    For the Benefit of All: Strategic Recommendations to Enhance the State's Role in the Integration of Immigrants in Illinois (Report of the New Americans Policy Council, Year One)

    On November 19, 2005, Illinois Governor Rod Blagojevich signed the New Americans Executive Order, a first-in-the-nation attempt to adopt a coherent, strategic, and proactive state government approach to integrate the rapidly growing immigrant population of Illinois. For this purpose, the Executive Order created a New Americans Policy Council comprised of 24 prominent Illinois business, faith, labor, community, philanthropic, and governmental leaders with experience in this field. While Illinois has undertaken several efforts to advance immigrant integration, neither it nor any other state has developed a comprehensive and strategic integration policy. Given the rapidly evolving demographics; the fast paced changes of an increasingly global economy; and the growing demand for both high-skilled and low-skilled workers; immigrant integration is one of the most overlooked issues of governance. The Policy Council's strategic approach emphasizes strategies that allow immigrants to be empowered to participate to the fullest extent possible in our economic and civic life, while fostering social cohesion with their new neighbors.This is the report of the New Americans Policy Council for the first year of the New Americans Executive Order project, published in 2006

    This is one of a series of five papers outlining the particular domains and dimensions of inequality where new research may yield a better understanding of responses to this growing issue.Immigration has grown across all post-industrial nations, and inequality has risen at a steep rate on a variety of indicators, including income distribution, child poverty, residential segregation, and numerous academic outcomes.In this report, we see that among the children of immigrants, inequality is manifested against a backdrop of wide disparity in post-migration conditions faced by new immigrants. Indeed, immigrant groups represent some of the most and least advantaged groups in the U.S. in terms of skills, education, and assets. Many immigrant-origin students struggle academically, leaving school without acquiring the tools necessary to function effectively in the highly competitive, knowledge-intensive U.S. economy, in which limited education impedes wages and social mobility

    Teachers Supporting New Immigrant ESL Learners

    Abstract This Organizational Improvement Plan (OIP) examines how a teacher leader with influence can support classroom teachers in establishing a more inclusive and culturally competent learning environment. It is framed around a Problem of Practice (PoP) that emerged from a significant increase of new immigrant, English Second Language (ESL) learners enrolling at Rankin Elementary. Formal and informal school assessments revealed that ESL learners were achieving lower than their English speaking peers. This OIP serves to address how classroom teachers can effectively support new immigrant, ESL learners as they work to improve their English Language Proficiency. This OIP is viewed from a social justice lens and informed by critical theory. Transformational and culturally relevant leadership support a bottom-up approach to leadership. Culturally relevant pedagogy frames this OIP as a culturally relevant, whole child approach to instruction is explored. Lewin’s three-step model of unfreezing, change and refreezing serves as the leading change framework while Nadler and Tushman’s Congruence Model is used as the change path model, providing critical organizational analysis. The implementation plan outlines priorities and goals of the planned change and necessary supports and resources are identified. The PDSA model serves to monitor and evaluate the change process and a plan for communicating the need for change is developed
