This paper uses case studies, including two cities (Lynn and New Bedford), a sub-city district (Roxbury) and two towns in rural Franklin County (Greenfield and Orange), to examine the role of technology as a potential economic catalyst in rural and depressed places in Massachusetts. Though the five target areas vary in size, density, geographic area, demographic characteristics and economic resources, each exhibits chronic patterns of economic distress related to the decline of manufacturing, construction and other key industries

Washington State Job Exports: An Analysis of the Role Trade Plays in Manufacturing Job Loss

[Excerpt] America’s manufacturing crisis has hit Washington State hard. Since January 2001, Washington has experienced heavy job losses in manufacturing and information technology industries—sectors that typically provide higher wages and good benefits. As the discussion that follows shows, plant closures and layoffs associated with foreign imports and offshore outsourcing are a major cause of manufacturing’s decline in Washington State. Several factors account for manufacturing job loss in Washington and elsewhere, but there is little evidence about the role any single factor plays. Yet identifying causes and measuring their effects is important: Understanding the role of current policies in manufacturing job loss can help shape reasoned and reasonable changes that will maintain American competitiveness while creating and preserving good jobs in America

Toward Universal Broadband in Rural Alaska

The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska. A business planning framework for WiMAX applications

Mobile networking refers to wireless technologies which provide communications between devices. Applications for mobile networking have a broad scope as they can be applied to many situations in either industrial or commercial sectors. The challenge for firms is to better match market-induced variability to the organizational issues and systems necessary for technological innovation. This chapter develops a business planning framework for mobile networking applications. This framework recognises the fluidity of the situation when trying to anticipate and model emerging wireless applications. The business planning framework outlined in this chapter is a generic model which can be used by companies to assess the business case for applications utilizing mobile networking technologies
