    Learning from 20 Years of Payments for Ecosystem Services in Costa Rica

    Costa Rica's Payments for Ecosystems Services (PES) programme has become something of an icon in the world of conservation. Its innovative blend of economic and regulatory instruments - and its hitches and successes - provide a valuable source of inspiration for other countries that are looking for effective ways to conserve and regenerate ecosystems. Since 1997, nearly one million hectares of forest in Costa Rica have been part of the PES programme at one time or another, and forest cover has now returned to over 50 per cent of the country's land area, from a low of just 20 per cent in the 1980s. What lessons can be learnt from the 20 years since it was founded?     Toward a Model for Fisheries Social Impact Assessment

    This paper presents a model for Fisheries Social Impact Assessment (SIA) that lays the groundwork for development of fisheries-focused, quantitative social assessments with a clear conceptual model. The usefulness of current fisheries SIA’s has been called into question by some as incompatible with approaches taken by fisheries biologists and economists when assessing potential effects of management actions. Our model’s approach is closer to the economists’ and biologists’ assessments and is therefore more useful for Fishery Management Council members. The paper was developed by anthropologists initially brought together in 2004 for an SIA Modeling Workshop by the National Marine Fisheries Service, NOAA.     "Although several institutional and management approaches that address the degradation of the rangelands have been tested in the dry areas of Central and West Asia and North Africa (CWANA), impact has been limited. Nonetheless, the development of National Action Plans to combat desertification highlights the interest of governments to tackle this issue. Payment for Environmental Services (PES) may be a viable policy option, though, to date, most PES programs have focused on the management of different resources (forests, watersheds). The purpose of this paper is to examine whether PES could be a viable option to promote sustainable rangelands management in the dry rangelands of CWANA.     Low-Cost Air Quality Monitoring Tools: From Research to Practice (A Workshop Summary).

    In May 2017, a two-day workshop was held in Los Angeles (California, U.S.A.) to gather practitioners who work with low-cost sensors used to make air quality measurements. The community of practice included individuals from academia, industry, non-profit groups, community-based organizations, and regulatory agencies. The group gathered to share knowledge developed from a variety of pilot projects in hopes of advancing the collective knowledge about how best to use low-cost air quality sensors. Panel discussion topics included: (1) best practices for deployment and calibration of low-cost sensor systems, (2) data standardization efforts and database design, (3) advances in sensor calibration, data management, and data analysis and visualization, and (4) lessons learned from research/community partnerships to encourage purposeful use of sensors and create change/action. Panel discussions summarized knowledge advances and project successes while also highlighting the questions, unresolved issues, and technological limitations that still remain within the low-cost air quality sensor arena

    Managing inequality: the political ecology of a small-scale fishery, Mweru-Luapula, Zambia

    This paper starts from the perspective on resource management approaches as based upon a body of environmental knowledge. By analysing fisheries management in Mweru-Luapula, Zambia, we argue that this body of environmental knowledge has (i) remained largely unchanged throughout the recent shift to co-management and (ii) is to a great extent based upon general paradigmatic conventions with regard to common property regimes. We therefore simultaneously studied the historical trajectories of both resource management as the political ecology of Mweru-Luapula’s fishing economy. Using a relational perspective – by looking at interaction of the local fishing economy with external developments, but also by examining socioeconomic relations between individual actors – this study exposes constraints and incentives within the local fishing economy that are not absorbed in the current co-management regime. These findings challenge both policy goals as community-based resource management itself. We therefore argue that governance of small-scale fisheries – in order to close the gap between locally based understandings, policy and legislation – should always be built upon all dimensions (social, economic, ecological, political) that define a fisheries system

    Monitoring Payments for Watershed Services Schemes in Developing Countries

    Payments for watershed services (PWS) are schemes that use funds from water users (including governments) as an incentive for landholders to improve their land management practices. They are increasingly seen as a viable policy alternative to watershed management issues, and a means of addressing chronic problems such as declining water flows, deteriorating water quality and flooding. In some places, local governments, donor agencies and NGOs are actively trying to upscale and replicate PWS schemes across the area. While their apparent success and progress in launching new initiatives is encouraging, there is still much to be learned from formative experiences in this field, especially with regard to monitoring and evaluation.In this paper we discuss the monitoring and evaluation criteria behind compliance or transactional monitoring, which ensures that contracts are followed, and effectiveness conditionality, which looks at how schemes manage to achieve their environmental objectives regardless of the degree of compliance. Although the two are usually linked, a high degree of compliance does not necessarily ensure that a scheme is effective. This is because a poorly designed scheme may target the wrong land managers and land that is at least risk, meaning that payments do not generate the desired hydro-ecological or conservation benefits. As the levering capacity to demand payments for better watershed management increases, so does the need to understand the dynamics of such activities and demonstrate their impacts. While the growing interest in such schemes shows that participants believe in the principle of land management, evidence of their impact is needed to determine which initiatives genuinely add value and are worth pursuing
