    Essays in Game Theory and Natural Resource Management.

    This thesis presents a collection of essays in game theory with applications to environmental resource problems and their management. A major focus of these essays is related to coalitional games in which several classes of games, their properties and solution concepts are studied. Game theory is applied to international fisheries management in the context of the 1995 United Nations Agreement on the Implementation of the UN Convention on the Law of the Sea.

    This book provides a theoretical framework for systematically evaluating the "pros" and "cons" of various methods. It also includes a series of case studies in cost allocation to give a sense of the real problems encountered in implementation. Among the examples treated are telecommunications pricing, multipurpose reservoir charges, and airport landing fees. Finally several articles address the broader fairness issues inherent in the pricing of public services. The history of the notion of the "just price" from medieval to modern times is discussed, together with observations on what principles seem to guide decisions in telecommunications rate cases in the United States. The connections between cost allocation, efficiency, and entry in the telecommunications market are also examined in two different contexts: the U.S. and France. The overall aim of the book is to provide theoretical foundations for using specific methods, to examine the distributional and fairness issues involved in cost allocation, and to give a sense of the practical problems encountered in implementation.     Processes of International Negotiations

    Negotiations are essential mechanisms for the peaceful resolution of disputes and for maintaining stability in international relations. Negotiations can and should contribute to predictability, equity, and security among states. In achieving these goals, negotiations become important confidence-building measures. The increasing role of negotiations and of international organizations for managing the system of international order and for pursuing/achieving states' interests/policies through peaceful means has produced a fundamental evolution in the agenda, functions, and intensity of international negotiations. In the view of both researchers and negotiators over the recent past, the negotiations process that is organized along traditional lines is becoming more complex, difficult, and less effective. The processes of negotiations are in general taking more and more time and lagging behind the evolution of the international environment. Not only are the issues themselves more complex, but also, in the implementation of any agreements reached, the resolution of the issues involved will need to take place over a longer time and therefore to be managed jointly or multilaterally. Because of the increasing complexity of issues and the fast pace of changes affecting both national and international interests, it has become essential for international agreements to contain sufficient flexibility in certain of their provisions to permit dealing with uncertainty and the needs of the parties to adapt to new and changing circumstances. In this sense, international negotiations and agreements must be not only reactive but also anticipatory. These considerations indicate that a much-needed approach is one which is concerned specifically with bringing about a multinational, multicultural, and multidisciplinary understanding of and perspective on international negotiations and which also bridges the gap between practitioners and researchers. A specific objective and unique aspect of the IIASA Project on the Processes of International Negotiations (PIN Project), which started in April 1986 and was funded by the Carnegie Corporation, is the international, multidisciplinary approach brought to bear on all of the Project's activities. This was especially evident at the IIASA Conference on the Processes of International Negotiations, held in May 1987. The PIN networks in IIASA's member countries played an essential role in this Conference. To keep the focus of the work on substantive issues and on relevant applications-oriented results, while taking into account the importance and impact of different cultural and political systems in the various national approaches to negotiations, both practitioners and researchers involved in the processes of negotiations made presentations at the PIN Conference and took part in the panel discussions. These presentations form the basis for the chapters of this book. The goals of the Conference were to foster increased communication and understanding between practitioners and researchers and among various research disciplines, to present and discuss research results, and to identify possible future research activities. The participation and interaction of both high-level negotiations practitioners and researchers were considered especially valuable and unique aspects of the Conference. All of the subjects dealt with at the Conference have direct and obvious relevance to improving negotiations outcomes on, and the ability to deal effectively with, such issues as the transboundary effects (environmental, economic, etc.) of technological risk, security and confidence-building measures, and international economic cooperation -- all of which are high on the negotiations agenda of many countries

    The effectiveness of professional lobbyists in Britain 1986-1999.

    The impact of professional lobbyists varies according to context. The thesis assesses the relationship between professional lobbying and policy outcomes, and the impact of external variables. Whilst the effectiveness of professional lobbyists is partly a function of internal variables like skill, contacts and resources, external contextual factors are more often the key determinants of policy. Contextual variables include factors external to government like the world economy and judicial decisions, and factors internal to government including party ideology and the autonomy of government actors. Its four case studies (Sunday Trading, CrossRail, Jubilee Line Extension and Professional Liability), representing a range of issues, from high to low profile, and varying in degrees of technicality and politicality, test nine hypotheses against evidence from in-depth interviews, governmental and parliamentary papers, and the press. When context is favourable, lobbyists have the greatest effect on non-contentious, technical and non-partisan issues. On low-profile issues, when low-profile tactics have failed, lobbyists can be effective if they use high-profile tactics to increase the salience of the issue within government. On issues initially and inherently high-profile, non-technical and political, there are more variables so the lobbyist's impact is proportionally less. Though lobbyists on occasion affect policy, they are rarely at the centre of decision-making. Policy outcomes are decided by bigger factors than the activities of lobbyists. Their impact is at the margins of policy, and the perception they and the press hold about their major effects is illusory. Whilst lobbyists rarely influence policy significantly, they do add value to clients. They bring economies of scale (offering services more cheaply than if provided in-house) and are often a worthwhile investment. They have experience; they educate clients; they know key players and processes and can overturn established procedure. More importantly, on rare occasions when the context is right, their involvement can affect policy outcomes

    Multiple Criteria Decision Making has been an important and active research area for some 20 years. In the 1970's, research focused on the theory of multiple objective mathematical programming and on procedures for solving multiple objective mathematical programming problems. During the 1980's, a shift in emphasis towards multiple criteria decision support was observed. Accordingly, much research has focused on the user interface, the behavioral foundations of decision making, and on supporting the entire decision-making process from problem structuring to solution implementation. Because of the shift in research emphasis the authors decided to make "Multiple Criteria Decision Support" the theme for the International Workshop, which was held at Suomen Saeaestoepankkiopisto in Espoo, Finland. The Workshop was organized by the Helsinki School of Economics, and sponsored by the Helsinki School of Economics and IIASA, Austria. This volume provides an up-to-date coverage of the theory and practice of multiple criteria decision support. The authors trust that it will serve the research community as well as the previously published Conference Proceedings based on IIASA Workshops

    On the Combination of Game-Theoretic Learning and Multi Model Adaptive Filters

    This paper casts coordination of a team of robots within the framework of game theoretic learning algorithms. In particular a novel variant of fictitious play is proposed, by considering multi-model adaptive filters as a method to estimate other players’ strategies. The proposed algorithm can be used as a coordination mechanism between players when they should take decisions under uncertainty. Each player chooses an action after taking into account the actions of the other players and also the uncertainty. Uncertainty can occur either in terms of noisy observations or various types of other players. In addition, in contrast to other game-theoretic and heuristic algorithms for distributed optimisation, it is not necessary to find the optimal parameters a priori. Various parameter values can be used initially as inputs to different models. Therefore, the resulting decisions will be aggregate results of all the parameter values. Simulations are used to test the performance of the proposed methodology against other game-theoretic learning algorithms.</p

    The discourse, governance and configurations of polycentricity in transitional China: a case study of Tianjin

    Polycentricity has been identified as a prominent feature of modern landscapes as well as a buzzword in spatial planning at a range of scales worldwide. Since the Reform and Opening-up Policy in 1978, major cities in China have experienced significant polycentric transition manifested by their new spatial policy framework and reshaped spatial structure. The polycentric transformation has provoked academics’ interests on structural and performance analysis in quantitative ways recently. However, little research investigates the nature of (re)formation and implementation of polycentric development policies in Chinese cities from a processual and critical perspective. This research interprets the underlying meanings and rationality of polycentric development strategy in planning discourse and explains how concrete centres within the polycentric system are created, governed and materialized to facilitate the implementation of polycentric policies in the special context of political system, spatial planning system and socio-economic conditions in China. Referring to existing literature of polycentricity and theories of urban space, this research develops a novel theoretical framework, which holds that polycentricity is produced by the articulation of state power, planning profession and produced space. The research is founded on an embedded case study of Tianjin based on empirical data derived from interviews with stakeholders and secondary data. Through a discourse analysis of four Tianjin City Master Plans, discourses of ‘polycentric urban settlements’, ‘functional polycentricity’, ‘polycentric growth nodes’ and ‘nested polycentricity’ are identified, which are deployed in different ways with variegated composition of spatial elements. Moreover, rather than being mere technocratic practice, the production and legitimation of distinct discourses is essentially an articulation of multi-scalar power involving various stakeholders, which is disguised and justified by the planning profession. The findings demonstrate that polycentricity is a malleable concept and its fluidity creates space to accommodate consensus or to allow the play of contested interests and policy experiments. Based on that, this research further selects centres in Tianjin Binhai New Area Core Zone, Wuqing District and Dongli District as embedded cases to explore how the polycentric development policy is implemented in practice. The empirical findings from local perspective show that these centres are created or formed according to different contexts and logics, and they are consolidated by employment of a portfolio of tools and instruments such as new planning and urban design, establishment of financial and development corporations, exclusive preferential policies, manipulation of public sector, land development and institutional innovation. Correspondingly, these centres have experienced distinct development trajectories and shown different spatial outcomes from the perspectives of urban form, functional composition, and spatial identity. It is suggested that significant gaps and contradictions exist between spatial visions and actual development, which poses challenges for sustainable development
