This investigation was undertaken to establish sufficient specifications, or standards, for minicomputer hardware and software to provide NASA with realizable economics in quantity purchases, interchangeability of minicomputers, software, storage and peripherals, and a uniformly high quality. The standards will define minicomputer system component types, each specialized to its intended NASA application, in as many levels of capacity as required

The potential for congressional use of emergent telecommunications: An exploratory assessment

A study of the use of newly emerging communications technology for improving the understanding between members of Congress and their constituents was conducted. The study employed a number of specific methodologies such as interdisciplinary systems model building, technology analysis, a sample survey, and semi-structured interviews using sketches of the emergent channels. The following configurations were identified as representative of emergent channel characteristics: (1) the teleconference, (2) the videoconference, (3) the videophone, (4) cable television, (5) cable television polling, and (6) information retrieval. Analysis of the interview data resulted in an overview of the current congressional-constituent communication system and an assessment of the potential for emergent telecommunications, as perceived by congressmen and senior staff from 40 offices in the stratified judgement sample

Identified are the information types required, sources and users of the information, and existing techniques for acquiring, storing and retrieving the data. The study concluded that a decentralized system is feasible, and described a recommended development plan for it

Effective use of ERTS multisensor data in the Northern Great Plains

The author has identified the following significant results. ERTS imagery was used as a tool in the identification and refinement of soil association areas; to classify land use patterns between crop and fallow fields; to identify corn, soybeans, and oats; and to identify broad generalized range ecosystems. Various data handling techniques were developed and applied to accomplish these tasks. A map outlining soil associations and relative land values was completed on a base mosaic of ERTS imagery and is included as an appendix to the report

NASA Administrative Data Base Management Systems, 1984

Strategies for converting to a data base management system (DBMS) and the implementation of the software packages necessary are discussed. Experiences with DBMS at various NASA centers are related including Langley's ADABAS/NATURAL and the NEMS subsystem of the NASA metrology informaton system. Study plan to identify long term national telecommunications need and priorities applying Delphi techniques (handbook)

A handbook that explains the basic Delphi methodology and discusses modified Delphi techniques is presented. The selection of communications experts to participate in a study, the construction of questionnaires on potential communications developments, and requisite technology is treated. No two modified Delphi studies were the same, which reflects the flexibility and adaptability of the technique. Each study must be specifically tailored to a particular case, and consists of seeking a consensus of opinion among experts about a particular subject and attendant conditions that may prevail in the future
