The present work describes the adaptation to Portuguese of the Open Journal Systems (OJS), a software applied to the administration of the editorial process of electronic journals, developed by the Public Knowledge Project (PKP), of the University of British Columbia, Canada. The customization resulted in the ELECTRONIC JOURNAL PUBLISHING SYSTEM (SEER), which has become part of the Brazilian Digital Library (BDB) project of the Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT/MCT). One of IBICT’s main goals to develop systems based on the Open Archives Initiative, promoting free, democratic, and open access to cientific and tecnological production in Brazil

This study aims to identify the emotional interaction between the user and the interface of scientific electronic journals. An experiment was conducted with the Ibero-American Journal of Information Science. This journal uses the Electronic Journal Publishing System (SEER). Data collection involved undergraduate students in Library and Museology of the Faculty of Information Science, University of Brasilia. The students performed a task whose purpose was to identify the emotional factor in the interaction with the interface. Data analysis discusses an approach using the usability concept and the three aspects of emotional design suggested by Norman:  visceral, behavioral and reflective. This is an exploratory study analyzing changes undertaken in the publishing process of Federal University of Bahia’s scientific journals CCRH, RBSPA, RFACED, after the establishment of Electronic Journal Publishing System (SEER), aiming at comparing SEER with previous publishing management process and its acceptance by authors, reviewers and editors involved in such publications. Data collection was undertaken with online surveys by means of Survey Monkey web-based system platform, completed by authors, reviewers and editors of the above mentioned journals. For data analysis, issues concerning SEER and previous publishing processes were investigated, as quantitative/qualitative analysis according to the review of the literature and to the theoretical framework underlying the research was conductied. Results indicate high level of acceptance concerning the use of the system. Of the overall number of subjects involved in the research, 97 % considered the systems’ overall assessment good or excellent, whereas 80% averaged good or excellent for all items assessed. When comparing SEER with other previous publishing processes, over 60% of respondents considered SEER assessment process better and faster and 80% reported not having or having had little problem during the process. These results demonstrate SEER good level of acceptance and performance in the management of journals investigated, yielding improvement for the publishing process, dissemination and diffusion of publications. Nonetheless, system improvements are recommended, as outlined in the chapter “Data Analysis and Discussion”, as well as the development of further research on SEER use and on the Open Access Model to other journals, in order to improve scientific journals publishing standards in Brazil
