    Distribution planning in a weather-dependent scenario with stochastic travel times: a simheuristics approach

    In real-life logistics, distribution plans might be affected by weather conditions (rain, snow, and fog), since they might have a significant effect on traveling times and, therefore, on total distribution costs. In this paper, the distribution problem is modeled as a multi-depot vehicle routing problem with stochastic traveling times. These traveling times are not only stochastic in nature but the specific probability distribution used to model them depends on the particular weather conditions on the delivery day. In order to solve the aforementioned problem, a simheuristic approach combining simulation within a biased-randomized heuristic framework is proposed. As the computational experiments will show, our simulation-optimization algorithm is able to provide high-quality solutions to this NP-hard problem in short computing times even for large-scale instances. From a managerial perspective, such a tool can be very useful in practical applications since it helps to increase the efficiency of the logistics and transportation operations.Peer ReviewedPostprint (published version

    Designing economic instruments for the environment in a decentralized fiscal system

    When external effects are important, markets will be inefficient, and economists have considered several broad classes of economic instruments to correct these inefficiencies. However, the standard economic analysis has tended to neglect important distinctions and interactions between the geographic scope of pollutants, the enforcement authority of various levels of government, and the fiscal responsibilities of the levels of government. For example, externalities generated in a particular local area may be confined to the local area or may spill over to other jurisdictions. Also, local governments may be well informed about how best to regulate or enforce pollution control within their jurisdiction, but they may not consider the effects of their actions on other jurisdictions. Finally, the existence of locally-generated waste emissions affects the appropriate assignment of both expenditure and tax responsibilities among levels of government. The standard analysis therefore focuses mainly upon an aggregate (or national) perspective, it typically ignores the possibility that the externality may be created and addressed by local governments, and it does not consider the implications of decentralization for the design of economic instruments targeted at environmental problems. This paper examines the implications of decentralization for the design of corrective policies; that is, how does one design economic instruments in a decentralized fiscal system in which externalities exist at the local level and in which subnational governments have the power to provide local public services, as well as to choose tax instruments that can both finance these expenditures and correct the market failures of externalities?Environmental Economics&Policies,Debt Markets,Taxation&Subsidies,Public Sector Economics&Finance,Emerging Markets

    The recent process of political and economic transformation in eastern European countries has not only contributed to the decentralisation of political structure but also significantly enhanced the fiscal autonomy of municipalities in these countries. In this context many similar types of public activities have recently been assigned to local governments, and some taxes were also declared to be local taxes. To be sure, this type of fiscal decentralisation has caused some additional problems, particularly for safeguarding the quality of publicly provided goods and services and for co-ordinating intergovernmental fiscal transfers between the central and local governments. For instance, some criticise that many small-sized municipalities in the transition economies have suffered from financial bottleneck and have not been able to receive sufficient financial support from the central government. However, such a fiscal devolution trend appears to continue.     Design of Closed Loop Supply Chains

    Increased concern for the environment has lead to new techniques to design products and supply chains that are both economically and ecologically feasible. This paper deals with the product - and corresponding supply chain design for a refrigerator. Literature study shows that there are many models to support product design and logistics separately, but not in an integrated way. In our research we develop quantitative modelling to support an optimal design structure of a product, i.e. modularity, repairability, recyclability, as well as the optimal locations and goods flows allocation in the logistics system. Environmental impacts are measured by energy and waste. Economic costs are modelled as linear functions of volumes with a fixed set-up component for facilities. We apply this model using real life R&D data of a Japanese consumer electronics company. The model is run for different scenarios using different parameter settings such as centralised versus decentralised logistics, alternative product designs, varying return quality and quantity, and potential environmental legislation based on producer responsibility.supply chain management;reverse logistics;facility location;network design;product design

    Assessing dynamic models for high priority waste collection in smart cities

    Waste Management (WM) represents an important part of Smart Cities (SCs) with significant impact on modern societies. WM involves a set of processes ranging from waste collection to the recycling of the collected materials. The proliferation of sensors and actuators enable the new era of Internet of Things (IoT) that can be adopted in SCs and help in WM. Novel approaches that involve dynamic routing models combined with the IoT capabilities could provide solutions that outperform existing models. In this paper, we focus on a SC where a number of collection bins are located in different areas with sensors attached to them. We study a dynamic waste collection architecture, which is based on data retrieved by sensors. We pay special attention to the possibility of immediate WM service in high priority areas, e.g., schools or hospitals where, possibly, the presence of dangerous waste or the negative effects on human quality of living impose the need for immediate collection. This is very crucial when we focus on sensitive groups of citizens like pupils, elderly or people living close to areas where dangerous waste is rejected. We propose novel algorithms aiming at providing efficient and scalable solutions to the dynamic waste collection problem through the management of the trade-off between the immediate collection and its cost. We describe how the proposed system effectively responds to the demand as realized by sensor observations and alerts originated in high priority areas. Our aim is to minimize the time required for serving high priority areas while keeping the average expected performance at high level. Comprehensive simulations on top of the data retrieved by a SC validate the proposed algorithms on both quantitative and qualitative criteria which are adopted to analyze their strengths and weaknesses. We claim that, local authorities could choose the model that best matches their needs and resources of each city
