And Mattering

    This work disrupts the normalization of athletics (big-time sports programs) in higher education and problematizes status-quo issues related to collegiate athletics such as: amateurism, sports careerism, the admission of academically underprepared athletes, academic and athletic rivalry, and escalating athletic expenditures. Primary poststructural theories of language, subjectivity, and power are used, alongside specific textual resources, to interrogate different aspects of the recent academic scandal at the University of North Carolina at Chapel Hill (UNC). The theoretical analysis puts to work the poststructural concepts of marginality (Spivak, 1993) and mattering (Butler, 1993) to create a different critique of academics and athletics in higher education. Crafted in the form of different conceptual tales, the first part of the analysis shows how individuals are marginalized by the operations of the athletic machine and the second analytical tale highlights the critical role race plays in the ways some bodies matter more than others. This theoretical analysis draws attention to the marginalization of individuals, the exploitation of student athletes, especially Black male athletes, and the prevalence of racism in collegiate athletics. Through this theoretical and methodological undoing of collegiate athletics, recommendations are presented as ways of redoing collegiate athletics from structural, operational, and socio-cultural standpoints
